The HSE has introduced a new system for selecting candidates for consideration for a number of current and future job vacancies. We strongly recommend that you read the information enclosed in this document carefully before making an application. Take time to read through the various sections, which take you through the process from beginning to end. This application system is a new way for large numbers of potential candidates to apply to be part of a recruitment pool for a limited number of current and future vacancies. Every applicant will be assessed and tested in exactly the same way, to measure their skills and knowledge. Each applicant will also specify a geographic area where they most wish to work. At the end of the process, the HSE will rank the applicants and create a Physiotherapist Staff Grade National panel. All Physiotherapist Staff Grade vacancies which arise will be filled from the Physiotherapist Staff Grade National panel. There are several stages within the process. Applicants will firstly complete a short application form. All eligible applicants who complete this form and are deemed eligible will be invited to complete an on-line knowledge test. Candidates who are successful in passing the on-line knowledge test will receive their test result as a Band or group. Candidates will proceed to the next stage of the selection process, which is an on-line automated video interview, based on their Band ranking i.e. highest band progresses first. Following the automated video interview, candidates will be asked to complete a competency based application form and will then be called to a face to face competency based interview based on their Band ranking. All stages of the process will be carried out by the HSE National Recruitment Service (NRS) in conjunction with our IT Support Services. In order to participate in this initiative you will need access to a computer with an internet connection and a webcam. You will also require an address and mobile telephone number. Please note you may only provide one address and one mobile telephone number. Because this is a new and innovative system, we will endeavour to ensure that all applicants have detailed information about the process, and have access to support throughout their application process. We would encourage you to download and save this document and keep it so that you can refer to it now and in the future. In this document we describe all stages of the process, what you can expect and when it will happen. We outline the regulations under which the campaign will run, what we require from you and in what format. We seek the same information from all applicants so that everybody is treated in the same manner. It also explains what will happen after each stage of the Selection process and how the candidate pool will be managed. Please be assured that as each new part of the process arises we will contact you to tell what you need to do and by what date you need to have it completed. 2 Introduction The HSE provides public health and social services to people living in the Irish State. We are the largest employer in the nation with an annual budget of 14 billion. HSE staff deliver care in hospitals and community settings, 24 hours a day, all across the country. The HSE wishes to ensure equal access to career opportunities to the widest pool of competent candidates, while ensuring that each applicant is treated in a fair and consistent manner. This recruitment strategy has been designed to meet all Physiotherapy needs within the HSE. This recruitment method assesses large numbers of potential candidates, who will go through a number of stages of interview, in order to join a recruitment pool. This recruitment method follows a number of stages. Stage 1 Completion of short application form Stage 2 On-Line Knowledge Test Stage 3 - On-line Automated Video Interview Stage 4 Completion of Competency Based Application Form and face to face Competency Based Interview Location Choices Applicants must choose one location / geographic choice on their application form. A detailed explanation on this section is covered on page 5 point 5 of this guide. This guide sets out each stage in detail explaining what needs to be done, what will happen next and what applicants can expect, an overview is available on the next page. 4 Stage 1 - Application Form 1. Who Should Apply? We welcome applications from all suitably qualified candidates who are interested in Physiotherapist Staff Grade positions at HSE sites in the Republic of Ireland. The panel created on foot of this campaign will fill vacancies which may occur for a 12 month period from 2 nd October 2013 (panels may be extended). Applicants invited to apply include: Applicants interested in permanent and/or specified purpose* vacancies Current employees interested in working elsewhere (geographic) Candidates on a recognised professional physiotherapy course due to graduate in 2013 Candidates qualified (qualified pre 2013 and during 2013) outside of the Republic of Ireland on a recognised Physiotherapy course *Specified Purpose vacancy is a vacancy of defined duration e.g., a six month vacancy For more details on suitably qualified applicants see Appendix 1. For more details on validation of qualifications see Appendix 1 Information for Non-European Economic Area Applicants While the HSE is an equal opportunities employer, in line with current Department of Jobs, Enterprise and Innovation Employment Permit requirements, applications from non European Economic Area (EEA) will only be considered in the event that an EEA citizen cannot be found to fill the vacancy. How to Apply How do I apply? You must use the Application Form particular to this post, either download it as a word document from and type in your details which you can to applyalliedhealth@hse.ie or print it and fill in by hand and return by post to: National Recruitment Services, Health Service Executive, HR -Services, Aras Slainte Chluainin, Manorhamilton, Co. Leitrim The closing date for this campaign is Friday, 14 th June 2013 at 