4 Current Street-to-Fleet Model Every year, the Navy loses ~4,000 work-years due to inefficiencies in the accession training path. Standard planning factors would put the financial impact of these losses at about $400 million per year.* MPT&E processes managed via a largely disaggregated system of independently-operated databases 1 Sailors complete Boot Camp BUPERS LCs Immediately after training, new knowledge and skills begin to decay, and this atrophy becomes permanent when new skills are not used on the job, and when there is limited follow-on training or performance support. RTC 2 Sailors attend A/C-school 3 Sailors report to their first operational units BUPERS & A-School C-School * NPC analysis of AI/AT for all ratings (2016) The current training model is front-loaded, schoolhouse-centric, and stove-piped, resulting in inefficient delivery and learning atrophy, creating risk in Fleet readiness 4
