2 1. INTRODUCTION The Lesotho Highlands Development Authority (LHDA) is a statutory body constituted under the Lesotho Highlands Development Authority Order no 23 of The LHDA is charged with the responsibility for the implementation, operation and maintenance of the Lesotho Highlands Water Project (LHWP) in Lesotho. LHDA invites competent and efficient suppliers for the supply and delivery of LHDA Staff Corporate Uniform. 2. INSTRUCTIONS TO BIDDERS ADMINISTRATIVE REQUIREMENTS 2.1 Invitation to Bid Information Submission of Bids All documents relating to this invitation must be submitted combined as the original and 5 copies of both Technical (to include fabric swatches and proposed designs) and Financial proposals bearing no identification of the bidder and marked TENDER FOR THE SUPPLY AND DELIVERY OF LHDA CORPORATE UNIFORM, and deposited into the LHDA Tender box located on 7 th floor LHDA Tower Building Kingsway Road Maseru, on or before 1400hrs, 17 June 2016 OR Courier to the same address Note : Bidders must attach Valid Traders License /Company Registration Certificate, Tax Clearance and/or SARS certified Document VAT Pricing of the Bid proposal i) The financial bid should clearly show the unit price of each clothing item, net price excluding VAt ii) iii) The validity of the price must be shown on the bid and must be extended up to at least the last delivery date. The supplier shall be liable for a penalty of 1.5% of the total price for each five days after the set delivery date. 1

3 2.2 EVALUATION CRITERIA. All bidders shall be evaluated using the following criteria: Points Fabric specifications mentioned under scope of services 20 Competitive price 75 Reference letters from two clients with details where bidder has 5 been engaged in the supply and delivery of Corporate Uniform. Total COST OF PROPOSAL The Bidder shall bear all costs associated with the preparation and submission of its proposal, and LHDA shall not be responsible or liable for those costs, regardless of the conduct or outcome of the selection process. LHDA is not bound to accept any proposal, and reserves the right to annul the selection process at any time prior to tender award, without thereby incurring any liability to the Bidder. 2.4 PROPOSED TIME FRAMES a. This RFP is issued as an open Tender: 18 May 2016 b. Submission of Proposals: 17 June 2016, 14:00 noon c. Completion of Evaluation: 29 July 2016 d. Notification of Award of Contract: 08 August 2016 e Placement of order 15 August 2016 f. 4 3. SCOPE OF WORKS The Lesotho Highlands Development Authority seeks services of a suitable supplier to design and provide employees with a corporate uniform for daily usage. The designs are to be contemporary and be in LHDA colors. Green Navy Blue: White Sky Blue Mint/Lime The supplier shall be able to do the following: Provide four (4) blouses for female employees, three (3) skirts/ pants or combination thereof for female employees, three (3) jackets for female staff, one (1) full dress for female staff, and two (2) scarves with LHDA logo for female staff, one (1) blazer for male staff, two (2) neck ties with LHDA logo and two (2) shirts for male staff. To cater for 130 female staff and 16 male staff, this translates into approximately: 520- Blouses 390 skirts/ pants 390 Jackets 130 full dresses 260 Scarves 16 Blazers 32 ties 32 Shirts The fabric materials required are to be as follows: Ladies suiting: 100% Polyester or Polyester and Viscose Blouses 3

5 100 % Polyester and Polycotton Men s Suiting 100% Polyester Shirts Polycotton All the above items should be in or suited to the corporate colors of LHDA as mentioned above. Fabric Swatches and designs should be included in the submissions. Materials used should be suitable for both summer and winter. 4
