5 Review of EU policy context Lack of clarity and specificity in terminology used Even though the OHSAS series and the ILO- OSH 2001 make specific reference to the psychosocial work environment, this reference is very brief and a preventive framework for action that organisations can adopt in practice is lacking, suggesting limited usability of these standards for this purpose Have existing policies fulfilled expectations in practice with regard to the essential requirements? 6 Key considerations 1 Limited awareness and expertise on how to conduct inspections on risks associated with mental ill health With widespread budget cuts in the public sector, inspections in many countries are becoming more reactive in nature (e.g. in the UK) Important that employer responsibility is strengthened and awareness is further developed, especially in relation to implementing a preventive systematic approach 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March
7 Key considerations 2 OSH regulations have increasingly changed from a prescriptive style to a more self regulatory and goal setting model and have established a general framework for systematic OSH management While regulation sets the minimum level of protection, voluntary standards are linked to the business case and are intended to provide organisations with the elements of an effective OSH management system that can be integrated with other management requirements and help organisations achieve OSH and economic objectives 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March
8 PRIMA-EF conclusions Develop a standard to specifically promote psychosocial risk management in the workplace, bringing together in a comprehensive manner the requirements and approaches inherent in all existing standards of relevance to this area Such a standard should explicitly refer to psychosocial risks, work-related stress, workplace harassment, bullying and violence It should clarify terminology and provide a framework, rooted in legislatory requirements, which organisations can apply to effectively manage psychosocial risks in the workplace in a preventive manner 3/20/2018 IDA Work Environment Seminar, Copenhagen, 20 March