12 noon. We will not be able to process applications by CV or any other method. Applications stored on personal online storage sites, e.g., DROPBOX, SKYDRIVE, CLOUD, etc. will not be accepted. NB Please ensure that you fully complete the qualifications and eligibility criteria on page 2 of the Application Form. Please note that if you omit information in this section pertinent to the eligibility criteria you may be deemed ineligible and subsequently not called forward to the on-line knowledge test. (Full details of eligibility criteria are contained in Appendix 1 of this document.) applications will receive an automated response within 48 hours (during office hours Monday to Friday), which will let you know that we have received your . Candidates please note the National Recruitment Services (NRS) check eligibility after the closing date and time for the receipt of applications. This is due to the high volume of applications. The National Recruitment Services can only accept applications (and attachments where relevant) received by the closing date and time i.e. Friday, 14 th June 2013 at 12 noon. No applications or where relevant other supporting documentation received after this time & date will be accepted. Page 4

5 This means that if your application is blank, you have sent the wrong version of your application form, have no internet access etc or that you have not attached requested relevant supporting documentation (where relevant: work permit documentation), etc you will not be processed further. N.B. Please note that the National Recruitment Services will mainly contact you by mobile phone, . (Some communications are sent by post e.g. Invitations to interview and if you proceed to Stage 4 you will be asked to provide your postal address on the Competency Based Application Form), therefore it is most important that both your mobile telephone number & address are included in your application. Please note that you may only provide one mobile telephone number and one address. It is your responsibility to ensure you have access to your mobile voice mails, text messages and s. This means that if you choose to use your work mobile and address you may receive communications that have a time deadline requirement while working away or on leave. We recommend you use your personal mobile and that you have regular access to. 4. Do I have to apply now? That is your decision, applying will potentially provide you with access to Physiotherapy opportunities in the HSE. It is important to understand that should you apply for this campaign, there is a single opportunity to undertake the on-line knowledge test, on-line automated video interview and face to face interview. 5. Is there anything I need to consider when applying, does it matter what I choose now? Yes. You need to consider your geographic choice carefully. We expect that the number of applicants will greatly exceed the number of opportunities that may arise. We cannot predict if, when or where service need (live vacancies) will occur. Therefore you should make your geographic choice based on where you would most like to work rather than trying to guess where opportunities will occur. Posts will be offered to candidates active on the panel by order of merit and geographic choice. Should no candidate for that geographic choice be interested in the opportunities, posts will be offered to the wider national panel. Further information on geographic areas is available in Appendix 5. Geographic Choice mandatory to make a single choice The purpose of this initiative is to fill current and anticipated vacancies within a geographic area therefore you are not asked to indicate a specific work site at any stage but you are asked to make a single geographic choice from the 17 available choices. Information on specific posts with geographic areas is provided to candidates on the panel, at a much later stage, more details of which are outlined in Appendix Can I change my geographic area choice after I have applied? Yes, but only up until the closing date and time ie Friday, 14 th June 2013, 12 noon. After the closing date and time no changes will be accepted. 7. If I change my contact details i.e. address & mobile telephone number how do I update them? If you need to change/update your contact details during the process you can do so by ing applyalliedhealth@hse.ie, however you should strongly consider using your long term / most permanent contact details. The should contain your name, mobile number and please quote the campaign reference NRS Will I get a post through this Campaign? The HSE are running this recruitment and selection process to fill current and anticipated vacancies during the lifetime of the panel. By participating in this process you are ensuring that you will be included for access to these and future opportunities which may occur. But like any job application, it does not ensure that you will get a job. We anticipate that there will be many more applicants than there are posts available. A position on the panel is not a job offer and does not necessarily mean that you will be offered a post. Depending on the outcome of the selection process (on-line knowledge test, on-line automated video interview and face to face competency based interview) you may be added to the national panel in order of merit, for which specified purpose and permanent job offers will be made. Please note applicants who have qualified outside the Republic of Ireland must have their qualifications validated by the Irish Society of Chartered Physiotherapists. For full details on validation please see Appendix 1. Applicants who are successful at the face to face competency based interview and have not had their qualifications validated will remain dormant** on panels and will not be offered any post until they have informed the National Recruitment Service that their qualifications are validated. The NRS will afford candidates an opportunity to update their validation status before and after the panel goes live on 2 nd October This means that you can change your status from dormant to active by informing us. ** Dormant = you retain your place on the panel but you are not contacted about opportunities Page 5

