1 QUALITY AUDIT SUMMARY on Wainuiomata Christian Fellowship Training Centre Audit Date: 15 and 16 March 2006 Web Report Date: 13 June 2006 Provider ID: 9351
2 1 Objectives The audit aimed to obtain reasonable assurance that Wainuiomata Christian Fellowship Training Centre is a sound and stable provider, has effective quality management systems in place, and is substantially achieving its goals and objectives as required by Quality Assurance Standard for PTEs, GTEs and Wnanga (QA Standard One). The results of this audit will contribute to the decisions made by Approvals, Accreditation and Audit to confirm ongoing registration and accreditation, and the length of time until the next audit. An audit is a snapshot of the organisation s performance at a particular time. As such, it is not a guarantee of ongoing compliance and effectiveness. An audit is based on sampling, and instances of non-compliance may remain undetected. 2 Scope The audit covered all elements of QA Standard One except 1.2.8, Research. Research was excluded because Wainuiomata Christian Fellowship Training Centre does not offer degree courses. 3 Responsibilities Wainuiomata Christian Fellowship Training Centre is responsible for meeting all requirements of QA Standard One by ensuring the quality of its management systems and the achievement of its goals and objectives. Under the Education Act 1989, the New Zealand Qualifications Authority (Qualifications Authority) is responsible for registering private training establishments and granting accreditation to organisations offering approved courses. 4 Background This was a scheduled audit at the establishment s Wainuiomata premises. Wainuiomata Christian Fellowship Training Centre was previously audited in 2003 and met all of the requirements of QA Standard One. Wainuiomata Christian Fellowship Training Centre delivers two programmes, primarily for Mori learners: Foundation Engineering Skills and Arts, Craft and Design. Tauira can achieve a range of national certificates on the National Qualifications Framework (NQF) (see below, Development, delivery and review of programmes). 5 Summary At this audit (2006), Wainuiomata Christian Fellowship Training Centre met all requirements of QA Standard One. The establishment applies a coherent quality management system and takes a planned approach to achieving its goals and objectives. Tight monitoring and tracking systems, and Page 2 of 6
3 weekly checks of planning and delivery plans, ensure that the quality systems are consistently applied. Goals and objectives Wainuiomata Christian Fellowship Training Centre has a long-term commitment to provide quality education and training for Mori in Wainuiomata. The establishment has five key goals: 1. to provide quality training to a specific target group 2. to provide a good learning environment for the specific target group 3. to be continually looking for improvements in all areas of training 4. to be able to meet specific learning outcomes as agreed for each course 5. to identify strategic needs. These goals include documented performance indicators, defining how Wainuiomata Christian Fellowship Training Centre measures achievement. Governance and management A board of trustees whose main role is to set strategic policy and monitor management performance governs Wainuiomata Christian Fellowship Training Centre and delegates authority to the tumuaki. Roles and responsibilities are clearly defined and lines of reporting and accountability are documented in the quality management system. The establishment maintains a robust quality management system. All personnel review the establishment s quality manual annually. Programmes are funded by the Tertiary Education Commission (TEC), and so the establishment is exempt from the need to provide arrangements for student fee protection. Personnel Personnel hold at least diploma-level qualifications in education, with some completing education degrees and one kaiako completing a diploma in early childhood teaching. The kaiwhakahaere has completed training in compliance and managing systems of compliance. All personnel have employment agreements, had been appraised annually since the previous audit and had development plans reflecting appraisal findings. Physical and learning resources The establishment has a fully equipped engineering workshop with equipment and tools reflecting industry requirements. As health and safety is a priority, hazards checks are conducted weekly. Where issues are noted from these weekly checks, tauira are informed and action plans are implemented to keep everyone safe. 4 Additional health and safety checks are conducted of the establishment s training facility, and hazard identification checks define what is looked for. Also, whenever off-site activities are conducted, these are supported with risk assessment and management plans. The Arts, Craft and Design course includes a large number of unit standards from the subfield Nga Mahi a Te Whare Pora on the NQF. Wainuiomata Christian Fellowship Training Centre has an arrangement with the local council to access natural (harakeke) resources for training purposes. In addition, the senior kaiako is involved in a local community project to establishment a p harakeke to plant a collection of 60 varieties of harakeke. All personnel were aware of the purchase