Clearance and Tagging Guideline for Nuclear Electric Generating Stations: Why, How, What O&MD Clearance and Tagging Workshop June 3-5, 2008 David Ziebell Senior Project Manager
Why did we take on the Clearance and Tagging Guideline? INPO Operations Focus analysis of AFI s and events 9% in 2006 Trend is flat Benefits include Improved benchmarking capability Clarity Best practice will help improve safety Efficient well-integrated processes and practices Data provided by INPO 2
How did we develop the Clearance and Tagging Guideline? Tradition of industry cooperation INPO sets standards of performance EPRI guidelines provide practices that work Industry collaboration / participation Initial exploration by EPRI and INPO leadership Early involvement of EPRI s advisors for Equipment Reliability - Approved for completion by 12 / 2007 Technical Advisory Group Existing Ad Hoc peer group Multiple disciplines Operations lead ~70 people, 21 utilities, INPO Ops & EPRI O&MD 3
Tag Membership Participation Ameren British Energy Constellation Detroit Edison Dominion Duke Energy Energy Northwest Entergy EPRI Exelon First Energy FPL Energy Duane Arnold Indiana-Michigan (AEP) INPO NMC NPPD PG&E PPL Progress Energy PSEG STP TXU Wolf Creek NOC 4
What is the Clearance and Tagging Guideline? A process description in the tradition of the Standard Nuclear Performance Model Process Flowchart with key elements Policy provisions, training and qualification, performance measures, self-assessment What s important at each step in the flowchart Process interfaces (e.g. work control, outage Mgmt) Roles of key participants (planner, scheduler, writer, approver, hanger, holder, worker) One integrated, complete way of doing it (a best practice) Simplified Additional practices for main process options Report (Dec 2007) 5
Overview of the Guide - 1 Suggested use Perspective on OSHA Shall Should May Other processes Computerization Value added 6
Our relationship to OSHA This guideline does not endorse or implement every conceivable option offered by OSHA. Instead, safety is enhanced by selecting a single coherent or integrated method a set of expectations that in the aggregate meet the objectives of the regulations and rigorously following that method. 7
Overview of the Guide - 2 Purpose Ownership Scope One Process or two? Central Control Concept Training and Qualification Performance Indicators two kinds Self-Assessment Stages and Roles 8
Stages and Roles Process Stage Key Interfacing Process Key Organization In Control Key Roles Detailed Process Steps Preparing Work management process Maintenance and operations Planner, scheduler, clearance writer 1 10 Hanging Plant status control process Operating authority Clearance approver, clearance hanger Working Work control process Maintenance or construction departments Clearance holder, worker 18 21, and as needed Restoring Plant status control process Operating authority Restoration writer, restorer, clearance closer 22 33, and as needed 9
Detailed Process Different kinds of Work Authorization Walk downs, zero-energy checks, signing on/off, external energy injection, grounding, scope changes Return to service options 10
Details on Roles This guideline is focused on a narrow goal the goal of improving execution of the cross-functional clearance and tagging process. To improve each person s participation in the clearance and tagging process, it is important to recognize that each person s focus shifts slightly when the person is participating at different points in the process to focus on their tasks and execute their responsibilities to the rest of the people affected by the downstream process. 11