6 9. Where are the posts located? It is our intention to fill all permanent and specified purpose Physiotherapist Staff Grade vacancies throughout the HSE through this campaign. From 2 nd October 2013, posts in HSE sites/ services will be filled from the newly formed national panel and posts will be offered as they arise. Candidates successful at interview and on the panel will receive full details of the post, site/service and Physiotherapy Manager contact details through an expression of interest. This allows successful candidates to make an informed decision on a particular post. More details on this are outlined further on in this document under the section Acceptance / Refusal of job offers. Appendix What is the selection process? The selection process for this stage is as follows: Applicants must be suitably qualified (read Appendix 1). Applicants should pay due attention to page 2 of their form with regard to demonstrating their eligibility. Applicants who do not provide sufficient evidence of their eligibility will not be called forward to the next stage of the process. Applicants must complete the application form. Those who do not fully complete the form will not proceed to the next stage of the selection process. Eligible applicants will be invited to complete an on-line knowledge test. The purpose of the on-line knowledge test is to assess candidate s functional and clinical knowledge in the field of Physiotherapy. Those successful at the on-line knowledge test will be placed in an order of merit. Your order of merit will be given as a band : Your test result places you in Band A or B or C and so forth. Progress to the next phase of the selection process will be based on the Band you are in i.e. highest Band progresses first. Band A is the band with the highest score set, Band B is the band with the second highest score set etc. Candidates in Band A will be asked to complete the On-Line Automated Video Interview. Although the name of this technology is on-line automated video interview, it is not an interview, but a shortlisting tool. It is not an interview because it does not allow for interaction between the candidate and the assessor. Each candidate will be assigned a question set and the responses given by the candidate will be measured against a pre agreed ideal answer. The question set stems from the professional knowledge required to perform effectively in the role as outlined in the Job Specification. Candidates who complete the on-line automated video interview will be placed in an order of merit. Your order of merit will be given as a band. Candidates in Band A will be asked to complete a competency based application form and attend a face to face competency based interview. Those who do not fully complete the competency based application form will not proceed to the face to face competency based interview. A panel will be formed of candidates successful at the face to face competency based interview. If subsequent interviews are held candidates successful at these interviews will be added to the existing panel. Candidate will receive a single invitation to undertake the on-line knowledge test and on-line automated video interview. Candidates who decide not to undertake the on-line knowledge test or on-line automated video interview or who do not attend for the competency based interview will be deemed to have withdrawn their candidature. Accordingly, their candidature will receive no further attention. Page 6

7 Stage 2 - On-line Knowledge Test NB in order to be invited to undertake the on-line knowledge test, you must have successfully submitted an application form. Why am I undertaking this On-Line Knowledge Test? We are using an on-line knowledge test as part of the recruitment process to initially assess your functional and clinical knowledge in the field of Physiotherapy. Applicants are being provided with one single opportunity to undertake the test. When do I undertake the On-Line Knowledge Test? The on-line knowledge test will issue by to candidates on 10 th July 2013 by 12 noon. If you choose not to undertake the on-line knowledge test no further opportunities to undertake the test will be offered to you and the HSE National Recruitment Service will understand that you are no longer interested in Physiotherapist Staff Grade opportunities within the HSE. What will the Test involve? You will be asked to complete one single test with the answers to the questions presented in multiple choice formats. This test has been created by experts in the field of physiotherapy and will draw on knowledge which you will have gained through education and practice. In each case there will always be one correct answer. You must select the correct answer from the list provided. Sample Question for illustration purposes only Question: Biceps Branchi acts as a.. Please choose one answer below: 1. Flexor of knee 2. Extensor of elbow 3. Flexor of elbow 4. Extensor of knee In this case the correct answer to choose is number 3 How will I receive notification of my On-Line Knowledge Test? 1. Information /Text Alert At least 1 day prior to the issue of the on-line knowledge test you will receive an from the NRS alerting you to your upcoming invitation to undertake the test along with further relevant instructions regarding the test. This will issue to the address which you have provided on your application form at application stage. You may only provide one address at application stage. You will also receive a text alert alerting you to check your inbox. 