2 Introduction Globally, Science and Technology (S&T) is recognized as key driver for socio-economic development. This is evidenced in the Asian tigers and BRICS (Brazil, Russia, India, China and South Africa). Not forgetting, ST &I is key to support a paradigm shift from product economy to knowledge based sustainable development Hence, integration of ST&I in national production processes is key to Government policy priority and programme 2
3 Introduction Cont.. Kenya has been establishing S&T institutions in the effort to develop and apply science and technology towards addressing the country s development priorities ST&I, Act, 2013 that repealed Science and Technology Act, Cap 250, established National Commission for Science, Technology and Innovation (NACOSTI) that replaced the National Council for Science and Technology (NCST). ST&I, Act 2013 also proposes establishment of Kenya National Innovation Agency (KENIA) and National Research Fund (NRF). 3

KENIA- develop and manage the Kenya innovation Systems NRF-Mobilize and channel resources for research, science, technology and innovation NACOSTI has the following roles: advisory regulatory Coordination Promotion Draft ST&I policy - Integrating of ST&I in production and service sectors for social and economic transformation. 4
5 Development on ST&I Sector in Kenya Economic Recovery Strategy for Wealth and Employment Creation( ). Industrial Transformation to the Year 2020 The Kenya Vision 2030 which is the long term economic plan with the overall objective - economically competitive, prosperous and a middle level industrialized nation. ST &I and technical skills development is at the centre of a sustainable national development towards the delivery of the Kenyan dream of a knowledge-based economy. 5

7 The Role of ST&I and Kenya Vision 2030 The following are the strategic ST&I thrusts in the Kenya Vision 2030: Strengthening technical capabilities through advanced training of personnel, improved infrastructure, equipment and strengthening linkages with actors in the production sector Developing a highly skilled Human Resource base Intensification of innovation in priority areas Enhancing STI awareness Strengthening the ST&I performance management framework Resource Mobilization

14 ST& I grant The ability of a country to follow sustainable development paths is determined to a large extent by the capacity of its people. Capacity building encompasses the country s human, scientific, technological, organizational, institutional and resource capabilities. In recognition of the above, the Kenya Government created ST&I grant NACOSTI has been administering since FY 2008/2009.
