The administrating authority for the CDEM Group is the Hawke s Bay Regional Council. All employees of the Group are employees of the Hawke s Bay Regional Council. 2 Group Office Aims (Why does the Group Office exist?) The Hawke s Bay CDEM Group Office provides the following roles, functions and services as part of the Hawke s Bay Group: Support the Members of the Group in achieving their responsibilities under the CDEM Act 2002 Advice and technical support to the CDEM Group Joint Committee, the Coordinating Executives Group (CEG) and Local Authorities Project coordination and management, including the ongoing development, implementation, monitoring and review of the CDEM Group Plan and supporting documentation Coordination of regional CDEM policy and its implementation at a local level Management of contracts entered into on behalf of the CDEM Group or CEG External liaison with partner agencies within the CDEM sector Maintaining and supporting the activation of the local coordination centres across Hawke s Bay Supporting the Group s overall response to an emergency Assisting and coordinating recovery operations on behalf of the CDEM Group Monitoring and responding to, the adverse effects of emergencies on behalf of the CDEM Group and disseminating warnings Representing the CDEM Group on national bodies and projects Preparation in consultation with CEG, of the annual programme of the CDEM Group s activities, budget and performance to the CDEM Group for adoption Coordination of the integrated professional development of key personnel for the CDEM Group Providing monitoring and evaluation reports on the capability of the Group and its members to the Joint Committee and CEG. Role of (The specific role) The role of is to provide relevant, professional input into the roles and functions as outlined above in order to ensure the Group achieves its objectives. Your specific role of will require input which will relate to your relevant skills, the needs of the specific role and your experience but will also include activities that extend and provide for individual professional development. Expectations will be regularly discussed with you and expectations will be fair and reasonable and within the broad requirements outlined above. While emergencies and disasters cannot be prevented entirely, there are steps that can be taken to reduce the impact on individuals and communities and enable them to be better prepared to respond effectively and recover quickly. 3 The primary purpose of this position is to support the Wairoa District Council in achieving its obligations under the CDEM Act This includes the coordination and training of volunteers and council staff, building the resilience of local communities, supporting local response and recovery activities during an emergency. This role is undertaken within the context of the Hawke s Bay CDEM Group strategies and work programme. This position has a vital role in maintaining the link between the CDEM Group and the Wairoa District Council, local organisations involved in CDEM and local communities. Role Expectations (Indicative examples that show the work is being done effectively) EXPECTATION Reduction Support local hazard education initiatives which allow local communities to understand and reduce the risks they face. Maintain relationships with Wairoa District Council staff responsible for risk reduction (e.g. key Planning and Engineering staff). Readiness Support the Wairoa District Council in developing and maintaining their local emergency response capability. DESIRED OUTCOMES Local communities understand the risks they face and take appropriate actions to reduce any risks. Individuals participate in risk reduction activates. Hazard risks are considered by Council asset management, policy and planning staff in their work. The local EMO is seen as a go to person when seeking advice on the CDEM consequences of policy decisions. Facilities, equipment and processes are developed to support the response. Staff understand their role and responsibilities during an emergency. Staff actively participate in development opportunities for their CDEM role. Recruit and manage local volunteers. Appropriate levels of trained volunteers are available for emergency response. Maintain training records and contacts for local response staff and volunteers. Coordination centres and CDCs activate efficiently and effectively during a response. Staffing of coordination centres is sustainable during a response. Coordinate and provide CDEM training for local coordination centre staff and local volunteers in accordance with the Group Training and Exercise Programme. Support the development of local welfare capability. Local frontline welfare response is effective. Training is delivered that meets the needs of coordination centre staff roles. Trained teams of local CDEM volunteers effectively responds to any incident, emergency or disaster event. Coordination centre and CDC staff and volunteers are safe during a response. Training is delivered under the principle of instructor excellence and is consistent with national guidelines and frameworks; and the Group Training and Exercise Programme. Within Group guidelines, develop and maintain processes on how local CDCs will operate. CDCs are activated efficiently in accordance with the relevant action plan. PAGE 3