2. Invitation /Text Alert You will receive an invitation to undertake the on-line knowledge test on 10 th July 2013 by 12 noon. It will remain open for completion until 12 th July 2013 at 12 noon. You will also receive a text message to let you know that the invitation has been sent to you. This will contain a link for you to gain access to the test. You cannot undertake the test until you have received your invitation . The test must be completed within the timescales as stated in your invitation . As this is on-line testing on the internet, it is available to your 24 hours a day globally within the timescales specified. What do I need to undertake the On-Line Knowledge Test? A computer with internet access A computer with latest Adobe Flash Player (Version 11 minimum) to run the test Your invitation will contain a link which will bring you directly to the test provider s website The test will open in a new window, please enable pop-ups for this site if necessary Time it takes approximately 12 minutes in total to read instructions and take the test A quiet environment in which to undertake the tests where you will not be disturbed Can I start the On-Line Knowledge Test and come back to it later? No. You cannot start the test and come back to it later. Once you start the test you will not be able to leave and re-enter the interview again. Page 7

8 How long will the On-Line Knowledge Test take to complete? The test will take approximately 12 minutes in total to complete. You will have an unlimited amount of time to read the instructions before you begin. When you begin the test itself, you will have 10 minutes, only, to complete it. A timer telling you how much time you have remaining will appear on the screen. The test will close automatically once the time is up. How do I access the On-Line Knowledge Test? The invitation which you receive to your address will contain a link which will bring you directly to the screen where you can start the test. I have special requirements or a disability. What should I do? If for any reason, the test outlined above is likely to pose some difficulty for you, please contact the NRS by at applyalliedhealth@hse.ie prior to undertaking the real test and outline your specific requirements. We will make any reasonable adjustments to accommodate you as best we can. You should consider attempting the practice questions before you contact us, so that you are fully informed about what the test entails. I am experiencing technical difficulties; who can I contact? Applicants will have technical support via for the duration of the test period. Please also include NRS0887 Physiotherapist in the subject line of your , and clearly specify the issue you are experiencing and include any screenshots if possible. PLEASE NOTE: You are strongly advised not to get any external assistance with the completion of your on-line knowledge test. Evidence of same will result in your being automatically disqualified from this campaign. Further assessment of your clinical/professional knowledge will take place during subsequent parts of the selection process. How will I be informed of the results of my On-Line Knowledge Test? All applicants who complete the on-line knowledge test will be informed of their test result (by and text) by 17 th July Applicants who are not placed in Band A will not proceed any further in the selection process. 9 Stage 3 - On-line Automated Video Interview NB In order to be invited to undertake the on-line automated video interview you must have successfully completed the on-line knowledge test. The National Recruitment Service (NRS) will inform you if you are to be invited to complete the on-line automated video interview. 1. What is an Automated Video Interview? An on-line automated video interview is an interview you complete by yourself at a time and place that suits you within the specified timelines. Although the name of this technology is on-line automated video interview, it is not an interview, but a shortlisting tool. It is not an interview because it does not allow for interaction between the candidate and the assessor. Each candidate will be assigned a question set and the responses given by the candidate will be measured against a pre agreed ideal answer. The question set stems from the professional knowledge required to perform effectively in the role as outlined in the Job Specification. You log in, read the questions and your verbal answers are recorded by video. You do not have to type anything. It is not a live interview so you can log in anytime within the specified time period which will be notified to you with your invitation to the on-line automated interview. 2. How will I know that I have been invited to undertake the On-line Automated Video Interview? You will receive an invitation to undertake the on-line automated video interview on 26 th July A text alert will be sent to your mobile phone to let you know the invitation has been sent to you. You cannot undertake the on-line automated video interview until invited to do so. As this is an on-line interview it is available to you 24 hours a day within the time lines for completion specified in your invitation. The on-line automated video interview will be available from midnight on 25 th July 2013 until midnight on 29 th July 2013 (4 days). 3. What do I need to complete the On-line Automated Video Interview? A computer with internet access A web cam and a microphone function Your invitation which gives you the internet address link to go to and the password assigned to you to allow you access to the interview. Time - an on-line automated video interview will take approximately 15 minutes or less A suitable environment in which to complete the interview where you will not be disturbed, it is important that you are not distracted during the course of the interview so please ensure that you are in a quiet place away from distractions and noise. 