4 National Planning Policy Framework (NPPF) The purpose is to bring together all national policy into a single document A strong focus on the economy and promoting development Plans should be prepared positively Some important policy changes and emphasis
5 NPPF List of 12 Core Planning Principles: Being plan-led A creative exercise Identify and plan to meet need High quality design Recognise character of different areas Support transition to low carbon future Conserve and enhance the natural environment Re-use land that has been previously developed Promote mix use developments Conserve heritage assets Make fullest use of non car travel Support health, social and cultural wellbeing And presumption in favour of sustainable development
6 The local plan Change of terminology from LDF The big change will be no RSS Core Strategy, Site Specific Allocations, Adopted Proposals Map and possibly Action Area Plans and Neighbourhood Plans Supplementary Planning Documents - add detail to certain proposals or policies Development plan documents Less prescription by Government but NPPF sets the context Must meet objectively assessed need
7 The duty to co-operate A test of soundness of local plans Can be demonstrated in a range of ways Who leads? What if people won t cooperate? How will this work in practice?
8 Presumption in favour of sustainable development - 1 Decisions should still start from what the Development Plan says. A GOLDEN THREAD means that: Local planning authorities should positively seek opportunities to meet the development needs of their area; Local plans should meet objectively assessed needs, with sufficient flexibility to adapt to rapid change, unless: Any adverse impacts of doing so would significantly and demonstrably outweigh the benefits, when assessed against the policies in this Framework taken as a whole; or Specific policies in this Framework indicate development should be restricted
9 Presumption in favour of sustainable development - 2 For decision-taking this means: Approving development proposals that accord with the development plan without delay; and Where the development plan is absent, silent or relevant policies are out of date, granting permission unless: Any adverse impacts of doing so would significantly and demonstrably outweigh the benefits, when assessed against the policies in this Framework (NPPF) taken as a whole; or Specific policies in this Framework indicate development should be restricted.
