InWEnt s range of services caters to skilled and managerial staff as well as decision makers from businesses, politics, administrations and civil societies worldwide. Each year, some 55,000 persons participate in our measures. Programmes and measures at InWEnt aim at promoting change competencies on three levels: They strengthen the individual s executive competencies, increase the performance of companies, organisations and administrations, and at the political level improve decision-making skills and the capacity to act. The methodological tools comprise modules and can be adapted to meet changing requirements in order to provide solutions. Apart from face-to-face situations in measures offering training, exchange of experience and dialog, emphasis is on e-learning-assisted networking. 5 Introduction Interrelation between Trade and Transport Since 1994, the SADC tries to intensify its regional cooperation on a common policy on trade to create a free trade zone for the SADC Region. To reach this aim it will be necessary to increase the efficiency of transport and logistic systems as trade will only grow by reliable and cost-efficient economic alliances and structures of communication. Dr. Tomaz Augusto Salomao, Executive Secretary of SADC, pronounced in the SADC Council of Ministers in February 2006: It cannot be overemphasised that infrastructure and services are some of the enablers of regional integration in the SADC Countries. The SADC Secretariat considers the corridors of importance for the achievement of Millennium Development Goals. The sector infrastructure and services, often neglected during the last decade in the area of development cooperation, is more than building roads or constructing networks of electricity. Improved transport infrastructure and especially logistics creates a basis for sustainable economic development. Therefore, well developed logistic systems and concepts play a key-role for the business development of the whole region. Additionally, all these factors will contribute considerably to reach the Millennium Development Goals of the United Nations, such as poverty reduction and achieving universal primary education. Transport Costs - a Trade Barrier for Africa International trade and future business development in the SADC depend on a solution for the transport crisis in the region. It is a fact that transport costs in Africa are currently up to four times higher than tariffs imposed by countries like the USA or the European Union. Complicated and costly border crossings cause unnecessary transport costs and are major obstacles and trade barriers which have to be eliminated by the SADC. 5

6 Introduction Efficient transport and communications infrastructure and services are a prerequisite for Africa s development and integration. Interregional and overseas transport and communications facilitate the expansion of trade, because trade is only possible if people and goods can reach the production and consumption areas physically (using transport mode) or virtually (using information and communications technology). In the 21st Century which will be characterized by globalisation and competition, sound transport and communications infrastructure networks and services will facilitate considerably the continent s full participation into the current profound mutation at world-wide level. The key-role of modern logistics for a regional development has also been realised by the ministries of transport. Approaches on further InWEnt training programmes were identified in joint discussions with the partners in the region transport ministries in the SADC countries and the SADC Secretariat which focus on the issue of economic development by modern logistic concepts. 6

7 InWEnt Long-Term Training Programme Objectives A main objective of this InWEnt programme is to contribute to the implementation of the SADC Protocol on Trade. The approach of the SADC countries on enforcing their policy on trade will be supported by the implementation of sustainable and competitive logistic concepts which strengthen the economic and commercial structure of the SADC region. This advanced training programme is dedicated to managerial personnel from logistic companies and business enterprises as well as to members of relevant institutions and administrations of the transport and logistics sector. The participants of our training course will learn about the significance, the elaboration and implementation of innovative logistic concepts. They will learn from their SADC colleagues as well as from German experiences during the training programme in Germany. Transport a key issue for South-South exchange The development of networks is a fundamental condition to reach SADC objectives. The need for increased SADC regional co-operation justifies building a network of successful, reliable and sustainable transport systems: i.e. networking of the various carriers. InWEnt supports these initiatives of so called South-South exchange. Networking of carriers should be considered as one of the best ways to integrate transport chains in order to improve the logistic transport planning in all countries involved based on environmentally-friendly freight flows and on avoidance of unnecessary traffic. 7

8 InWEnt Long-Term Training Programme Structure The present advanced training programme is a continuation of the former InWEnt training programme Logistic Concepts in Commercial Transport in the SADC Region (carried out ). With their combination of theoretical and practice-oriented elements, completed by excursions and the module of the International Management Training (IMT), our long-term training programmes with a duration of six months have established a unique capacity building course. This course is characterized by the integration of the principles of ecological and social sustainability, a strong support of South-South- Exchange and the guideline think global, act regional. The participants will learn about the importance of sustainable logistic concepts for business development and for promoting regional and international trade. 9 InWEnt Long-Term Training Programme Methodology Participants will be enabled to use modern technology effectively and thereby contribute to the implementation of efficient logistic processes and to sustainable networking in the SADC Region. Professional, methodological and practical training will enrich and enlarge their ability to solve problems and further qualify them to maintain management and multiplier tasks. The training course includes presentations, discussions, excursions and IT processing. The whole programme will be conducted in accordance with a strategy that requires from each participants a high level of engagement and motivation to participate actively. 9