4. How do I prepare for the On-line Automated Video Interview? The purpose of this part of the selection process is to evaluate your Physiotherapy skills and knowledge in relation to Physiotherapy practice. You will be asked three questions which pertain to professional / clinical knowledge. Your answers must demonstrate sufficient clinical knowledge, clinical reasoning skills and evidence based practice which show that you can carry out the duties and responsibilities of a Physiotherapist Staff Grade. You should consider your theoretical knowledge and your past work experience as a Physiotherapist Staff Grade in responding to the questions. You will be allowed a specified time to read the question on the screen and prepare your response, (you will be able to see the available time counting down on your screen). You will be informed when you can commence your response. You will then have a specified time to answer the question, (you will be able to see the countdown on your screen). The time allowed for each question will be indicated for each question. Once you have responded to the three questions you will have a further specified time period in which you may wish to add to your answers. For full details on the on-line automated video interview see Appendix 9. Each question will be assessed against an agreed standard. 5. Can I try out the On-line Automated Video Interview? Yes. You will be given the opportunity to undertake a rehearsal interview. This rehearsal interview allows you to practice and prepare for the full HSE on-line automated video interview. You will receive a text alert to let you know the invitation s have been sent to you to complete the below: on-line rehearsal interview 17 th 19 th July 2013 on-line automated HSE Physiotherapist Staff Grade interview 26 th 29 th July 2013 Page 9

10 Rehearsal Interview 17 th July th July 2013 The rehearsal interview (sent before the on line automated Physiotherapist Staff Grade interview) is to allow you to try the process from start to finish. The practice facility is designed to ensure that your systems are working correctly i.e. your internet connection is suitable, your microphone is working, and a video is being recorded, however you will not be able to review Part 2 either in the rehearsal interview or in the full HSE on-line automated interview. The rehearsal interview contains two parts: Part 1 Practice Interview You can practice part 1 as many times as you like Rehearsal Interview Default Questions 1 What do you know about our company? 2 Any feedback on your experience of this video interview in general? Part 2 HSE Physiotherapist Sample Interview You will have a single opportunity to undertake part 2 and you cannot review it Clinical Question Clinical Question 1 2 Wrap up 3 A sample clinical Physiotherapy question which you will read on screen A sample clinical Physiotherapy question which you will read on screen You will have 2 minutes to add any points you may not have covered in your clinical answer. The purpose of the rehearsal is to facilitate you in familiarising yourself with this selection tool, and how the automated system works i.e. it helps you familiarise yourself with reading the question on screen and responding while being recorded. The sample clinical question in the rehearsal interview will allow you get a good idea of how the questions will be structured. We strongly recommend that you use this rehearsal to familiarise yourself with this system. 6. Can I start the Part 2 i.e. the clinical section of the On-line Automated Video Interview and come back to it later? NO. You have a single opportunity to undertake the clinical section of the interview. A practice / systems check facility is available to ensure your internet connection is suitable; your microphone is working etc. Once you choose the Start interview option on screen you cannot pause, stop or return to it later. This applies to both the rehearsal interview as well as your HSE on-line automated HSE Physiotherapist Staff Grade interview. Please remember that you still must complete the interview within the timelines outlined. We strongly recommend that you read each screen carefully and follow the instructions provided. NB If you proceed beyond the practice / systems check screens you will be obliged to complete the on-line interview. 7. Is the structure of the On-line Automated HSE Physiotherapist Staff Grade Interview the same as the rehearsal interview? Yes, although as it is the official interview there are three clinical questions. On-line automated Physiotherapist Staff Grade Interview Part 1 Practice Interview You can practice part 1 as many times as you like Default Questions 2 1 What do you know about our company? You will get an on screen message confirming that you have completed the interview and a confirmation Who evaluates my On-line Automated Video Interview and determines if I am successful? The on-line video recordings will be reviewed by experienced Physiotherapy Managers and evaluated against the expected agreed answer sets. Everyone working as an assessor will be fully trained in the approach to scoring. A score will be awarded for each answer. Candidates will be banded in an order of merit following the interview. Quality assurance mechanisms will be built into the scoring process to ensure that all candidates are treated in a fair and consistent manner. Successful candidates will be brought forward to the next stage of the selection process in order of merit i.e. candidates are awarded a mark during the on-line automated video interview process and the candidates who scores the highest marks (Band A) will be asked to complete a competency based application form and attend a face to face competency based interview. Marking System on the On-line Automated Video Interview Candidates will be asked 3 questions which pertain to their professional/clinical knowledge. Candidates will be allocated a score for each answer. Depending on the overall score allocated, candidates will be ranked in order of merit during this process. Example: Una and Joan apply for the campaign. Based on the responses given in on-line automated video interview, Una scores higher and is placed in Band A and Joan scores lower and is placed in Band B. 10. How will I be informed of the results of my On-line Automated Video Interview? The result of your on-line automated video interview and consequently where you sit on the order of merit will be ed to you after your interview no later than 15 th August From this phase onwards, the group of candidates in the highest order of merit (Band A) will be invited to interview. All candidates who undertake the on-line automated video interview will receive information on next steps. 