4 What is OASIS? OASIS is a collection of 14 multiple-award IDIQ contract vehicles that can be used by any agency to purchase knowledge-based services, including R&D services. It is already the second largest MA-IDIQ in the $60 billion knowledge-based services market after SeaPort-E and will likely become the largest in the next two years. OASIS creators at GSA pioneered several innovations, including the scorecard technical evaluation scheme, the highest technically rated with fair and reasonable prices selection method, new on-ramp and off-ramp procedures, subpool creation options and volume-based contract access fee reductions. It is a model for what GSA and OMB are calling best-in-class contracts. OASIS is successful, influential and controversial 4

16 OASIS On-Ramp Options OPEN SEASON ON-RAMP Allows companies that aren t already in a pool to bid to gain entry. The government will announce the number of new awardees. VERTICAL ON-RAMP When small business primes size out at the end of the base period, they can move up to the Unrestricted pools. FOCUSED ON-RAMP (SUBPOOL CREATION) Creates a new pool by carving out a specific NAICS code and solicits bidders for that NAICS. LATERAL ON-RAMP When small business primes re-certify at the end of the base period and qualify as small for other pools, they can move in to the SB pools in which they fit the size standard. 16
17 OASIS: Teaming at the Task Order Level Section 867 of the 2016 NDAA Introduces Teaming CONTRACT TEAMING. (A) IN GENERAL. In the case of a solicitation of offers for a bundled or consolidated contract that is issued by the head of an agency, a small business concern that provides for use of a particular team of subcontractors or a joint venture of small business concerns may submit an offer for the performance of the contract. (B) EVALUATION OF OFFERS. The head of the agency shall evaluate an offer described in subparagraph (A) in the same manner as other offers, with due consideration to the capabilities of all of the proposed subcontractors or members of the joint venture 2016 National Defense Authorization Act 17
18 The Outlook for OASIS OASIS has more than $10 billion in orders to date and could double in size in the next year. More and more agencies will opt to use OASIS rather than recompete other knowledge-based services IDIQs. GSA will face pressure to expand the pools so that there are more competitors. GSA will continue to innovate through the enforcement of off-ramps, the creation of sub-pools and the use of vertical on-ramps. OASIS will be a model for other IDIQs across government. 18
19 Lessons Learned for IDIQ Managers You can de-emphasize price at the IDIQ level through the use of Highest Technically Rated with Fair and Reasonable Prices. NOAA is using this method on its ProTech vehicles. BREAKING NEWS: SECTION 825 OF THE 2017 NDAA You can use an objective, self-scoring method to eliminate successful protests. Air Force is considering it for SBEAS. You can create easy-to-implement on-ramping procedures. If you limit pool size, you may drive away some business and/or create pressure for on-ramps. You ll need to determine if Sec. 867 of the 2016 NDAA forces you to permit small business teaming at the IDIQ level. 19
