1 Annex to the Country Policy Rolling Plan for the Republic of South Africa As of April, Basic Policy of Acceleration of growth and uplifting the living standards of the poor Priority Area 1 Support to enhance human capacity and to promote infrastructure development There are a limited number of skilled technicians in the poverty-stricken black population, which makes up to 80 percent of the population, as they had restricted opportunities for education and technology acquisition under the apartheid policies. The unemployment rate among youths in such a demographic group remains extreamly high. The development plan entitled "Medium Term Strategic Framework for 2009 to 2014" stresse, among, to "speed up economic growth and transform the economy to create decent work and sustainable livelihoods" and "strengthen the skills and human resource base". Japan will support the improvement of technical education and vocational training in order to foster human capacity which wil remain the medium and long-term steady growth of the emerging economy. In light of the fact that South Africa is a middle income country, Japan will expand mutual cooperation in science and technology, and support human resources development in that field. 4 Priority Area 2 Support to promote participation of the socially vulnerable in economic and social activities There are social issues arisen from expanding economic loss and social cost caused by high maternal mortality, epidemic of Japan will promote participation of the socially vulnerable, including women, in economic and HIV/AIDS and high prevalence of tuberculosis, as well as increasing orphans. They advance a formulation of administration system and services which cover grassroots level and emphasis service delivery, by strengthening a system for monitoring and evaluation in the sector for HIV/AIDS, fostering human capacity for medical appliances, and supporting implementation of policy by governmental institutions. 5 Priority Area 3 Promotion of development in Southern Africa Based on its growth to an emerging economy, South Africa is promotiing intra-regional trade and infrastructure development within the Southern Africa region. It is also making efforts to became a donor country by establishing the South African Partnership Agency, in particular, seeking to extend South-South cooperation to other African countries. Noting South Africa's high potential, Japan will support more multifaceted and effective Southern African development through tripartite cooperation for other African countries, and encourage South Africa's role as a development partner.