11. I was successful, and placed in a Band, what happens next? Candidates who receive the highest scores i.e. Band A will be invited to a face to face competency based interview. Candidates in further bands e.g. B, C etc may be contacted when the newly formed panel no longer meets service need. 12 I am experiencing technical difficulties, who should I contact? 12 Stage 4 Competency Based Application Form & Face to Face Competency Based Interview Candidates who receive the highest scores i.e. Band A will be asked to complete a competency based application form no later than 15 th August Candidates in further bands e.g. B, C etc may be contacted when the newly formed panel no longer meets service need. NB In order to proceed to the competency based interview, the competency questions section of the form must be fully completed. If you do not complete all questions, we will be unable to process your application. This means if you do not answer all of your competency questions in full, you will not proceed to the next stage of the process. The closing date for receipt of completed competency based application forms is Thursday 29 th August 2013 at 12 noon. Invitations to a face to face competency based interview will issue no later than Friday 6 th September If you are invited to interview you will receive a letter detailing what documentation is required to be presented at interview and how you might best prepare. It is anticipated that face to face interviews will be scheduled for week commencing Monday 23 rd September Therefore we strongly advise that you note these dates in your diary now as due to the limited availability of the interview board, it is unlikely that alternative times and dates can be offered. Marking System Candidates are given marks for skill areas during the interview. These elements are clearly indicated in the Application Form. Where candidates score the same marks a further ranking process will apply. A previously agreed skill area of the interview will be chosen to further rank successful candidates e.g. Karen and Mary are both successful at interview. They both score 421 at interview, which would place them at joint number 3 on the panel. If Professional Knowledge has been the secondary ranking area chosen then the candidate who has scored higher in this area will receive the first job offer. Karen scored 69 in the Professional Knowledge element and Mary scored 68. Karen will be number 3 a. on the panel and Mary will be number 3 b. on the panel. Where candidates have the same mark on the secondary ranking, an additional ranking will be applied and so forth. Please note in order to be deemed successful at interview you must be awarded a minimum score of 40 for each competency area. A panel will be formed of candidates successful at interviews. If candidates from further Bands B, C etc are invited to interview, the panel formed will supplement the pre-existing panel. Example: Una and Joan apply for the campaign. Based on the responses given in the on-line automated video interview, Una is placed by the ranking board in Band A and Joan is placed in Band B. As Una is placed in Band A she is invited to interview and achieves a score of 596. Una is number one in order of merit on a panel of a total of 112 people. At a later stage Joan who is Band B is invited to interview and achieves a score of 596. Joan s order of merit on the panel will be 113. Interviews form a part of the selection process. The HSE reserves the right to remove candidates from specific recruitment panels and retract job offers if satisfactory clearances (e.g. past /current employment references, security clearances) cannot be obtained or are unsatisfactory. Note on References: The HSE must be satisfied that it has a full and comprehensive suite of references which assures it that the applicant s past performance and behaviours are appropriate to the post. The HSE determines the merit, appropriateness and relevance of references. All previous employers may be contacted for reference purposes. Please note the HSE may retract a job offer if sufficient satisfactory references cannot be obtained in a time frame congruent with service need. The HSE reserves the right to retract a job offer should the successful candidate be unable to fulfil the provisions / criteria of the specific post in line with service need. Page 12

13 Formation of Panels What is a panel? A panel is a list of candidates successful at interview placed in order of merit. Panels will be formed by geographic area. Candidates are awarded a mark during the interview process and the candidate who scores the highest mark is placed first on the panel. Subsequent vacancies are then offered to the panel in order of merit. If the number one successful candidate on the panel refuses the job offer, it is then offered to the second candidate who expressed interest on the panel. Once a panel is formed, it remains in existence for 1 year and may be extended. Specific Work Sites The purpose of the panel formed is to fill anticipated vacancies within geographic areas as opposed to specific work sites. Therefore you are not asked to indicate a specific worksite. Future panels Please note that candidates successful at interview and placed on the panel formed through this campaign may not be considered as applicants for any supplementary campaigns to add to this panel. This applies if you are still active on the panel. (Panel members who have accepted a specified purpose contract are considered active panel members) Please note the HSE reserves the right to contact all available successful candidates in the event that panels are exhausted. The HSE reserves the right to extend the life of the panel to fill specified purpose and / or permanent vacancies that may arise. The HSE may modify panel management rules in line with service need during the life time of the panel and will notify all remaining candidates of any