2 (U) How will the new White House administration affect s footprint and funding? (U) There is no change to s mission, organization, or our global posturing. 2
3 (U) How do the GISAs fall in with? funded by? own entity? (U) The Ground Intelligence Support Activities (GISAs) were officially moved under the G6 in October All funding and requirements are handled under G6/GISA in a centralized function. 3
4 (U) Please describe the impact of not having contract authority and when will get it back? Why ACC-WRN and not another contracting center such as APG? (U) The transfer of contracting authority from to Army Contracting Command- Warren (ACC-WRN) provides additional resources and process improvements to. Due to being a larger contracting organization tied to the overall Army Contracting Command, ACC-WRN is able to provide additional resources and processes to satisfy critical mission requirements. Some of the benefits have been ACC-WRN staff augmentation via the reachback cell, technical and functional training, streamlining of evaluation criteria, and hiring assistance. ACC-WRN has an excellent contracting reputation and has a track record of managing the contracting responsibilities at other geographic locations. 4
5 (U) Now that no longer has its own contracting office, How will that affect unique requirements? example: DCG-S Lite and Cloud Innovative (U) Army Contracting Command-Warren (ACC-WRN) (AWI) is designed to satisfy all requirements. AWI is very customer focused and has partnered with the requirements offices to ensure we have the right acquisition strategy to satisfy all requirements. There will be no degradation of support with the move to ACC-WRN. 5
6 (U) What was the outcome of Industry Day 2016 white papers submitted to? (U) Will the process this year be different? (U) Industry Day 2016 white papers went to the respective Staff/MSCs for review and comment. Very little, if any feedback was provided to those who submitted white papers - a totally unacceptable response. (U) The process has been totally revamped to ensure contractors who submit white papers get feedback on their thoughts/ideas. A Request for Information (RFI) was posted to fbo.gov on 27 March 2017 with a white paper submission deadline of 28 May All submissions will be acknowledged as received by, and then staffed to requiring activities with corresponding capability gaps. intends to provide feedback to White Paper submitters not later than 60 days after receipt. 7 (U) Did ACC-WRN purchase any Innovative Leap ahead services or technologies that originated from white papers in 2016? (U) No, AWI has not purchased any Innovative Services or technologies that originated from white papers in
8 (U) Why is ACC-WRN re-competing so many FY15&FY16 contracts early? (U) Did the LPTA method complicate buyer & seller expectations? (U) AWI is re-competing some FY15 & 16 requirements due to changes in the initial requirement, in order to fully support s mission needs. There has been discussion concerning the use of the Lowest Price Technically Acceptable (LPTA) source selection process being a factor. Requiring Activities are making a concentrated effort to prepare requirement packages sooner, including information in the package that will support using the Tradeoff source selection process versus LPTA. 8
9 (U) Is it possible that the LPTA environment is eroding the skill level of the professional Military Intelligence Contractor Workforce and could this impact security in the future? example: Recent Insider Threat (U) The use of LPTA)source selection criteria can be effective when the contract requirements are very clear and subject to little change across the period of performance. However, Intelligence support services are linked to an ever-changing world with evolving intelligence needs. and ACC Warren plan to stringently review and evaluate the appropriate acquisition strategy for each requirement and only select LPTA when it is the most appropriate strategy in accordance with the latest National Defense Authorization Act (NDAA 2017) guidance. (U) is keenly aware of the risk of insider threat throughout the workforce and has numerous processes to monitor for it. There have been no indications of increased risk due to the use of LPTA criteria. 9
10 (U) There is a clear need for Innovation at, the best way is to procure more from other than GISS. (U) Has contacted GSA to look for new providers? (U) What is the time line for the GISS re-compete? (U) Although, the agency is constantly in pursuit of innovative ideas and approaches, s Global Intelligence Support Services (GISS) Indefinite Delivery Indefinite Quantity (IDIQ) is indeed an innovative contract specifically designed to support intelligence operations needs. The agency will continue to maximize its intent and use of this contract. However, Strategic Sourcing considerations (known available contract vehicles able to support the requirement) are given to every requirement, and an individual determination is made in every instance. (U) At this time has not contacted GSA for new providers. (U) A timeline for the GISS re-compete is not available at this time. More information will be provided in the next few months regarding any potential GISS re-compete. 10
11 (U) How many of the GISS awards have actually started work by the winner after all protests, etc. have been resolved? (U) All GISS Awards have had work started and performed by the successful offeror with the exception of one requirement, G3 Training. For the G3 training requirement, an amended Request for Task Order Proposal (RTOP) went back to Industry. This requirement is currently in Source Selection. 11
12 (U) What is the status of extending the current GISS contract for another 5 years? (U) The Government is actively looking at the next steps for the future of the GISS IDIQ. AWI does not plan to extend the existing contract but anticipates releasing its plan to modify some terms and conditions of the existing contract shortly (30-60 days). 12
13 (U) Does ACC-WRN have plans to either restore/lengthen those Period of Performances (PoPs) or to award future task orders w/ PoPs of a full 12 month + 4x12 month options (total 60 months)? (U) No, we do not envision extending already awarded actions, but do envision adjusting our ability to award future task orders for more traditional base + four. Adjusting the F.1. Period of Performance is part of our overall GISS extension strategy. 13
14 (U) What is the cause of the truncated, shortened Period of Performances (PoPs) on GISS? (U) Section F.1. Period of Performance Task Order Option Periods.. May extend no more than 364 days beyond the expiration date of the IDIQ. AWI does plan to adjust this provision in the near future to all task orders for full (Base + 4 years) periods of performance. 14
