The last date to meet the requirements is 31 December Purpose This certificate recognises the skills, knowledge, and attitudes required by people who have responsibility for the day to day running and management of resources on civil construction projects under the technical control of a project manager. It shares some unit standards with the National Certificate Civil Construction Works (Foreperson) with optional strands in Kerb and Channel, Concreting, High Capacity Highways, and Roading [Ref: 0208]. People credited with this qualification have an understanding of conditions of contract and of the principles of safety on civil construction sites. They are able to develop and control traffic management plans, prepare a schedule of quantities, organise the supply and use of resources to and on site, adapt the work programme for site conditions, provide basic first aid, and apply quality, field-sampling, and testing requirements. They are able to report on civil construction activities, liaise with clients, local authorities and the public, co-ordinate subcontractors, and supervise civil construction site activities including surveying and general earthworks. The optional strands recognise special skills in supervising demolition, drainage works, earthworks, high capacity highways, road construction, road maintenance, survey and set out, traffic, and training. Replacement Information This qualification and the National Certificate in Civil Construction Works (Foreperson) with optional strands in Kerb and Channel, Concreting, High Capacity Highways, and Roading [Ref: 0208] have been replaced by the National Certificate in Civil Construction Supervision (Level 4) [Ref: 1324].

Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. If transferring, candidates will need to gain credit for the additional standards required. Previous versions of the Qualification Version 4 of this qualification was reviewed and issued as version 4 in August 2000 following the review of Civil Plant Operation and Management, and Civil Works and Services unit standards. Changes to structure and content: titles, levels, and credits of reviewed unit standards updated; new strands added for High Capacity Highways, Road Construction, Roading Maintenance, Traffic, and Training; Stabilisation and Highways strands removed; unit standard 6478 removed from, and unit standards 7108, 12563, and added to, the compulsory section; unit standards 6446 and 6474 replaced by unit standards and in the compulsory section; unit standards and moved from the compulsory section to new Road Maintenance optional strand; unit standard added to new Road Construction and Road Maintenance strands; unit standard 6448, previously in Stabilisation, replaced by unit standard in new Road Construction strand; unit standard moved from Highways strand to new Road Construction strand; unit standard 5630 moved from Highways strand to new High Capacity Highways strand; unit standard 6447 replaced by unit standard in Demolition strand; in Drainage, unit standard added and unit standard 6445 replaced by unit 17321; unit standards 6444 and 6449 replaced by unit standards and in Earthworks strand; change of title to reflect the subfield and change in strands. People currently working towards an earlier version of this qualification may choose to complete that version or transfer their results to version 4. The last date for people to complete the earlier version is 31 December The Infratrain New Zealand recommends that people transfer to version 4. All InfraTrain New Zealand trainee agreements from 1 January 2001 will be based on agreements leading to the award of version 4.

9 NQF Ref 0209 Version 5 Page 9 of 11 People who choose to transfer will have to complete the compulsory unit standards specified in version 4 of the qualification. However, all of the unit standards which were in version 3, or their replacements as detailed in the table below, are included in this version, with the exception of unit standard For the purposes of this qualification people who have gained credit for any of the expiring unit standards will be exempt from the requirement to gain credit for the replacement unit standard(s). Exemption Table Credit for Exempt from Version 3 of this qualification was issued in February 1999 to add some additional unit standards. The credits for the qualification increased from 126 to 166. Version 2 of this qualification was issued to replace expired unit standards. Version 1 of this qualification replaced the Trade Certification Board s (TCB) Examinations for Civil Engineering Works Supervisors Certificates for: Practice Certificate, Senior Supervisor s Certificate, and Advanced Supervisor s Certificate. The Trade Certificates for Civil Engineering Works Supervisors (former qualifications) were phased out. Transition arrangements for the TCB qualifications expired in December and the industry will continue to recognise all versions of the qualification. It is the intention of that these transition arrangements are fair, and do not disadvantage any existing candidate.
