2 Invitation Welcome This International Training Programme (ITP) is specially designed for persons qualified to participate in reform processes at different levels and holding a position in home organisation with a mandate to effect changes. ITP offers support in strengthening, adapting and maintaining capacity over time in order for your organisation to define and achieve goals in both the short and long term. Participants will have a unique opportunity to take advantage of the latest developments in their area of work under the guidance of skilled Swedish mentors and experts, to develop a network of professionals from other countries and to enhance knowledge in new working methods. The methodology used is based on the assumption that your organisation wish to carry out changes and is willing to invest own resources to achieve these changes. The Swedish Environmental Protection Agency (Swedish EPA) is a national agency for environmental protection and nature conservation. Our tasks are to ensure that environmental policy decisions are implemented and to present proposals for environmental policy and legislation to the Swedish Government. The Swedish EPA has been engaged in international development cooperation for more than twenty years. This cooperation mostly funded by Sida - is geared towards the needs of the partner countries in order to improve and strengthen their national environmental administration. Our contribution builds on our role as a central environmental agency and our know-how and experience of regulatory and monitoring work in the environmental field. Since 2006, we have been supporting environmental authorities in the Western Balkans in developing effective environmental management to enable the countries of this region to fulfil national and international commitments, with a particular focus on strengthening the countries in their EU alignment process. In the bilateral cooperation with Ukraine and Belarus, one of the objectives of the Swedish EPA is to assist the Ministries of Natural Resources and Environmental Protection in their efforts to harmonize the national environmental legislation with EU legislation. ITP on Environmental Governance and Management with EU-focus has been developed as a complement to our bilateral cooperation with the Western Balkans, Ukraine and Belarus. The programme was carried out in 2010/11 and 2011/12. 3 Advanced international training programme Programme objectives The aim of the programme is to stimulate change in the participants organizations towards a strengthening of the environmental authorities role in the society and of the capacity to facilitate EU-approximation. The overall (long-term) objective of the programme is that: The participating organisations have increased their institutional capacity in governance and management of environmental issues with respect to the EU-approximation. Benefits Knowledge and enhanced capacity in environmental governance and management Extended national and international networks increased skills in project management After completion of the programme, the participants have: Strengthened their knowledge and capacity in environmental governance and management with the focus on EU-approximation. Developed their individual projects by using the knowledge and experience gained through the training programme. Extended their national and international network. Contents Change Project The programme consists of different modules integrating essential aspects of environmental policy in the EU. The following topics will be addressed during the programme: EU institutions and EU Environmental Policy Environmental Challenges Environmental Governance and Management Environmental Legislation in an EU and International Perspective Environmental Policy Instruments Approximation to the EU acquis Project Management The relevant EU-institutions in the field of the environment and the interaction between them will be described as well as the decision-making procedure (process) and the EU environmental policy will be examined. The programme has a strong focus on EU-approximation, its requirements and possibilities. EU and international legislation will be presented as well as other policy instruments. The emphasis will be on the implementation and enforcement of the environmental legislation. The participants will get acquainted with the concept of environmental governance and its principles (such as transparency, the rule of law, public participation and stakeholder interaction etc.). Division of responsibilities when tackling environmental issues in an EU context between different levels of public administration as well as sector integration will also be covered. The programme will combine lectures, workshops, case-study sessions and study visits connected to the different modules and the individual project work. The environmental challenges of today will focus on the environmental problems in Europe. Trends in environmental policy will be examined with specific examples from the EU member states, such as Sweden.

