In the data sheet of the TOR (22.1.4), only for the supervision phase, we have 590 Men x month, which is incompatible with the budget of 1,400,000.00, indicated in of the data sheet for the total Consultancy Services (including the design phase). Please clarify this information. 2. In the TOR the feasibility study carried out by Mott McDonald is mentioned. Is it possible for you to share this document with the bidders? 3. The Consultant understands that the WWTP is already existing and expanded. Accordingly, Is the WWTP included within ESIA scope of work? 4. Will the ESAP and the ESIA report be in two separated documents? 5. Kindly clarify the language of ESIA report, as Ministry of Environment requires reports in Arabic? 6. According to section 3.3 Phase 2, it was mentioned that there is an Environmental and Social Assessment Study (West Irbid Project ESA, November 2017). In addition, section 3.15, mentioned that there is a (Reference Mott MacDonald s Study October 2017, and Environmental and Social Assessment 2017), Please clarify the level of details of those reports and if you can provide us with them. 7. As per section 3.3 the Consultant understands that the scope of ESIA is to address GAPs identified in the project Environmental and Social Assessment (West Irbid Project ESA, November 2017).Kindly Confirm. 8. Kindly confirm if the previous studies have been approved by national/international related authorities The WWTP is not included within the ESIA scope of work. The ESAP and ESIA are two separate documents. The ESIA report must be prepared in English language only. An executive summary of the ESIA report in Arabic is also to be prepared. The Environmental and Social Assessment Study (West Irbid Project ESA, November 2017) will be made available to the successful consultant. The previous studies have been approved by WAJ and EBRD.

In point of data sheet, it is written: Estimated total cost of the assignment: EUR 1,400, We understand that this value shall be considered as reference, but the bidder is free to offer for a higher value. Please confirm or not our understanding 10. In Team composition and Qualification Requirements of the Key Experts, Could Charted Engineer be acceptable in lieu of certified Engineer رئيس اختصاص) (from the Jordanian Association, since Charted Engineer is not common here in Jordan. 11. For the team leader, could 15 years of experience in water systems be acceptable in lieu with waste water systems since both are similar from management view. 12. Section Section 1.3 In (a) Consultant s relevant professional, please clarify experience in similar locations In (d) Other factors, what is the definition of local participation? 14. If there is discrepancy between EBRD Documents (Guidelines Oct,2017, PP & R,.) and Water Authority of Jordan Consultancy Procurement Document ( CPD ) Which document takes precedence? 15. Payments as per Consultancy Contract Article III item 3.06 c will be within 30 days of receiving a CORRECTLY PRESENTED INVOICE. Is the invoice correctly presented to the consent of EBRD or to the Client? 16. Governing Law and settlement of Disputes item 6.05: Contact governed in accordance with English Law & Disputes settled in accordance with UNCITRAL arbitration rules by the arbitrator appointed by LCIA (London Court of International Arbitration) The budget has been estimated at EUR 1,400,000. Consultants are at liberty to submit financial proposals that respond, in their judgement, to the requirements stated in the TOR. This will be included in the construction tender documents. At financial proposal form FIN-3 staffing schedule and breakdown of costs page 51, Cost item 3 Reimbursable Expenses comprises a sub item of Miscellaneous Cost. Will the Consultant invoice the listed Reimbursable Expenses Cost comprising other Miscellaneous expenses as lump sum or on monthly rate since most of these expenses are difficult to be invoiced against payment proof (receipts ) and third party invoices? E.G If the transportation vehicles to the construction supervision team is the contract negotiations. Please refer to responses to questions (18) and (19).

4 consultant s responsibility then such costs should be invoiced as monthly sum and not under reimbursable expenses against third party invoices because the vehicles might be owned by the consultant or rented, while the item opened at 3. reimbursable expenses under local travel is only for transportation of expatriates to and from airports l and not for field supervision. The same under 3. Miscellaneous expenses under Reports should be a monthly lump sum cost and not as reimbursable cost because the reports are produced at the Consultant s offices and not out sourced externally and hence cannot be under reimbursable expenses etc. Please advise. 23. At data sheet and 2.1 term of reference 5-team composition: We understood that the four positions for each resident engineers, assistant resident engineers, site engineers, inspectors and surveyors that there will be four packages for the construction phase. In this case, to ensure that all consultants are quoting on a similar level, it is necessary to add four secretaries (administrators) to the construction Supervision team, one for each site. 24. Please provide us with an estimated length of main pipelines (trunk & force mains) and gravity pipelines within the communities; in addition to that please provide us with the estimated number of pumping stations anticipated. 25. Please provide us with a summary regarding the output of the Feasibility Study performed by Mott MacDonald Limited. If not possible, then we would appreciate your feedback concerning the following: a. Does the feasibility study cover both trunk and gravity pipelines within communities? b. Does the feasibility study cover the anticipated number of land acquisition needed for pipelines routes or at locations of pumping stations. The consultants are responsible to propose additional staff as per the required scope of work. 26. It is mentioned that the consultant shall send a The CDs containing the technical

