2 Study on knowledge and skills requirements for effective leadership and management of research and innovation Objectives: Identify key providers and summarise the essential elements of existing and evolving programs for knowledge and skills development in leadership and management of research and innovation, and Develop a typology of the knowledge and skills required for effective research and innovation management. Develop strategies and options that developing countries could adopt, in order to address their knowledge and skills gaps and build capacity for more effective research and innovation management.

3 Six broad themes of the typology 1. Leadership in R&D by governments 2. Leadership of research in insitutions 3. Management to support leadership of research in public institutions 4. Leadership of researchers in institutions 5. Management to support leadership of researchers 6. Personal behaviors and qualities of research leaders and managers

Leadership of R&D by governments Key areas of decision making: Funding arrangements (level, funding modality, funding organisation) Research organisations (university, research institutes, hospitals, think-tanks, national labs etc) Governance (decision-making process, priorities, linkages between evaluation and funding, legislative framework) Increased importance is directed towards international collaboration

Leadership of research institutions Institutional governance (designing strategies and performance framework of the institution and establishing a process for reviewing the plan etc.) Implementing institutional change (staff planning, infrastructure planning etc.) Ethos (strong research culture, support staff, incentives and rewards strucutres etc.) Risk (related to research, finances, infrasturcutre etc.) Communication (communication with staff and governments)

Management to support leadership of research in public institutions Organisational structure (critical mass, interdisciplinary, infrastructure, effective administrative support etc.) Executive and management operations (clearly defined positions and roles without duplications etc.) Committee operations (balance between purpose, frequency and effectiveness etc.) Research management and administration (research support, research translation/commercialisation, financial management, asset management and performance data analysis etc.)

Leadership of researchers in institutions Requirements for leadership of researchers (coordination, teams, create a supportive environment, manage complex relationships etc.) Research students (information about research training understanding the attitudes of younger generations) Post-doctoral and early career researchers (Staff appointments, conditions of employment and performance management etc.) Established researchers (Reinforcement systems motivating excellence to attract and retain the best people etc.) Leadership of institutions (global financial crisis, new emerging areas etc.)

Management to support leadership of researchers Research student management (enrolment requirements, supervision arrangements and training, monitoring progress and support, examination process, etc) Staff management (Position descriptions, performance expectations, responsibilities and accountabilities, contract arrangements, advising on research integrity, staff development, staff surveys, etc)

Personal behaviors and qualities of research leaders and managers Behaviors of leaders (performance expectations, transparent and consistent decision-making, deal effectively with misconduct, provision of development opportunities) Personal qualities of leaders (responsibility and accountability, teamwork in leadership and management, feedback on personal performance, adapt to changing circumstances, demonstrate honesty and integrity)
