2 Introduction: Bihar State Electronics Development Corporation Limited (B.S.E.D.C. Ltd) is a Government of Bihar undertaking that has been engaged by the Revenue and Land Reforms Department. Department is implementing the NLRMP project in the state and set up a Bihar Project Management Unit (BPMU) for successful implementation of NLRMP project. BPMU is a registered society. It is an apex society for effective implementation of NLRMP. The office of BPMU consists of ex-officio members, technical and other staffs. BSEDC Ltd. has been mandated to select Consultant (GIS & LIS) for BPMU society. At least 10 years experience in the fields of maintenance of land records, survey-resurvey, experts in Remote Sensing, Aerial Photography. 2. Specific experience of advanced level usage of at least one of the following desktop GIS application ESRI ArcGIS, MapInfo (others will also be considered). 1. Shall have ability to generate and comprehend MIS reports, extracting relevant data and verifying the same through various direct and indirect methods. 2. Supervisory Techniques and Hands on experience of effective people management. 3. Knowledge of Policies, Procedures and Regulations of Surveys conducted by Government Agencies 4. Working knowledge of Microsoft Office in general and MS Excel The responsibilities include though not limited to: 1. Responsible for directing the survey team & assisting the reporting officer of Department of Revenue & Land Reforms in day to day management & co- ordination. 2. Responsible for establishing project management systems, ability to manage outsourced contracts, monitoring the tasks undertaken by survey team in terms of accuracy, target achievement and timeliness. 3. Responsible for preparation of Fortnightly MIS Reports and Submission to the Reporting Officer. 4. Undertake field visits, verify facts on ground as per requirements and provide reports to the Reporting Officer. Page 2 of 5

Atleast 10 years experience in Land Information System. 2. Person must have implemented at least One Land Record Computerization project for Revenue & Land Reform department. 3. Good level of awareness and technical understanding of all common process of Land Information System and data formats 1. Shall have ability to generate and comprehend MIS reports, extracting relevant data and verifying the same through various direct and indirect methods. 2. Supervisory Techniques and Hands on experience of effective people management. 3. Knowledge of Policies, Procedures and Regulations of Land Record Data (Khatiyan, Register-II and other related registers) The responsibilities include though not limited to: 1. Responsible for directing the Data entry team & assisting the reporting officer of Department of Revenue & Land Reforms in day to day management & co- ordination. 2. Responsible for establishing project management systems, ability to manage outsourced contracts, monitoring the tasks undertaken by Data Entry Team and Software Development team in terms of accuracy, target achievement and timeliness. 3. Responsible for preparation of Fortnightly MIS Reports and Submission to the Reporting Officer. 4. Undertake field visits, verify facts on ground as per requirements and provide reports to the Reporting Officer. Page 3 of 5

4 REMUNERATION The selected candidates will be engaged initially on contractual basis for one (1) year and will be paid Rs. 50,000/- per month consolidated and no other allowances will be paid by BSEDC. On the basis of performance and availability of work, contract of candidates may be renewed further. General Terms & Condition 1. Based on the Application received shortlisted candidates will be called for interview. 2. No TA/DA will be paid for attending the interview. 3. At the time of interview Candidates credentials will be verified by the selection committee. 4. BSEDC does not assume any responsibility for the candidates not being able to submit their applications within the last date on account of the aforesaid reasons or for any other reason. 5. BSEDC would be free to reject any application, at any stage of the process, if the candidate is found ineligible as per the stipulated eligibility criteria. Decision of the BSEDC in all matters regarding eligibility of the candidate, the stages at which such scrutiny of eligibility is to be undertaken, qualifications and other eligibility norms, the documents to be produced at the time of interview. Decision of BSEDC will be final and binding on the candidate. No correspondence or personal enquiries shall be entertained by the BSEDC in this behalf. 6. In case it is detected at any stage that a candidate does not fulfil the eligibility norms and/or that he/she has furnished any incorrect/false information/certificate/documents or has suppressed any material fact(s), his/her candidature will stand cancelled. If any of these shortcomings is/are detected even after appointment in a BSEDC, his/her services are liable to be terminated. Mode of Selection Final selection of the candidates will be done on the basis of no. of successful project handled, and the interview conducted by selection committee. Page 4 of 5
