Greater Ottawa Region Local Advisory Committee Meeting #5 June 21, 2016
Presentation Outline Ottawa Regional Planning Road Map Planning for Future LAC Meetings West Ottawa Needs and Options 2
WHERE WE ARE IN THE PLANNING PROCESS 3
Regional Planning Road Map April 2015 IRRP: Identified supply issues in South Nepean and across broader West Ottawa April 2016: Working Group recommends a new 230 kv station and connection line to supply South Nepean Fall 2018: Working Group beings development of second IRRP IRRP Development (18 months): Updated demand forecast LDCs have a key role Technical studies Considers stakeholder and public input Working Group will recommend a plan to address issues arising in the timeframe Spring 2020: Release of second IRRP End of first regional planning cycle We are here End of second regional planning cycle : Preparation for the Next Planning Cycle Identify information to prepare for the next IRRP: Monitor demand trends and forecast drivers (e.g. municipal and community plans) Develop or source data required to evaluate solution options (e.g. feasible potential of options, cost of options) Carry out stakeholder engagement (LAC and public engagement) 4
: Preparation for the Next Planning Cycle Opportunities for LAC input: 1) Provide insight and information on local non-wire solution options for longer-term needs (e.g. resource potential) 2) Contribute to joint understanding (LAC members and Working Group) of economics of non-wires options IESO will be developing discussion information on economics of non-wires options for use across multiple LACs target timeline fall ) Provide advice on how municipal and/or provincial policy (e.g. Ottawa s community energy plan) can inform the regional planning forecast 4) Help develop the public engagement strategy 5
PLANNING FOR FUTURE LAC MEETINGS 6
Planning for Future LAC Meetings Moving forward, we would like to co-plan the LAC meeting agendas with all members Half of all LAC meetings will be devoted to discussing the identified LAC member priorities within the scope of regional planning LAC members are encouraged to provide suggestions for guest speakers, resources and sources of information relating to issues of priorities identified 7
2016 LAC Agendas January June Sept/Oct Working Group Priorities (see slide 4) LAC Member Priorities South Nepean supply need recommendation LAC input on local non-wire solution options (e.g. resource potential) for longer-term outlook Develop joint understanding of economics of non-wires options 8
2017 LAC Agendas Working Group Priorities (see slide 4) January May Sept/Oct LAC input on local non-wire solution options (e.g. resource potential) for longer-term Develop joint understanding of economics of non-wires options LAC advice on how municipal and/or provincial policy (e.g. Ottawa s community energy plan) can inform the regional planning forecast Develop public engagement strategy LAC Member Priorities 9
2018 LAC Agendas Working Group Priorities January June Sept/Oct To be developed through ongoing LAC discussions LAC Member Priorities 10
LAC Priority Topics for Future Meetings Distribution System & Conservation Initiatives How distribution system planning and regional planning align; how Ottawa s renewable energy strategy interacts with the IRRP Energy efficiency for new buildings; the relationship that the building sector has with conservation initiatives and targets Future Trends Ontario s climate change plan and the long-term implications locally beyond the IRRP Electric vehicles Potential to move away from traditional planning and what that means Resources for Demand Reduction Transmission peak demand reduction technology Capacity resource option Demand management District heating from green heat ; new generation and potential/feasibility to reduce local demand Grid storage Solar virtual power plant configuration 11
WEST OTTAWA NEEDS 12
Recap of Supply & Demand in West Ottawa West Ottawa refers to the area supplied by the 115 kv system which emanates from Merivale TS, the main supply point for West Ottawa Total of 20 supply stations 13
Recap of the West Ottawa Need (cont d) 2015 IRRP indicated that demand across West Ottawa will exceed the supply capability of the Merivale transformer station around 2019 Because West Ottawa overlaps the South Nepean area, the recommended 230 kv station helps reduce demand across the West Ottawa 115 kv system (by moving some demand to the 230 kv system) Once the new station comes into service in 2021 (target date), Merivale TS will have adequate capability to supply West Ottawa for several more years, until approximately 2025 The approach of reducing the demand on the West Ottawa system opens up the opportunity for different non-wires and wires solutions Increasing supply capacity at Merivale TS may be possible but would be costly and may be technically challenging 14
Non-Wires Options to Reduce Demand Across West Ottawa Major Categories Discussion Opportunities for LAC/Public Input Demand Management (e.g. peak saver type programs) Local Generation (e.g. renewable, non-renewable, behind-the-meter) Other Technologies (e.g. storage, microgrids) Information on local resource potential Combinations of option that should be considered Advice on what data or criteria the Working Group should consider when evaluating options Community preferences 15
West Ottawa Discussion Filling in the Gap 20 minutes brainstorming session on each of the three categories, to inform future discussions What background do you want in order to provide future feedback? What aspects do you want to explore? What information do we need? i.e. guest speakers, research, local potential, cost, etc. Demand Management Local Generation Other Technologies 16