changes. Acceptance/ Refusal of Job Offers The time lines and panel management rules (i.e. how posts are offered) for each individual post will be included in the communication sent to you for each individual post which arises and is relevant to your order of merit on the panel. Interview Locations Interviews will be scheduled centrally in Dublin on week commencing 23 rd September 2013 Interviews will be held in person only, therefore candidates must be available to present for interview in Dublin. Interviews will be held on the dates specified by the National Recruitment Services, no subsequent or alternative interview dates will be offered to candidates There will be no alternative interview methods e.g. telephone/video conferencing. If you are invited to interview you will receive a letter detailing what documentation is required to be presented at interview and how you might best prepare. Please see Appendix 7 which details the documentation needed at interview stage. Security Clearance The National Recruitment Service will seek Garda Vetting for all of your residences in the Republic of Ireland and Northern Ireland. All appointments will require satisfactory security clearances. If you lived in any country for 6 months or more other than the Republic of Ireland or Northern Ireland you will be required to provide security clearance for each jurisdiction in which you have resided. Your security clearance must be dated after you left that country and cover the entire period of your residence. Seeking security clearances from other countries (e.g. UK, USA etc) is the responsibility of the candidate. It is a process that can take an amount of time. Therefore if you are interested in pursing a career within the HSE we would strongly advise that you commence seeking international security clearances now. Please read Appendix 8 for more information on international clearances. 15 Appeals Procedures Appointments in the HSE are made under a recruitment licence and are subject to Codes of Practice established by the Commission for Public Service Appointments (CPSA). Under the Codes of Practice candidates are entitled appeal any part of the appointment process that they feel is unfair or has been applied unfairly to them. Candidates are entitled to one or two forms of review procedure which are mutually exclusive a Section 7 or a Section 8 review. Applicants who are successful at the face to face competency based interview and have not had their qualifications validated will remain dormant on panels and will not be offered any post until they have informed the National Recruitment Service that their qualifications are validated. 22 Appendix 6 Panel Management Rules In this appendix we outline how individual posts are notified to candidates who are successful at interview and are placed on the recruitment panel in order of merit. The time lines and panel management rules for each individual post will be included in the communication sent to you for each individual post which arises and is relevant to your order of merit on the panel. Frequently used terms: Expression of Interest: An expression of interest simply means that you indicate that you would be interested in this job should it be offered to you. Formal Job Offer: You are formally offered the job i.e. if you accept the formal job offer you will move to the next stage of the selection process- reference checking, occupational health clearance etc. Order of Merit: The order of merit is initially decided by your score achieved at interview/ interview i.e. candidates are listed in order determined by their score, the highest score achieved is no.1 on the panel, the second highest score is no.2 etc. Permanent Whole Time Posts You will have one working week++ in which to express an interest in a permanent post. You will be made aware by an alert text to your mobile phone to advise you of an ed letter regarding the details of the post and the last date by which you may express an interest. You will also receive a description of the post / service as well as contact details for the Service Manager to discuss the service / department. We strongly recommend that you do so. The National Recruitment Services may notify more than one candidate, in order of merit that a permanent post has arisen. This notification invites an expression of interest in a post and should not be considered an offer. The candidate who expresses an interest in the post and is highest in order of merit will be offered the post. Candidates who do not express an interest or who reject a post when formally offered will not be moved on the panel and their ranking on the panel will not change. Candidates who do not bring the required documentation listed below will not be admitted to interview. Form of recent photographic identification i.e. drivers licence, passport or student/ HSE Work I.D. This identification will be checked and returned to you immediately on the day. Garda Vetting Form - you will also be required to complete a Garda vetting form which will be enclosed in your invitation to interview letter. You will be required to fully complete this form and return it to the National Recruitment Services staff on the day of interview. All candidates must complete the Garda vetting form. 31 Appendix 9 On-line Automated Video Interview This appendix tells you all about the on-line automated video interview, what you need to get started, some useful hints and tips as well as providing an opportunity to familiarise yourself with this section of the process. What is an Automated Video Interview? An on-line automated video interview is an interview you complete by yourself at a time and place that suits you within the specified timelines. Although the name of this technology is on-line automated video interview, it is not an interview, but a shortlisting tool. It is not an interview because it does not allow for interaction between the candidate and the assessor. Each candidate will be assigned a question set and the responses given by the candidate will be measured against a pre