4 EXPECTATION Undertake audits of and provide guidance on local CDC functionality, location, fit for purpose and equipment. Support and where appropriate manage community resilience planning processes for local communities. Support the local implementation of the Hawke s Bay CDEM Group Communications and Public Education plan. Support the Wairoa District Council in council initiated community resilience projects and initiatives (e.g. Street by Street or Safer Communities) Partake and where appropriate facilitate Wairoa District Council participation in the development of initial response plans for significant hazards. Support and where appropriate maintain Wairoa District Council developed local initial response plans. DESIRED OUTCOMES CDCs effectively deliver welfare services suitable and relevant to the response. Individual communities have high levels of resilience developed though collaborative and coordinated community resilience planning supported by CDEM. Individual resilience is high and relevant to the risks they face. Messaging is consistent across the Hawke s Bay CDEM Group. Other council community resilience initiatives are coordinated and include a CDEM component. Community resilience initiatives are comprehensive. Pre-planning provides for a timely and effective response applicable to the consequences of Hawke s Bays significant risks. Local circumstances are provided for in the response to an emergency. Local plans are coordinated and integrated across all levels and partners. Any local initial action plans are consistent with the relevant Group initial action plan. Provide guidance and monitor the functionality and safety of the local coordination centre. Local coordination centres are suitable for the establish level of activation and incident management team of the Council. The health and safety of IMT members is considered and risks addressed before an activation occurs. The health and safety of IMT members is monitored and any issues addressed during a response. Provide for the installation, maintenance and testing of equipment including local public alerting systems, communications systems and coordination centre equipment. In consultation with local controllers develop and maintain processes for the activation and operation of the local coordination centre and local volunteers. Local coordination centre equipment are regularly maintained and tested; and effectively support the operation of the centre during activation and the response to an event. Effective, efficient and robust communication networks and public alerting systems are maintained that are capable of supporting the response to an emergency event. Activation processes that support the timely establishment of the coordination centre and IMT are in place and practiced. Activation processes that support the timely establishment of volunteer teams are in place and practiced. PAGE 4
5 EXPECTATION Response Provide a first response capability including responding to an emergency event, outside of normal working hours, if you are available and able to respond appropriately. This availability does not mean you are restricted in activities you would normally undertake outside of work eg, activities outside the district, socialising, etc but means if an event happens and you are available and fit to respond, you are expected to do so. Be the first point of contact for advice for Wairoa District Council local controller in an emergency. DESIRED OUTCOMES Watches and warnings are disseminated to the appropriate Council staff and organisations in a timely fashion. Local controllers are able to access specialist emergency management advice in a timely manner. The decision making processes of the local controller are enhanced and validated by the provision of appropriate specialist emergency management advice. Support the Wairoa District Council in activating their coordination centre. The activation of the coordination centre occurs in a timely and effective manner. In an emergency event perform the roles and duties as allocated by the Controller. The Council response is enhanced through the appropriate deployment and support of emergency management staff. Recovery Provide advice and guidance to Wairoa District Council recovery managers and lifelines. The local recovery manager and council Lifelines representatives are engaged and able to effectively support the CDEM response and recovery. Local lifelines representatives are active in the Hawke s Bay Lifelines Group and engaged in reduction and readiness activities (e.g. BCP planning and infrastructure resilience). Assist local recovery managers during the recovery from an emergency. Timely CDEM advice and input is provided and considered as part of recovery planning and implementation. Cost recovery documentation is prepared in a timely manner and in accordance with MCDEM guidelines. Other Support the Wairoa District Council in achieving its responsibilities under the CDEM Act 2002 and the Group Plan. Legislative obligations in respect to CDEM are met across the 4Rs. Group members have timely and effective input into CDEM Group projects. Group members actively participate in CDEM Group projects. Assist with Group wide projects, training and exercises as required. Group projects are developed and implemented in an inclusive manner making the best use of the skills and experience available. Group training and exercising is recognised as being excellent and makes best use of the skills and experience available. PAGE 5
