4 PRIORITY AXIS 1.SUPPORTING EMPLOYMENT GROWTH 2.SUPPORTING SOCIAL INCLUSION 3.SUPPORTING EMPLOYMENT, SOCIAL INCLUSION, AND CAPACITY BUILDING IN THE BSR 4.BUILDING CAPACITIES AND IMPROVING THE QUALITY OF PUBLIC ADMINISTRATION TECHNICAL ASSISTANCE TOTAL FOR OP EaSI Financial allocation within the OP EaSI SPECIFIC OBJECTIVE Promoting programmes in the area of supporting employment and solving unemployment and long-term unemployment Promoting the creation and sustainability of jobs through increasing the adaptability of workers, businesses and the promotion of entrepreneurship Supporting the social inclusion of persons at risk of social exclusion or the socially excluded through the development of care services with special regard to marginalized Roma communities Promoting equal opportunities in access to the labour market and supporting the integration of disadvantaged groups in the labour market with special regard to marginalized Roma communities Promoting the reconciliation of work and family life and care of small children Promoting employment growth and improving employability, with special regard to knowledge-based society Promoting social inclusion, gender equality, and the reconciliation of work and family life in the BSR Capacity building and quality improvement of public administration in the BSR Technical Assistance Improving the quality of services delivered by public administration and nongovernmental organisations Introducing quality management systems in public administration and for NGOs in the area of employment policy and social policy FINANCIAL ALLOCATION FROM ESF IN
5 Cooperation with social partners In accordance with Article 11 of the Council Regulation (EC) No. 1083/2006, the principle of partnership was the key element in the preparation of the OP EaSI. Representatives of social partners, nongovernmental organisations (NGOs) and regions have been involved the OP preparation process. The principle of partnership applied took the form of working parties, working meetings and bilateral deliberations. The partnership is not only applied within the preparation of the operation programme, but also in its implementation process. During the preparation of the reference manual for the assistance beneficiaries and state aid schemes, all of the relevant materials will be sent for comment by the members of the Partnership Council. During the implementation of the OP EaSI, the Partnership Council will be convened at least on a quarterly basis, while the subject of discussions will include the situation with the implementation of projects, proposals for changes and adjustments of the OP EaSI The members of the Partnership Council include the representatives of Line ministries, Plenipotentiary of the SR Government Office for Roma Communities, Labour Union Confederation of the SR (LUC SR), Association of Towns and Communities of Slovakia (ATCS), Federation of Employers Unions and Associations (FEUA), Slovak Trade Chamber (STC), Slovak Chamber of Commerce and Industry (SCCI), NGOs and upper-tier territorial units
