2 INTRODUCTION In 1991, the San Joaquin Valley Unified Air Pollution Control District, in accordance with the requirements of the California Clean Air Act, prepared an Air Quality Attainment Plan (AQAP) which set forth the District s strategy for attaining the California one-hour ozone standard. The strategy includes numerous measures that require District rulemaking and program development for their implementation. Section (a) of the California Health and Safety Code requires each air district to submit an annual report to the California Air Resources Board (ARB) that summarizes its progress in meeting the schedules for developing, adopting and implementing the air pollution control measures in the AQAP. Specifically, ARB s 1993 Guidance for Annual and Triennial Progress Reports Under the California Clean Air Act (Guidance) requires that the Annual Report include the following information: The status of stationary source control measures for the most recent calendar year The status of transportation control measures (TCMs), focussing on activity in TCM implementation through such avenues as federal, state, and local transportation sources; district and other agency programs/interagency agreements for TCM implementation and district rules to backstop such actions Similar information for area source and indirect source control programs Table summarizing, for all measures, the planned adoption and implementation years(s) versus the actual adoption and implementation years Where measures are pending, more detail such as planned workshop activity and the projected adoption month/year. STATIONARY SOURCES The 1991 AQAP committed the District to develop a number of new rules and rule amendments to reduce ozone precursor emissions and established a timeline for their development. However, in 1994, the District s ozone attainment strategy was comprehensively revised in conjunction with the preparation of the Ozone Attainment Demonstration Plan (OADP), prepared to demonstrate attainment of the Federal One-Hour Ozone Standard. The 1994 California Clean Air Triennial Progress Plan and Plan Revision (1994 Triennial Plan) was incorporated into the OADP and reflected the new ozone attainment strategy. New control measures were added and the District s rulemaking schedule was revised. In, the District prepared its 1997 California Clean Air Act Progress Report and Plan Revision (1997 Triennial Plan) and once again reviewed and updated its rulemaking schedule. The rulemaking schedules established in the 1991 AQAP, 1994 Triennial Plan, and 1997 Triennial Plan and the current status of rulemaking are shown in Table 1. 2

3 TRANSPORTATION CONTROL MEASURES AND INDIRECT SOURCES The District s schedule for rule/program development for TCMs and Indirect Source Control s identified in the AQAP is shown in Table 2. The 1994 Triennial Plan did not revise the District s TCMs and Indirect Source Control s. It did, however, indicate that the District and the TPAs would continue to expeditiously implement the TCMs outlined in Chapter 8 of the 1991 AQAP and Appendix E of the 96 ROP Plan. Appendix E listed a number of TCMs to serve as contingency measures in the event that the District did not meet a required emission reduction goal of three percent per year between 1997 and 1999 for ozone precursors that was established by the Federal Clean Air Act Amendments of Most, but not all, of these TCMs were already included in the 1991 AQAP list. The status of the programs outlined in Appendix E of the ROP Plan is shown on Table 3. The 1997 Triennial Plan did not modify the TCMs and Indirect Sources Measures s. 3

The program is not currently being actively pursued. Parking Management Supply Limits FY FY District encouraged the program through Rule 9001; program lost impetus when rule was rescinded. Telecommunications FY * FY District encouraged the program through Rule 9001; some programs lost impetus when rule was rescinded. District developed a telecommunications network for its 3 offices in October. Alternative Work Schedules FY * FY District encouraged the program through Rule 9001; program lost some impetus when rule was rescinded. The District began an alternative work schedule in Fleet Operator Alternate Fuels FY FY Ongoing. In 1997, the District initiated its Heavy Duty Vehicle Emission Reduction, which provides financial incentives for the purchase of new, replacement or retrofit technology for low emission heavy-duty on-road and off-road vehicles meeting program requirements. The District also provides incentives for light-duty alternative-fuel vehicle purchases and leases through its REMOVE program. It also operated a voluntary Vehicle Buy-Back to remove pre-1982 vehicles from the road during * had already been implemented in some areas within the SJVAB at the time of adoption of the AQAP. 8

The District began an ozone season public education program, Spare the Air, in and has a number of ongoing public outreach programs to schools, children and the general public. 10