request system (for accessing identified course and administrative resources) and stated that sufficient resources were available to effectively conduct programmes and operational activities. Learner information, entry and support Tauira were complimentary about Wainuiomata Christian Fellowship Training Centre and its staff. Tauira found the education and training at the establishment to be relevant and capable of helping them to achieve their career goals. The information supplied to learners at entry to programmes is comprehensive and includes programme-specific details, rules and regulations, assessment processes and what support tauira will be provided while in training. Tauira felt resources were sufficient and raised no issues. All tauira expressed high levels of satisfaction with their programmes and stated that staff members make the learning fun and enjoyable. Development, delivery and review of programmes The programmes are designed to include a number of qualifications pathways for learners. Essentially, tauira will gain the National Certificate in Employment Skills on completion of their programme. Tauira are also given the option to then work towards national certificates in engineering (levels 1 and 2), as well as the National Certificate in Ng Mahi a te Whare Pora (levels 2 and 4), National Certificate in Reo Mori (level 4) and National Certificate in Mori (Te Waharoa) (level 2). Programme curriculum documents are reviewed and then set annually. Highlights included in the review programmeand findings investigated and effectively addressed. The programmes reflect standard-setting body requirements, employer feedback, and kaiako and tauira ideas. Evaluations showed a high level of satisfaction. Assessment and moderation Most assessment materials are commercially produced or supplied by the relevant industry training organisation; a small number are internally designed. All materials are moderated before they are used. Assessment materials are reviewed annually to ensure relevant context and that the most current unit standards versions are in use. Page 4 of 6
5 Post-assessment moderation involves a check of decisions to confirm that assessor judgements are consistent with assessment schedules. In addition, the senior kaiako mentors the Arts, Craft and Design kaiako (tuakana teina) to ensure that the delivery and assessment practices reflect internal quality standards and expectations. The establishment engages with the Tertiary Assessment and Moderation (TAM) unit of the Qualifications Authority and with Competenz. The establishment had moderation matters to address for TAM. Correspondence from TAM indicated that the actions taken by Wainuiomata Christian Fellowship Training Centre meant that the establishment now met moderation requirements. Notification and reporting on learner achievement Tauira records include credit achievements; the completed and marked assessment materials are returned to tauira after copies have been made and archived. Kaiako forward a memorandum (with tauira results) to the administrator, who then checks the results against the establishment s scope of accreditation, completes hard copy results forms (triplicate) and then two checklists, before having these checked off by the kaiwhakahaere. This tight system of recording and then reporting results to the Qualifications Authority ensures that no errors are made. Although a very detailed process, personnel considered that the system was robust. Achievement of goals and objectives Wainuiomata Christian Fellowship Training Centre monitors and tracks the achievement of its goals and objectives through the year (in weekly and monthly reporting), and the kaiwhakahaere and the tumuaki complete a summative report at the end of each year. The report collates the findings and results of evaluations and reports of achievement. The management reviews the quality improvements, and new strategies are defined and actioned for the next year. The establishment considers its stakeholders to be whnau, hap, iwi, tauira (and their whnau), staff, employers, standard-setting bodies, other tertiary providers, and education and training funders. The management effectively engages with its stakeholders as appropriate and includes visits with employers, tauira evaluations, and hui with local providers and whnau, hap and iwi at the marae. Information gathered via these engagement mechanisms is carefully considered and reflected within Wainuiomata Christian Fellowship Training Centre s systems, programmes and services. The tracking and monitoring practices mentioned above, as well as a robust internal audit system, programme review and evaluation systems, are the key methods by which Wainuiomata Christian Fellowship Training Centre determines its effectiveness. Closing statement Wainuiomata Christian Fellowship Training Centre is a small whnau-operated private training establishment. The governance, management and personnel take pride in the work they do and ensure that standards are met and quality improvements implemented to strengthen the establishment s quality systems. 6 The establishment s tight monitoring of the systems and achievements ensures a planned approach to achieving its educational and business goals and allows it to identify areas on which to focus to ensure that efforts are effective.
