3 INTRODUCTION 1 LUAS is established pursuant to LUAS Enactment 1999 (i.e. Selangor Waters Management Authority Enactment 1999). 2 A regulator and manager for water resources in a holistic, integrated and sustainable manner.

5 LUAS Main Functions Based on s.6, LUAS Enactment 1999 :- To coordinate relationship and cooperation inter-agency in the Selangor State. To adopt and implement government policy, plan and project. To protect State interest water resources affairs.

6 LUAS Main Functions cont. Regulatory measures by licensing of any activity related to water resources. Regulatory measures by enforcement action.

7 REGULATED ACTIVITIES 1. Licensing and charging of water resources abstraction s.41(2) 2. Written approval for resource alteration activity s.43(1) - Any activity which alter the bed, bank, shores, flow of a water resource. 3. Licensing of emmission or discharge of pollutants s.79(1) - Governs 7 activities : Freshwater aquaculture, marine prawn aquaculture, pet, earthwork, pig and non-pig farming, and mining/dredging activity.

8 REGULATED ACTIVITIES cont. 4. Licensing of inland waterway navigation s.97 - licensing vessel which navigates inland water/river. 5. Diversion of water for generating electricity (hydroelectric) s.42(3) - Charge of RM50,000/mw. 6. Water recreation activity s.98(1) - Pending regulation-drafting.

14 Category THE EXEMPTION Conditions 1. Domestic* - s.45(2) (a) No significant obstruction/ diversion to the water source 2. Subsistence flow; agricultural* - s.45(2) (b) Storage < 1 mega litre; or (c) Flow rate < 20 litre/second 3. Streamlining internal application-processing time. Enhancing e-spasa towards enforcement-friendly system (integration with e-luas). Strengthening monitoring and enforcement mechanism. Review of the abstraction charge.
