2 Legal Basis for HR Assessment EU Regulations: COMMISSION IMPLEMENTING REGULATION (EU) No 1034/2011 (Article 12) COMMISSION REGULATION (EU) 2015/340 (Annex II, ATCO.AR.A.005(a))

3 FABCE NSA Structure In May 2011 FABCE NSA Co-operation Agreement was signed Establishment of the FABCE HRWG represented by the members of seven FABCE states NSA CC establishes Pool of Experts (a list of technical experts for national oversight and safety review tasks within the FABCE states) FABCE NSA Applications (N-HRA): - NSA HR ASSESSMENT - POOL OF EXPERTS MANAGEMENT

4 NSA HR Assessment st FABCE HR Assessment - Excel and Word document report - Support of EUROCONTROL 60% - managing the process, analysing the data, drafting the report - Need for developing common understanding among members - It took around 8 months

5 NSA HR Assessment 2014 NSA HR Assessment Application used for the first time - Data from 2012 inputted and copied over and updated for Easily compare it between 2012 and Captured departures and turnover figure calculated - Beginning of an idea of FABCE Co-ordinator and less involvement of EUROCONTROL (40%) - It took around 6 months

7 NSA HR Assessment 2016 Independent use of NSA HR Assessment Application - In 2015 procedure defined much more automated - two FABCE Co-ordinators, responsible for coordination of the process for assigned country - Role of FABCE Co-ordinators: Managing the process, reviewing the data and finalising the draft report Use of Application : Giving access to users from the FAB, use the freeze/unfreeze facility, and monitor who is using the application within FABCE (history function) - Minimum support of EUROCONTROL - It should take around 4 months Main objective: independent and reduced workload of all parties involved

10 HR Assessment - Lessons Learned Data collection the most time consuming part Difficult to determine all relevant (national) tasks at FABCE level Different organisational structures within FABCE NSAs Different approaches to oversight Having procedure in place with clear roles is important Allow time for common understanding at the beginning Data input has to be checked by FABCE Co-ordinators to avoid typing errors and other mistakes

11 NSA HR Assessment Application - Benefits Standardised methodology Centralisation of data Easy update and maintenance of data Easy to compare the data between FABCE states/nsas Quick reports (also comparison with previous assessment years) Reports on State and FAB level Maintenance of N-HRA and data protection assured by EUROCONTROL (Licence Agreement with defined conditions until 2018)

12 HR ASSESSMENT - FABCE Future Considerations The application meets FABCE needs as our requirements and improvements have been put in place in To be able to work independently for 2016 assessment (facilitated by the application i.e. Automated and less time spent on the task and user friendly) Vision is to maintain the application and that it can continue to be given free of charge also from 2019 onwards To have similar methodology for other CAA departments ( Slovenia view)

13 FABCE Pool of Experts In 2013 the FABCE NSA CC adopted the FABCE Pool of Experts Procedure The main objective: to help fill a shortage/lack of experts from specific domain for national oversight requirements and verification (on a short term basis) Opportunity to share information and best practices on line, but within FABCE only (matter of agreement) Enabling inspectors to become familiar with issues at FABCE level in the field of specialisation of their own (sharing good practices and possible problems)

14 Using the Pool of Experts Management Application Initially used in 2013 when the Pool of Experts was 1 st established In 2015 the application was further improved: - To synchronise it with the NSA HR Assessment Application - To enable FABCE Co-ordinator role To monitor the pool and ensure it is kept up to date To give access to nominees and managers

15 Pool of Experts Management Application example 1. Access to the Application 1. NSA Managers decide on name of nnominees and get nominees and their reporting managers to register on One Sky Online 2. NSA Managers inform FAB Co-ordinator(s) of nominees names, address, onesky online user id and reporting manager, OneSky Online user id, address 2. Adding Nominees Data 3. FAB Co-ordinator(s) give access to nominees and reporting manager users to the Pool of Management Application and informs Nominee and their reporting managers 1. Nominee uploads data in the PoE Mgt Application and when he/she selects the validate button in the nomination form an is automatically sent to his/her Reporting Manager and the FAB Coordinator(s) 2. The Reporting Manager accesses the PoE Mgt Application and approves the application an is automatically sent to the Nominee and FAB Co-ordinator Alignment with NSA HR Assessment Application If Nominee details are already in the NSA HR Assessment Application then this data can be uploaded automatically when giving a nominee access to the PoE Mgt Application Updates to this data in the NSA HR Assessment can also be updated also in the PoE Mgt Application automatically 3. At the same time the Nominees details are added to the PoE Mgt Application

16 Pool of Experts Management Application - Benefits Facilitates the sharing of information on expertise available in FAB CE (which is kept up to date) Information readily available, if you require a resource a list of available experts plus their profiles On line nominations and approvals of nominees Administratively efficient and effective Provides a good overview of the expertise in different domains within FAB CE NSAs

Aiming to have a common inspection team, common audit/oversight plans and identifying ways to overcome the problem of compensation
