1 GOV: OPM HOW TO COMPLETE AN INTERIM APPRAISAL USING A PIP QUESTIONNAIRE Summary In this module you will learn how to complete an interim appraisal using a PIP (or performance improvement plan) questionnaire. Steps 1. Welcome to the training module for managers on How to Complete an Interim Appraisal Using a PIP Questionnaire! 2. We re starting at the Home page. First, select GOV Manager Self-Service. 1
2 3. Then, select Performance Management. 4. The Performance Management Task List page displays. For this scenario, you re creating an interim performance appraisal for an underperforming employee. Select Create Standard Appraisal. 2
3 5. The Create Standard Appraisal: People in Hierarchy page displays. This page displays a list of your direct reports. For this scenario, you will appraise employee, Samantha Supervisor. To begin the three-step appraisal process, select the Action icon for the employee being appraised. 6. Then, select the Appraisal Purpose drop-down menu. 7. Select Interim Appraisal as the purpose of this appraisal. 3
4 8. Select the Period Start Date field. 9. You can use the pop-up calendar to select the period start date, or you can type the date in manually. Type the period start date, 02/01/ Now, select the Period End Date field. 4
5 11. You can use the pop-up calendar to select the period end date, or you can type the date in manually. Type the period end date, 6/30/ Select the Search icon across from the Template field to choose the appraisal criteria. 13. The Search and Select: Template pop-up window displays. Select Go to locate appraisal template options. 5
6 14. Choose your desired template by selecting the associated Quick Select icon. In this scenario, select the Quick Select icon for Interim Appraisal. 15. With the appropriate template chosen, select Next. 6
7 16. For Step 2 of the appraisal process, the Create Standard Appraisal: Overview page displays. This page displays the selected template's list of core competencies. You may select Add Competencies to identify job competencies to add to the list of core competencies. Scroll down the page to select the employee s performance ratings for the competencies. 17. For this scenario, select the Performance Rating drop-down menu for Core Communication. 7
8 18. Select 0-Does Not Meet Expectations because the employee is underperforming in this scenario. 19. Select additional performance ratings as needed for all competencies being evaluated. 8
9 20. Scroll down the page to select additional appraisal options. 21. You can allow other management staff to participate in the appraisal by selecting Add Participant. 22. The Add Participant page displays. Now, select the Participant Name field. 9
10 23. Enter the last name, "Douglas." 24. A list of participants matching your search results displays. Select the name of the additional participant. 25. The participant s name populates the Participant Name field. The Participation Type field allows you to select the participant s role in your employee s appraisal. For this scenario, the participation type is Reviewer. Select Apply. 10
11 26. The Create Standard Appraisal: Overview page displays. This time the page displays the competency performance ratings for all competencies being evaluated for the employee. Scroll down the page to add comments for the additional participant. 27. In the Overall Rating and Comments section, select the Overall Comments field. 11
12 28. Enter the comment, There are significant issues in performance at this time. Please review questionnaire. 29. Then, select Complete Questionnaire. 12
13 30. The Answer Questionnaire page displays. The PIP Questionnaire form appears. It documents the required plan of action for the employee s performance improvement. This form must be completed for any employee who does not meet expectations for job competencies. Select the Employee Name field. 31. Now you can add information about the employee who needs the appraisal. Type Samantha, the first name of the employee who is being appraised, into the Employee Name field. Then, go on to complete the questionnaire. 13
14 32. Then, select Apply. 33. The Create Standard Appraisal: Overview page displays. Select Next to move to Step 3. 14
15 34. Notice that the Create Standard Appraisal: Review page displays. Confirm your performance rating selections. Then, select Apply. 35. The Main Appraiser Review page displays, confirming that your changes as the main appraiser have been saved. Now, scroll down the page. 15
16 36. You must activate the additional participant to include his or her feedback in your employee s appraisal. Select the additional participant. 37. Then, select Request Feedback. 16
17 38. Now, select the Notification Message field. 39. Enter the message, Please review Interim Appraisal and PIP Questionnaire. Let s discuss. This message is meant for your appraisal participant. 40. After verifying your message, select Submit. 17
18 41. The Main Appraiser Review page displays with a notification that your participant has been notified. Select Update Appraisal. 42. The Update Standard Appraisal: Overview page displays. From here you can review the employee s appraisal before sharing it with him or her. Scroll down the page. 18
19 43. After finalizing the appraisal, you can share it with the employee. Select Share with Appraisee. 44. The Share Appraisal Details with Appraisee page displays. From here you can select the appraisal components that are shared with the employee, determine ownership of the appraisal, and decide if the appraisee can update or provide feedback on the appraisal. You can also enter a message regarding the appraisal for the employee. Select the Notification Message to Appraisee field. 19
20 45. Enter your comment, Let s meet to discuss the Interim Appraisal and the Performance Improvement Questionnaire. 46. Then, select Submit. 20
21 47. The Confirmation page displays. It notifies you that the appraisal has been sent to the appraisee. The employee s appraisal is finished. Select the Home icon to return to the Home page. 48. You have completed the training module for managers on How to Complete an Interim Appraisal Using a PIP Questionnaire. 21
