1 Dallas County Continuity of Operations Program ************************* Chief Doug Bass Office of Homeland Security & Emergency Management (HSEM)

2 Programmatic Scope Dallas County has written policies and procedures that assist County Departments and Elected/Judicial Officials to implement an effective COOP program. Dallas County HSEM provides a written COOP template to better ensure program consistency and effectiveness. HSEM provides an SME to assist departments with the completion of their COOP documents. HSEM sets regular meetings with county departments to discuss COOP.

4 Best Practices Have standard COOP template Have Subject Matter Expert Take Advantage of FEMA Coop Training and Certifications Exercise COOP as part of your training and exercise program on annual basis The COOP program should be a budgeted line item in your budget

5 Lessons Learned COOP is a perishable product. COOP will not occur with a driving and continuing force. Someone has to manage the COOP process. Departments must design and have authority over their own COOP documents. Having regular meeting of the COOP Implementation Team is important.

7 Tribal Profile Checkerboard nation with two communities whose total population is approximately 3,000. Located in El Paso County (Far West Texas), in close proximity to New Mexico and bordering Ciudad Juarez, Chihuahua, Mexico. YDSP Mission Statement: To promote self-sufficiency, improve the quality of life, and preserve the cultural identity for the Pueblo. DEM established in 2006 through Tribal Resolution TC DEM Mission Statement: Promote self-sufficiency by providing a comprehensive and coordinated emergency management system to protect the health, safety, welfare and property of the Pueblo.

9 Tribal Essential Functions Ensuring the continued functioning of our form of government in order to maintain the trust and confidence of our Pueblo s citizens Providing rapid and effective response to, and recovery from the consequences of, an attack or other incident through effective and cooperative relationships with neighboring governments Protecting against threats to the Pueblo and bringing to justice perpetrators of crimes or attacks against Ysleta Del Sur or its people, property and interests Providing critical Tribal Government Services that address the health, safety and welfare needs of the Pueblo

10 Lessons Learned Pueblo Maintenance (Public Works) is an essential department to our COOP Non-essential department personnel must also have a good understanding of COOP Personal preparedness is key to essential personnel s fulfillment of annex responsibilities during COOP event COOP Planning is like eating an elephant, you do it a bite at a time
