4 Business Transformation Not just another technology project We deliver good results today; we will need to be even better tomorrow. We need to significantly enhance the processes as well as the systems and technology we use to deliver our programs and serve our customers. Washington State Department of Labor & Industries 4
5 Guiding Principles Organizational Purpose We will use the agency priorities to guide our decision-making Enterprise Approach The scope of the project is enterprise-wide and decision-making, planning, improvements, and measurement of results will reflect this enterprise approach Challenge Constraints We recognize that the organization has inherent constraints (statutory, culture, technology, process, resources, etc.) that may limit the success of the project, and it is the work of this team to identify these constraints and challenge them Inclusive The people doing the work will be included in developing the future processes and designing the technology solutions Business Value Focused We will focus on business vision and business processes, therefore, technology decisions will be made to support the vision and processes Business Transformation initiatives will be evaluated and prioritized based on the business case developed in the Assessment phase Flexible Our approach must allow for change and adaptation over time by dividing the work into discrete, effective, fundable pieces of work and by measuring the results of each piece of work and adapting quickly where necessary Customer-centric We will make process and design decisions aimed at improving the external customers experience as we recognize this will also have a positive impact on the employee experience Change Champions Change is uncomfortable and we will only be successful if we develop change champions along the way. We will be open and transparent in our communications in order to ensure the benefits of change are understood and to develop change champions inside and outside the agency who can focus the agency on the future benefits Committed The Agency leaders are committed to the transformation, as demonstrated by a focus on understanding and actively managing resource needs and expectations. Statutory Boundaries We are working within the current legal statutory framework and are not actively trying to change that framework, however, we will identify and evaluate opportunities if our progress, or chances of meeting our long term goals, are limited by the statutory framework Organizational Capacity We will plan and implement the transformation at a pace that is aggressive, while proactively recognizing and addressing, organizational limitations Washington State Department of Labor & Industries 5

8 Where are we going To achieve our aspirations we must do three things extraordinarily well We must prevent those things that threaten the lives and livelihoods of the people who live and work in Washington from ever happening, and We must assure remediation and recovery when they do striving to make individuals, workplaces, and communities whole again. 11 Next Steps Recommended Projects for Implementation within the next 14 months Project Name 1) Information Strategy 2) Business Architecture Model 3) Project Portfolio Management Description Align cross divisional data structures, definitions, access and governance procedures. Establishes the business architect role at L&I and determines how the role will interact with IS and the business. Review the current project portfolio for alignment with Business Transformation and determine if any of the temporarily stopped projects should proceed. The Next Steps listed above will lay the groundwork for the rest of the Business Transformation. They may not have immediately apparent short term benefits, but in the long run they will provide the necessary foundation for future Business Transformation activities. 12 Foundational to IS Future Technology Initiatives Initiatives which are Foundational to IS (1/2) Project Name Description Benefits 15) Service Management Assessment Identify how IT policies, processes and procedures could be altered to better support Agency needs. The recommendations developed in this assessment will drive the length and focus of the next listed initiative. Identify areas where IS could develop, document and implement new service management procedures. 16) Service Management Implementation 17) Mobile Strategy 18) Cloud Strategy Implement the Service Management policies, processes and procedures identified in the Service Management Assessment project. This project will develop a detailed mobile strategy which will help L&I to more efficiently deliver remote services to the customers and agents of L&I. Develops an agency strategy for utilizing Cloud and beginning cloud implementations in alignment with agency and LOB Strategies. Improved internal IS processes enabling more consistent levels of support for applications being used across multiple divisions. Identification of additional areas where mobile technologies could alter the way L&I interacts with employees and customers. Provides a strategic view of cloud-based appliciations, providing guidelines on where and how L&I should consider leveraging cloud technologies. Washington State Department of Labor & Industries 12
13 Foundational to IS Future Technology Initiatives Initiatives which are Foundational to IS (2/2) Project Name Description Benefits 19) Infrastructure Assessment Identify areas where L&I IS would have to change or improve infrastructure to support new application environment. This assessment will help ensure the agency s IT infrastructure will be capable of supporting the business requirements going forward. 20) Transformation System Integration Strategy As new business applications are implemented, each application will require integration into the L&I environment. This program will develop integration strategies for each proposed initiative, including the identification of short-term, temporary integrations which will be altered as new packages are implemented. Ensures integration of packaged solutions is approached from an Agency-wide perspective. Washington State Department of Labor & Industries 13
