2 CITY OF LETHBRIDGE DESIGN STANDARDS EDITION Editor and Standards Committee Chair: Byron J. Buzunis, M. Eng., PMP, P. Eng. Urban Construction Manager Standards Change Control Committee Doug Hawkins, P.Eng Infrastructure Director Brad Schmidtke, P.Tech. UDI Representative Byron Buzunis, P.Eng Urban Construction Manager Contributors: City of Lethbridge employees, and external contractors, consultants, and developers. ACKNOWLEDGEMENTS We gratefully acknowledge the generous inputs of all City Staff involved in preparing the base design standards, both those directly involved in the steering group as well as those who read and commented on the various chapters and provided feedback. We also acknowledge the input of Developers, Consultants and Contractors, and the Urban Development Institute. The Design Standards will continue to grow and improve. The continuing inputs from the community, various City of Lethbridge staff as well as Developers, Consultants and Contractors will ensure that these Design Standards continue to improve the community in which we live. COPYRIGHT These standards are in the public domain feel free to copy, distribute and share with others. Check back with the City of Lethbridge, Infrastructure Services often to obtain amendments and updates. Copies of the Design Standards can be obtained from Infrastructure Services, 4th Floor City Hall, 910 4th Ave S., Lethbridge, Alberta, T1J 0P6 and is available on the internet at
3 FOREWORD The Citizens of Lethbridge indicate that they value, and wish to maintain, the quality of life that our city provides. Free flowing traffic down wide streets, with tree lined boulevards, past well manicured parks, in safe residential communities are just some of the features that make Lethbridge Lethbridge. Residents of Lethbridge are accustomed to high levels of service and the City of Lethbridge continuously strives to meet and exceed those expectations. The primary outcome of these design standards will be that residents of Lethbridge will declare that growth is not reducing but instead improving our quality of life. The intent of these standards is to provide direction to developers such that we reach that outcome. Users of this manual will discover that it is not totally prescriptive in nature but that what is conveyed is the intent of the standards, thereby enabling the designer to present a solution that meets or exceeds that intent. The effectiveness of these design standards will be judged by the generations who come behind us We are confident that the design principles expressed in these standards will contribute to the realization of our goal. We invite you, as users of this manual, and perhaps as a resident of our city, and definitely as one who is helping to create what Lethbridge is, to participate in the ongoing revision of these standards. Bud Hogeweide, C.E.T. Infrastructure Steward