5 CD containing the Technical Proposal, and a CD containing the Financial Proposal to the EBRD, but the exact address of submission is not mentioned, can you please specify the exact submission address. 27. The evaluation criteria mentioned in section 1.3, related to the staff is not clear, please specify for each one of the staff if it is under the design team or the supervision team. 28. Please confirm that the man-month input provided in the RFP under point in the data sheet is only related to supervision staff, and the consultant is asked therefore to provide his own estimates of the man-month for the design team to complete the design scope. 29. Under scope of services, page 61 we believe that item 3.2 should be remarked as phase 1 since it includes the activities which related to this phase referring to the project objectives, similarly Item 3.4 should be phase 3. Please confirm. 30. Is Wadi Alarab WWTP's upgrade included under the consultant s scope of work referring to what was mentioned in page 59. and financial proposals shall be sent to the EBRD as follows: Ms Georgia Vasiliadis European Bank for Reconstruction & Development One Exchange Square, London, EC2A 2JN United Kingdom The Environmental and Social Assessment Study (West Irbid Project ESA, November 2017) will be made available to the consultant... The Wadi Alarab WWTP`s upgrade is not included under the consultant`s scope of work. Following the project feasibility study (West Irbid Wastewater project, October 2017) and proposed further study to investigate the improvement of Wadi Al Arab WWTP (to be delivered by KFW), the client wishes to engage a consultant, to confirm the feasibility study treatment option, prepare a preliminary design, detailed design & tender document to achieve and maintain compliance with national standards, relevant for the network & pumping infrastructure components to the treatment location. 31. Are there any previous wastewater studies for any of those 15 towns or not? 32. Please confirm that all mentioned towns in page 59 will be connected to Wadi Alarab WWTP or its expansion, since we believe that some towns like Beit Yafa is expected to connect to other WWTP Please refer to the Feasibility Study, the link to which was attached to the Procurement Notice on 3 May All mentioned towns in page 59 will be connected to Wadi Alarab WWTP.

6 33. Please advise for revision period by the client for each stage to be included in the work program. 34. Any site visit can be conducted to the project location with WAJ coordination/ we believe that it is better to hold site visit to all bidders for these 15 towns since it is massive project. 35. Please provide us with the total length of sewer lines in addition to the length of trunk lines. 36. Is this project Sales Tax exempted? Please clarify 37. Section Section Section Section 5. Team Composition and Qualification Requirements of the Key Experts. Should we understand Experience in similar locations as Experience in Rural Areas in the Mediterranean Countries? Should we understand Experience in region as Experience in Arab Countries? In order to qualify the 10 points, local consultants must take part in the consortium or they can be subcontracted? Which is the criteria to allocate the 10 points? Please, confirm that chartered engineer can be understood as a professional engineer legally authorized to work in his/her native country. Therefore, it is not necessary to be a British chartered engineer. 41. Regarding payments, please clarify Payment Schedule for Phases 1, 2, and 3. How is the lump sum distributed along the time? In our understanding, phases 3, 4 and 5 will be paid on a monthly basis; please confirm. 42. Regarding the Advance Payment, please specify the amount or the percentage on the total value of the contract, and the bank guarantee conditions. 43. Regarding the scope of works, could you provide additional information about the project development area and project 44. Addendum 2, No. 1, revised MM 46. Addendum 2, No. 1, revised MM components? The revised no. of MM for the Team Leader has been reduced to 20 months. This means that he cannot cover the full duration of construction of 24 months and also won't be available for the DNP. Could you kindly confirm that this is the intended approach? The duration for the Res has been reduced to 24 months. This would mean that no staff would be available for the DNP. Could you please clarify if the DNP should be removed from the scope of work for this project? The revision period will be four weeks (4) for each deliverable. No site visit will be held. 7 47. Addendum 2, No. 1, revised MM The positions of Senior Hydraulic Engineer and Contract Management Specialist are typically design positions and have little input during construction. We suggest that these positions be removed from the Construction Supervision Stage and instead be included in the lump sum design part. 48. Addendum 1 Due to the significant impact of Addendum 2, combined with the needed time address the questions above, and considering the reduced working hours during Ramadan, we would kindly request that the submission date be postponed to 7 June 49. Addendum 2, No. 1, Items 33 and 39 Item 33 of Addendum 2 identifies the total project duration as 42 months as the sum of durations detailed further in the answer. Item 39 confirms that the original RFP durations are exclusive of review periods. Could you please confirm that the same applies also to the durations in Addendum 2, thus, extending the total project duration beyond 42 months? The proposal submission date has been extended to Thursday 7 June 2018, at the same time and location. Confirmed.
