Introducing PAS1010: the first guidance standard on the management of psychosocial risks in the workplace Professor Stavroula Leka Professor of Work, Health & Policy Director, Centre for Organizational Health & Development University of Nottingham, UK Chair, ICOH Scientific Committee on Work Organization & Psychosocial Factors IDA Work Environment Seminar, Copenhagen, 20 March

Overview Background of PAS1010 Review of the EU policy context Content of PAS1010 Qualitative evaluation in 15 organisations Way forward 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

WHO Centre for Organizational Health & Development Established in late 80s & has been a World Health Organization collaborating centre for occupational health since 1994 Only University WHO collaborating centre for occupational health in the UK Supports WHO in the implementation of the Global Plan of Action for Workers Health across WHO regions Has led WHO work on psychosocial work environment and developing healthy workplaces IDA Work Environment Seminar, Copenhagen, 20 March

PRIMA-EF: European Framework for Psychosocial Risk Management ( 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Review of EU policy context Lack of clarity and specificity in terminology used Even though the OHSAS series and the ILO- OSH 2001 make specific reference to the psychosocial work environment, this reference is very brief and a preventive framework for action that organisations can adopt in practice is lacking, suggesting limited usability of these standards for this purpose Have existing policies fulfilled expectations in practice with regard to the essential requirements? IDA Work Environment Seminar, Copenhagen, 20 March

Key considerations 1 Limited awareness and expertise on how to conduct inspections on risks associated with mental ill health With widespread budget cuts in the public sector, inspections in many countries are becoming more reactive in nature (e.g. in the UK) Important that employer responsibility is strengthened and awareness is further developed, especially in relation to implementing a preventive systematic approach 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Key considerations 2 OSH regulations have increasingly changed from a prescriptive style to a more self regulatory and goal setting model and have established a general framework for systematic OSH management While regulation sets the minimum level of protection, voluntary standards are linked to the business case and are intended to provide organisations with the elements of an effective OSH management system that can be integrated with other management requirements and help organisations achieve OSH and economic objectives 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

PRIMA-EF conclusions Develop a standard to specifically promote psychosocial risk management in the workplace, bringing together in a comprehensive manner the requirements and approaches inherent in all existing standards of relevance to this area Such a standard should explicitly refer to psychosocial risks, work-related stress, workplace harassment, bullying and violence It should clarify terminology and provide a framework, rooted in legislatory requirements, which organisations can apply to effectively manage psychosocial risks in the workplace in a preventive manner 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Involved parties British Standards Institution University of Nottingham EU-OSHA (European Agency for Safety and Health at Work) WHO (World Health Organization) EEF (Engineering Employers Federation, UK) ETUC (European Trade Union Confederation) HSE (Health and Safety Executive, UK) CIOP-PIB (Central Institute for Labour Protection National Research Institute, Poland) FIOH (Finnish Institute of Occupational Health) INAIL (Italian Workers Compensation Authority) TNO - Work and Employment, the Netherlands 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Guidance standard PAS1010 British Standards Institution 3/20/2018 Event Name and Venue 10

Who is it for? The guidance has been written so that it is consistent with other guidance and specifications that are used by organisations to manage OSH but expands on the specific needs for managing psychosocial risks Applicable to human resources managers and specialists, occupational health and safety managers and specialists, managers and owners of SMEs, and employee representatives 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Terms and definitions Content 1 Psychosocial risk management: overview, policy and key principles Setting up the psychosocial risk management process The psychosocial risk management process Monitoring performance Management review 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Content 2 Statutory requirements and guidelines Work-related stress Workplace harassment and third party violence Developing a policy for the management of psychosocial risks and the prevention of work-related stress Developing a policy for the prevention and management of workplace harassment Examples of psychosocial risk assessment and management tools 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Overall aims Has been written so that it is also consistent with other guidance and specifications that are used by organisations to manage OSH but expands on the specific needs for managing psychosocial risks It is intended to apply to all types and sizes of organisations and to accommodate diverse geographical, cultural and social conditions The guidance and recommendations in PAS1010 are intended to be incorporated into any OSH management system The overall aim of PAS 1010 is to support and promote good psychosocial risk management practices 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Evaluation study Carried out with 15 organisations in various sectors Qualitative evaluation: semi-structured interviews with head of operations or head of OSH or head of HR 9 large, 6 medium-sized organisations Asked about: Drivers for implementation Process of implementation (who & how) Barriers to implementation Outcomes Recommendations 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Drivers for implementation Evaluation findings 1 Sickness absence, turnover, conflict, reputational risk, fit with existing OSH systems, requests from staff for more structured approach Process of implementation Involvement of key stakeholders at all levels of the organisation but lead from specific departments/individuals From structured approaches (e.g. development of psychosocial risk indicator) to fit within existing OSH systems (e.g. audits, risk assessments) to more informal qualitative methods (e.g. checklists) 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Barriers to implementation Evaluation findings 2 Awareness, organisational practice, competence availability, resource availability (in smaller organisations), ownership, top management support, sustainability in light of organisational restructuring, time for initiative to root and show results Outcomes Awareness raising, competency development, systematic approach implementation, where approach was more systematic link of indicators with outcomes (e.g. sickness absence, near misses, work engagement), improvement of organisational culture, BUT did not measure economic benefits 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Recommendations Evaluation findings 3 Fit with OSH management systems Terminology within risk management framework Competence development of key stakeholders Better results with establishment of systematic approach Need to operate within existing legal requirements More guidance necessary for small organisations Tool availability welcome 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Way forward PAS1010 is not auditable standard only guidance standard - contrary to Canadian standard Mixed appetite for auditable standard in this area in Europe due to differences across countries, and associated awareness and expertise Notable move from national agencies to provide more userfriendly tools in this area to promote a national approach Proposal to ISO for ISO guidance standard in this area (on the basis of Canadian standard and PAS1010) to supplement /20/2018 IDA Work Environment Seminar, Copenhagen, 20 March

Thank you! IDA Work Environment Seminar, Copenhagen, 20 March
