3 TPs are still being secured, but there is still little evidence regarding their effectiveness There seem to be more questions raised now as to whether they are appropriate for all types of development There has been a general reduction in staff levels to nil in many authorities now; However, the NPPF places a lot of weight on them

4 Is the NPPF clear about the role of sustainable transport? How can sustainable transport be promoted in the context of the Localism Act? What is the relationship of sustainable transport to travel plans & travel demand management? How to exploit the NPPF, Localism Act, and the wider planning/transport process to secure sustainable transport.

7 Purpose of planning to achieve sustainable development Focus on sustainable development is about change for the better Refers to definition of sustainable development not only previous UK SDS version but more comprehensive and detailed Maintains 3 legs of SD transport critical for all Reinforces mutual dependence of each sought jointly and simultaneously through planning system

8 SDC March 2005 Few members, officers or those in community understand this OR its implications i.e. inc. economy, transport, housing & planning Few transport planners or planners utilise this broad concept in any aspect of work effectively? Critical now to develop local definition for Local Plan

Likely to be reviewed but as yet not clear what or how HA reviewing Circular 02/2007 Planning and the Strategic Road Network. And more? Local Plans critical to delivery of sustainable transport Will be down to authorities how far they go! Local guidance likely e.g. professional bodies, CBT, CPRE, TCPA Planning for Climate Change, possible consortium...

10 Delivering a sustainable transport system Supporting economic growth Reducing transport emissions Contributing to better safety, security and health Promoting equality of opportunity Improving quality of life All part of the Government s agenda and in NPPF Effective travel planning contributes to all these aims

11 Definition lies at the heart of NPPF Includes SDC definition + All contents of paras taken as a whole constitutes SD!! Presumption in favour of sustainable development Needs to be more than lip service to be effective!!

15 So the good news for sustainable transport is: Plan led Presumption in favour of sustainable development in integrated form Comprehensive national plan Brief document instead of reams Focus on delivery of growth Flexibility for innovation fewer rules Opportunity to integrate national spatial planning...? Link to National Policy Statements and national Infrastructure Plan Exploit LEPs infrastructure investment programme
