2 Public leadership State-of-the-art administrative management programme for future higher executives working in the administration of Baden- Württemberg, other German states and foreign countries. The Leadership Academy of Baden-Württemberg is proud to be the state s competence centre for personnel and organisational development. The Academy is at the interface of political, cultural and economic affairs. For 29 years now the Academy has been training executives in public administration in a unique, Germanwide programme. The alumni of the Academy include executives from professional associations, the churches and business as well as executives from overseas authorities. As a result of globalisation, international networking and technological developments successful administrative organisations are expected to react to change flexibly and swiftly. As a consequence it has become increasingly important to enhance the professional skills of management executives. Employing the most up-to-date management methods the Academy provides an interdisciplinary learning environment for teamwork. In the light of an interconnected world we at the Academy focus on an innovative, business-oriented philosophy and approach to training as well as on social competence. For future higher executives in German and foreign administration the Academy provides the Public Leadership Programme: State-of-the-Art administrative management programme. This programme offers solutions to recent challenges in the field of administrative management, modern professional leadership, communication and cooperation. We welcome participants working in public administration in other countries. The programme: Administration Management consists of a ten-week period (presence) at the Academy in Karlsruhe and a four-week practical phase in a selected area in the administration of Baden-Württemberg. -1-

3 Training aims The training sets out to develop and enhance the participants potential skills with regard to personal, social, methodological and communicative competencies. The main aims of the training are: to impart modern management methods to transfer planning, decision-making and analytical techniques to promote interdisciplinary cooperation and strategic thinking. Interdisciplinary also includes the cooperation with participants from overseas to attain comparative benchmarks (through practical experience) that can be applied in new projects and areas in public administration on completion of the course participants are in particular expected to be able show a responsible approach to their fellow citizens and co-workers, to have a goal-oriented, cost-conscious, open-minded attitude and demonstrate a willingness to learn. 4 Course contents Basic principles The participants concentrate on the principles of leadership. They work out the conditions and instruments necessary for a style of leadership based on values and clear aims. The main focus of the programme is on a combination of current challenges, new developments and future issues. Insights into politics and societal issues are gained on our programme through discussions with experts from the fields of politics, business, science, journalism, culture and other areas of interest. Key skills for executives are conscious, well-reflected values. Encounters with various personalities from public life and taking part in practical activities with creative techniques lead to the discovery and testing of new outlooks. One highlight of the programme is an excursion to Brussels with the aim to offer participants deeper insights into the structure of the European Union. Modern management The modern management section comprises both the theoretical and practical foundations of management. We concentrate on the basics of business management, project management, administrative management techniques, ministerial strategies and corporate organisation and leadership methodology. Participants test their theoretical knowledge of corporate strategy and leadership, balance sheets, corporate structures and current free enterprise influences in an interactive business simulation. Project and teamwork Specially selected projects are of particular interest e.g. the empirical work in interdisciplinary groups with contact to partners both within and outside public administration. Conceptual work and organisational analysis commissioned by the administration guarantee authenticity within this field. After reflecting on the team building processes participants can integrate and transfer the insights acquired to their future work as leaders. -3-

5 Communication and team competence Participants train their rhetorical skills, moderate groups and learn how to apply newly learned presentation techniques. Skills which are systematically developed comprise self-perception and perception of others, moderating and steering group processes, public-speaking and presentation skills and team development methods. Personnel and organisational development Against a background of scarce resources and swiftly changing challenges it is ever more important for leaders to have organizational and personnel development goals and the ability to steer change processes. Participants familiarize themselves with carefully selected methods of modern organizational and personnel development and of change management and then apply these themselves. Practical phase in a selected area of Baden-Württemberg s public administration For each foreign participant we design an individual programme and carefully select the areas of the administration to ensure that they can gain practical insights into the way public administration in Baden-Württemberg is run and operates. We also arrange for the participants to make a large number of useful contacts. Leaving certificate On completion the participants are awarded the Public Leadership Certificate of the Leadership Academy of Baden-Württemberg. 6 Conditions of entry for foreign participants: The following conditions must be fulfilled: University degree 3 to 5 years work experience proficiency in German above-average references Applications are made to the Leadership Academy of Baden-Württemberg. The Academy decides rapidly on admission. Tuition is free of charge. The cost of board and lodging and additional costs for excursions etc. is borne by the participant. The Academy can assist you in finding accommodation. It is possible to obtain a scholarship ( total) from the Verein der Freunde und Absolventen der Führungsakademie e.v. (the alumni association).