6 EXPECTATION Develop and maintain effective relationships with the Wairoa District Council, key partner agencies such as local emergency services representatives and key community networks. Provide local perspective/input into Group and national submissions /reviews of policies and plans. DESIRED OUTCOMES There are strong relationships with personnel responsible for emergency management within local authorities, emergency services, and other key stakeholders and partner agencies. Input into policy and plan development at all levels takes into consideration the needs and views of the individual local authorities that make up the Hawke s Bay CDEM Group. Show a high level of personal accountability and responsibility. Readily takes responsibility for personal decisions and actions taken in the course of the work. Continuous Improvement All Hawke s Bay Regional Council (HBRC) staff are expected to actively and enthusiastically promote the concept of continuous improvement in their work for HBRC. This means: Maintaining a positive overall attitude in the workplace as assessed by your peers and Manager. Taking part in training opportunities provided by HBRC with an open mind, as assessed by pre and post training meetings with your Manager. Practicing the skills provided in training offered by HBRC, as assessed by regular feedback meetings with your Manager. Showing a strong team commitment, as indicated by peer feedback and your Manager s assessment. Practicing the concept of continuous improvement by showing initiative with new ideas and positively acknowledging others ideas. Giving honest and open feedback as and when required, aiming to constructively deal with all issues, as assessed by regular feedback meetings with your Manager. Active involvement in decision making processes when the opportunity is made available. Health and Safety All staff are expected to follow established health and safety procedures while working for HBRC (as the administrating authority of the Group), and in accordance with policies developed by HBRC. This means: Complying with and adhering to HBRC s accepted standards and procedures. Where appropriate, taking responsibility for workplace hazards/risks you identify and communicated to management. Undertaking regular reviews of workplace risks/hazards that are present in your work. PAGE 6
7 Where appropriate, advise other organisations you are working with of the known risks in the work being undertaken. When, and if, necessary, participate in the investigation of accidents/incidents according to HBRC procedures. Undertaking appropriate and effective staff training when required or necessary. Promoting a healthy and safe workplace. Actively supporting health and safety initiatives. Maintaining a clean and tidy workspace. Comply with any rehabilitation plan designed with you for a return to work after an accident. Emergency Management All HBRC staff are expected to undertake such Emergency Management functions as are determined appropriate to meet HBRC s role and function in this area. This means: Undertaking such a role as is allocated for emergency management requirements. Participating in such exercises as are required to maintain a state of preparedness in HBRC. Responding to such requests to assume an emergency management role as are required by events. Understanding the contents of the relevant section of the Business Continuance Plan (BCP) and its implications for your role. Where the requirements of the role require it, review the relevance of the BCP for your team, section or Group on a regular basis. Key Skills Knowledge Knowledge of legislation relating to emergency management and local government. A working knowledge of Microsoft Office applications, social media and the national Emergency Management Information System (EMIS) and an ability to work with technology. An understanding of community development concepts and approach. Sound knowledge of Coordinated Incident Management System (CIMS). Sound knowledge of risk management principles and practices relevant to Emergency Management environment. Sound knowledge of the civil defence activity across the 4Rs of emergency management. PAGE 7
8 Skills A recognised qualification in emergency management or other relevant discipline; or equivalent level of learning through experience. A recognised qualification in training / adult education or equivalent experience is desirable. The ability to train and assess NZQA unit standards is desirable. Demonstrated very high skill level in the development and/or delivery of training programmes. Demonstrated emergency management experience relevant to CDEM reduction, readiness, response and recovery, or equivalent. Experience in development, implementation and integration of response plans across multiple levels and partners. Good written and oral communication skills and be able to communicate with a diverse range of ages and cultures. Experience as a leader or coordinator of volunteers or a team. Experience in engaging with communities and facilitating community led planning. Clean driver s licence. Personal Attributes Able to demonstrate a well-organised approach to work with proven ability to consistently achieve deadlines. Ability to plan and prioritise workload and manage projects. Effective crisis management leadership skills. Ability to relate effectively to a wide range of people. Able to work under minimal supervision and display sound judgment and tact. Ability to provide a first response capability including responding to an emergency event, outside of normal working hours. Ability to work under pressure. Able to motivate others. Able to work in and support a team environment. Unless agreed to by the employer, the role holder will be required to reside within the boundaries of the Wairoa District Council. PAGE 8