10 InWEnt Long-Term Training Programme International Management Training (IMT) Practice-based economic know-how, communication skills, social competence, team ability, networked thinking and creativity are basic requirements for executives nowadays. Therefore, the International Management Training (IMT) is the final stage in the training programme Sustainable Logistic Concepts for Business Development in the SADC Region. By employing modules like change management and innovation management, the IMT enables the participants to work as change agents and multipliers in their home countries. Certificates Official certificate from the German Federal Ministry for Economic Cooperation and Development plus supplementary sheet on detailed contents from InWEnt and the partner institution conducting the advanced training. Additionnally, within the framework of this programme, will be offered to each participant the opportunity to obtain a formal certificate according to the standards of the European Logistics Association (ELA). The ELA certificate is available to those who are able to meet the professionals standards set by the ELA. For this programme there are 2 levels of competence: EJLog European Junior Logistican on the Supervisory/Operational Management level ESLog European Senior Logistican on the Senior Management level. 12 Application: Preconditions and Procedure Application Preconditions Workplace in the Transport and Logistics Sector (Freight Forwarder Companies, Transport and Logistic Companies, Trade Associations, Ministries of Transport, Chambers of Commerce) At least two years of professional experience (female applicants are especially encouraged to apply and are given higher priority at same level of qualification) Age limit: between 23 and 36 years (men) and 23 and 39 years (women) A supporting letter from your employer who has nominated you to attend this long term course Procedure First Step: Informal Application To send your CV with a letter of interest to InWEnt until 15 October 2006 (to apply for the training course 2007) and until 15 October 2007 (to apply for the training course 2008). The complete CV has to focus on: Professional and educational background Working experiences in the freight transport sector Description of present job and main activities A supporting letter from your employer has to be attached to this informal application letter 12

13 Application: Important Remarks Second Step: Official Application After pre-selection of possible candidates through InWEnt, you will be asked to fill in the Official Application Forms which are only available at the German Embassies in the SADC-countries. Your certificates giving evidence on your educational and professional background will be required. The pre-selected candidates with supporting letter from the employing institutions and who have filled in the Official Application Forms will then be interviewed by representatives from InWEnt in November 2006 / Third Step: Selection of Participants After these interviews, participants will be selected for the long-term training programme, however, they still have to pass the medical examination. The medical examination report is an obligatory part of the official application. The completely filled in Official Application Forms and the complete results of the health examinations (e.g. X-ray of lung, laboratory tests like liver function values, HIV 1+2 screening test) have to be submitted as soon as possible to the German Embassy in your country. Please enclose all laboratory results as original findings in English. The whole application procedure (including the medical examinations) should be concluded In February 2007 / 2008 at the latest. Important Remarks Please make sure that your official application and the medical examination report are complete: If one detail is missing, your whole application might be rejected without possibility to repeat. Please note that the costs for the health examinations will not be refunded by InWEnt. 13

14 Application: Important Remarks International transport costs: Please note that InWEnt expects the sending institutions/companies to take over the complete or at least a part of the costs for international air travel of the selected participants as a partnership contribution. Due to a bilateral government agreement, participants from South Africa and Namibia or their sending institutions/ companies have to take over the costs for the air tickets and the organisation of the international travel arrangements to/from Germany by themselves. Preparatory German language course: Although the advanced professional training course in Germany is conducted in English language, a basic knowledge of German is recommended for the stay in Germany. Therefore, after receiving the official invitation, the selected participants should attend a German language course in their country before coming to Germany. InWEnt may consider to take over the costs for this German language course after being consulted in advance. 14

15 InWEnt Alumni Associations Alumni Associations Networks for Information and Exchange of Experiences: After having been officially invited, the participants should inform themselves about Germany. In many countries, there are associations and networks of former InWEnt scholarship holders (Alumni) who are prepared to offer information on living and learning conditions in Germany. A network of more than 80 Alumni Associations in around 60 countries locally supports InWEnt`s activities. By sharing knowledge, experiences and innovations, InWEnt organizes learning communities that span the globe. Therefore, Alumni networking is a vital part of InWEnt`s work. There are existing: Regional Networks like An@afric with country coordinators: In the Regional Networks you can exchange and interlink with alumni from neighbouring countries and regions. Alumni of a region support each other in a number of fora, exchanging experiences and knowledge. In August 2005, the Alumni Network Africa was launched. It helps in international information exchange and mutual support all over Africa. National Networks (country associations) of Alumni like MAGECUSO in Malawi, SAGAA in South Africa, GTS in Tanzania or AZAG in Zambia.