4 Programme structure The training programme is divided into five phases, see below. Only participants who participate in all phases of the programme, except for phase five which is optional, are entitled to a diploma. The individual project work will continue during all the phases of the programme. Phases Phase 1 (four weeks) takes place during the period of September 9 27, 2013 in Stockholm, Sweden. The participants should, if possible, arrive on September 8 and depart no later than September 28. During this phase, the programme consists of lecturers on environmental challenges, environmental governance, policy instruments and EU-approximation combined with workshops, study visits and work on the participants individual project. Phase 2 (20 24 weeks) is the time period between the programme in Sweden and the regional follow-up session in Brussels. This phase is dedicated to the participants individual project work and implementation in their home countries. Phase 4 (eight weeks) is the time after the follow-up phase when the participants still can receive tutoring/coaching from the Swedish experts. This period of time is often limited to 2 months after the follow-up seminar. Teaching methods Different teaching techniques such as lectures, work in groups, discussions fora, coaching sessions, study visits and role plays will be used in the programme. The number of participants is limited to 25 in order to ensure a close working relationship between participants, lecturers and mentors. Management and staff The programme is organized by the Swedish EPA with the support of a consultant from SIPU International who will be responsible for administrative tasks of the programme. You will find our contact information on the last page of this brochure. Phase 3 (one week) of the programme, is a follow-up seminar, to be held in Brussels, Belgium during one week in March/April There will be an introduction to the EU and relevant EU institutions in the field of the environment, followed by visits to them. The participants will be requested to present the progress/results of their projects. Timetable where: The programme will be held in Sweden and Belgium. When: The training component in Sweden will take place in Stockholm, September 9 27, The follow-up session will be held in Brussels, Belgium in April DURATION The total duration of the programme is 10 months (phase 1 5), out of which 4 weeks are scheduled sessions. 5 Environmental Governance and Management with EU-focus Admission requirements Invited countries The following countries are invited to nominate candidates: Albania, Belarus, Bosnia and Herzegovina, Kosovo, FYR of Macedonia, Serbia and Ukraine. Target group Only candidates nominated by the appropriate organisation and in accordance with national rules will be considered. The nomination should also clearly indicate the commitment from the organisation and the candidates themselves to attend all the phases of the programme and to implement a proposed project. Individual project A central component of the programme is the individual project; each candidate/organisation should identify an environmental problem to work on in a project form, individually or in group during the programme. An outline/summary of the project idea with clearly defined goals and allocation of the necessary resourced should be submitted with the application form. Please note that the Swedish EPA will not finance the participants projects. The candidates should hold an academic degree or equivalent and have at least five years of professional working experience from a central environmental authority and/or other authority/organisation relevant for the environment (e.g. Ministries of Planning, Finance, Development, and Agriculture). Candidates from authorities at regional or local level as well as Non-Governmental Organisations are also welcome to apply. The training programme will be organized and conducted in English, thus a good command of the English language is required. The programme is primarily designed for decision-makers and specialists in a position to initiate and implement changes at environmental authorities and in other sectors relevant for environmental issues. It is desirable to have at least two candidates from each country/organisation in order to enhance the preconditions for efficient and successful project work and to increase the possibilities to apply the knowledge and experience acquired through the training programme. The Programme management also encourages applicants to apply as country teams where the participants may come from different organisations but have a mutual problem they want to work on. Working methods and composition of the team shall be described in the application. Kindly note that individual applications have to be filled in even in the case of team applications. Language requirements The training programme will be organised and conducted in English. Candidates from countries where English is not an official language should do a language test with an official body or appropriate language institute in the home country, at the cost of the participant, unless other documentation to certify the participant s proficiency in English can be provided. Proficiency in English shall be certified on the Application Form. Health requirements Considering that the training programme consists of international travels and working away from home in a new environment, good health and full working capacity is a prerequisite. It is therefore recommended that candidates undergo a medical examination before filling in the Medical Statement in the Application Form. application process Application Application should be written on the special form attached and must include a recent photograph and required information and documents. When necessary, the application should be approved by the official nominating authority in your country. The original of the application with required signatures and attachments should be submitted to the nearest Swedish Embassy/ Consulate. If there is no appropriate Swedish Embassy/Consulate in your country, the application should be submitted directly to the Program Secretariat. Applications submitted after closing date will not be considered. All applicants will be notified by . Selection process Selected candidates will be notified by not later than May 8, It is vital that all applicants have internet access and a working . Once selected, the organization and Closing date fore applications: April 2, 2013 the candidate must confirm participation throughout the entire programme. A Letter of Acceptance will be sent out, containing information on participation in the programme and practical arrangements. Selected candidates shall be aware of the commitment to participate in all phases of the programme. Insurance All participants are covered by a group insurance while in Sweden and Belgium and on any organised tours during the programme. This insurance includes costs for medical care in the event of acute illness or accident. Medical and dental check-ups are not included.