15 (U) Do SUBs need to be officially on-ramped to a team or Can they be BID as-needed on each RTOP? example: not officially onramped (U) ACC-WRN is considering modifying the IDIQ to allow GISS Prime contractors to incorporate subcontractors outside the official on-ramping period as-needed when bidding on new task order requirements. 15
16 (U) Will there be an on-ramp for GI? (U) Currently, there are no on-ramp plans for s GISS IDIQ (sometimes referred to as ( GI ). (U) In accordance with the GISS IDIQ Performance Work Statement (PWS), H On Ramp Provisions, the Government evaluated the current pool of contractors and determines a strong, active pool of competitive contractors remain. Consequently, at the present time the Government does not intend to initiate an on-ramp process to include new contractors in the pool(s). 16
17 (U) Can the GISS IDIQ be used by external organizations yet? (U) Perhaps in the near future. (U) Currently, we re beta testing an external award with the 409 th Contracting Support Brigade in Belgium in support of a 650 th MI Brigade requirement. Decentralized authority (External ordering) requires dedicated communication between, the AWI Procuring Contracting Officer and Program Manager, the external contracting activity, and the customer in order to be successful. 17
18 (U) Why was the G8 contract awarded on the OASIS vehicle and not the Global Intel? (U) One of the considerations contracting and program officials address during planning is Strategic Sourcing (i.e., available current contract vehicles)- other considerations include timing, complexity, and available resources and urgency of the requirement. In this case, the OASIS contract was determined to be the best business decision for the G-8 requirement, all factors considered. 18
19 (U) What are the common solutions ACC-WRN is looking for? (U) ACC-WRN leverages its existing DLITE & GISS orders for Strategic Sourcing needs. AWI also continues to explore all avenues to ensure we are effectively & efficiently satisfying requirements. 19
20 (U) What is ACC-WRN s estimated date for announcing DLITE II (Small Business) track? (U) DLITE II Train & Sustain Pool (Restricted to Small Business) was awarded on 23 March
21 (U) How will ACC-WRN monitor compliance and companies meeting Small Business goals? (U) Compliance is monitored through the Summary Subcontracting Report (SSR), Individual Subcontracting Report (ISR) and Contract Data Requirements List (CDRLS). 21
22 (U) VIMES [(Visual Information Multimedia and Engineering Services (VIMES)] was originally an 8(a) contract with over 60 CMEs at world-wide locations, now it is only 26 CMEs at three locations and is full and open. (U) If this is correct, how did it get out of the 8(a) program? (U)The data shown at Industry Day was for the current requirement which is being extended for six months. The recompete which will consist of over 60 CMEs worldwide has been outsourced to GSA. It will remain in the 8(a) program. 22
23 (U) Can you clarify the rationale for the VIMES efforts being moved from 8(a) on FBO to an RFI on ALLIANT SB? (U) VIMES has not been removed from the 8(a) program. The requirement has been outsourced to GSA and they are conducting additional Market Research using Alliant. 23
24 (U) The Small Business Office should have taken note that several of the non-giss opportunities were for less than 15 CMEs, but were listed as FULL+OPEN.Please elaborate. (U) The AWI Small Business Office has taken note and continues to work with G6 on the many non-giss opportunities. The FULL+ OPEN was listed in error by the G6 as the market research is still incomplete. Please note, the number of CME s is only one factor used to determine if the requirement should be set aside. Outsourcing to other agencies is another. If outsourced, the AWI Small Business Office has no input in how the requirement is procured. 24
25 (U) Award protests have become a constant, especially by longstanding incumbents. Is ACC-WRN working on a strategy to prevent or limit this disruptive trend? (U) No, AWI is not working on a strategy to prevent or limit protests. AWI believes that protests serve a useful function in the procurement process. If any abuse of the process takes place, that issue is not limited to. Thus, if a response is necessary, such a response should be promulgated by a higher authority. and AWI are aware that Section 835 of the FY17 NDAA amends 10 USC 2304(c)(1)(B) to authorize protests of relevant orders only if the value of the order exceeds $25M. This increase from $10M may impact the number of protests filed. 25
26 (U) What is Army Intel s approach/strategy for OSINT? (U) Where can industry help? examples: tools, innovation, manpower, analytic expertise. (U) Will industry see OSINT task orders (RFPs)? (U) Army Intel recognizes that open-source intelligence (OSINT) is a very cost effective intelligence discipline for collection and analysis compared to other disciplines. Army Intel intends to use an enterprise approach to OSINT where best practices and cost effective technologies are shared solutions with other Services and Intelligence agencies. The strategy for OSINT involves incorporating appropriate training at institutional and unit levels; contributing to all source analysis and production in support of the priorities of commanders; and remaining alert to new technological capabilities in the private sector. (U) Industry can help in the usual ways ( tools, innovation, manpower, and analytic expertise.) Of note, we highlighted the need for automated assistance and solutions for auditing authorized activity in publicly available information. Auditing activity is a requirement for OSINT. (U) Requiring Activities will work through the Command Services Office and Army Contracting Command on any OSINT task orders. 26
27 (U) What effort/direction is going in supporting the training of the Tactical SIGINT Collection Systems QRC & MTOE for the Tactical Force? (Active/Reserves) (U) will provide tactical signals intelligence (SIGINT) quick reaction capability (QRC) training as Combatant Command/ Army Service Component Command (ASCC) requirements are identified. will provide limited tactical SIGINT MTOE training. 27
28 (U) How is ACC-WRN partnering with FORSCOM to address Tactical Training challenges? (SIGINT, ALL SOURCE, GEOINT, DCGS-A) (U) partners with U.S. Army Forces Command (FORSCOM) to address military intelligence training challenges through the FOUNDRY Program.
