3 EXPRESS Current Issues Implementing the latest SBA rules requires EXPRESS to assign the primary NAICS at the Task Order level. This is a major change to the way EXPRESS does business and significantly affects the business size of the majority of EXPRESS contractors. The small business pool will be inadequate to set aside actions for small businesses in all domains. EXPRESS will mitigate the impact by using small business reserves where possible.

4 Path Forward EXPRESS New TORFQ s must now identify the GSA Special Item Numbers required for the effort and the NAICS that represents the preponderance of the work (NAICS must align with the SINs identified) Requirements will be assessed to determine if they can be met using Small Business (SB) Reserves. Under SB Reserves, EXPRESS will require that small business be assigned at least 50% of the work (all small businesses on the team must meet the NAICS size)