agreed ideal answer. The question set stems from the professional knowledge required to perform effectively in the role as outlined in the Job Specification. You log in, read the questions and your verbal answers are recorded by video. You do not have to type anything. It is not a live interview so you can log in anytime within the specified time period which will be notified to you with your invitation to the on-line automated interview. Can I try out the on-line automated video interview? Yes. You will be given the opportunity to undertake a rehearsal interview from 17 th to 19 th July 2013, this is your opportunity to rehearse and train before undertaking the full HSE on-line automated video interview. Both the rehearsal and the full HSE on-line automated video interview contain a practice section. You are required to complete this to ensure that you have a fast enough internet connection, good quality sound and video. The practice section allows you to review your recording. Can I see the questions in advance? No. Like a face-to-face interview you will not be given the questions in advance. The questions asked during the online interview are questions that are relevant to the professional knowledge / skills of a Physiotherapist Staff Grade. Can I take breaks during the interview? No, once you have moved on from the practice section, you cannot take a break. Once you begin the interview you must continue until all questions are answered. You cannot go back and re-answer a question but you do have two minutes at the end to add any additional comments or information. Page 31

32 What equipment will I need to enable me to complete the Automated Video Interview? In order to complete the Automated Video Interview you will need 1. A Computer with Access to the Internet 2. A Web Camera & Microphone A Web Camera (most commonly known as a webcam) is a camera that is connected to your computer, either directly or wirelessly. This camera will allow you to see yourself on the computer screen while you are completing your video interview as shown in the picture above. Some examples of Webcams are shown below More modern laptop computers have a built-in web camera placed just above the monitor. Most webcams come with an inbuilt microphone. If you prefer, you can use a headset with a separate microphone to increase the sound quality. 3. Broadband (min 140 Kbps upload speed) "Broadband" is the general term used to refer to high-speed connection to the internet. To see what upload speed you have you can use a test like this I don t have a web camera, where can I get one? Retail and electrical stores across the country sell webcams at competitive prices. We strongly recommend that you use this rehearsal to familiarise yourself with this system. 40 STEP 4 Test your settings to make sure all your equipment is in order You must set aside extra time before you record your interview, so that you can test your settings to make sure all your equipment is in order. All Candidates must complete 3 equipment tests before being able to proceed to the interview just to make sure everything is in order. When the test is complete you will be informed whether your Internet connection is fast enough to allow you to proceed with the interview. Speak into the microphone and adjust the levels until the bar (marked Audio Input Level) reaches the good level (as shown in circle 2 above) Low level is indicated in red, good level is indicated in green and high level is indicated in orange on your screen. Once the bar has reached the good level you can click on the Stop Recording button (as shown in circle below) or wait for the test to complete. Page 45

Once you have finished reading the question you can wait until the time counts down to zero or alternatively, using your mouse, click on the Start button (as circled in the picture below) if you are ready to begin recording your answer. The amount of time you will have to record your answer to the question will be shown to you at the top of the screen (as circled in the picture above). When you are ready to proceed to the actual interview (Physiotherapy questions), using your mouse, click on the Start Interview button as shown in the picture below. Read and record your Interview questions in exactly the same way you have completed the practice interview (as detailed in Step 5). Once you begin the interview you must continue until all questions are answered. You cannot go back and re-answer a question but you do have two minutes at the end of the interview to add any additional comments or information as shown in the picture below. Page 54

I have finished my interview, now what? When you complete your video interview it is automatically saved to your account and the HSE s account. YOU DO NOT have to do anything else now. 57 What happens if my Internet connection is lost during the interview? If your Internet connection is lost during the interview, do not panic: the system will automatically try to reconnect and resume the interview. You will see a message alerting you to this as shown in the circle below. Click on the ok button on the bottom of the alert message. this will reconnect you. If you have passed the broadband test, you should have sufficient internet speed to complete, even with small interruptions in the connection speed. What happens if the system cannot reconnect? If you cannot reconnect to the Internet, you must contact Sonru and they will reset the interview for you. Quick Tips: Video Picture Quality Choose a bright room with soft background light Move around with the camera to find a simple background If possible wear white to increase picture contrast Have a desk light in front of you to light up your face If you use a laptop place it on a small box so the camera will be at eye level Do NOT use your monitor as a light source Move lights around so your image is clear and bright in the camera If you wear glasses, turn down the monitor brightness to minimise glare Look at your outline in the camera view get close enough so you mainly see your head and shoulders.
