OVERVIEW COLORADO OFFICE OF ECONOMIC DEVELOPMENT AND INTERNATIONAL TRADE The Colorado Office of Economic Development and International Trade (OEDIT) works with statewide partners to create a positive business climate that encourages dynamic economic development and sustainable job growth. Under the leadership of Governor John Hickenlooper, we strive to advance the state s economy through financial and technical assistance in support of local and regional economic development activities throughout Colorado. FOR COLORADO: FOR THE HEALTH OF IT! INITIATIVE: For Colorado is a statewide initiative led by OEDIT focused on integrating health and wellness into the places Coloradans live, work and play. Its mission is to cultivate a culture of health and well-being in small businesses and communities to enhance economic vitality statewide. It aims to assist, recognize and connect the Coloradans through a three pillar model: 1. Free small business consulting: Provide health and wellness assistance to improve employee well-being leading to business vitality. 2. Statewide wellness council: Partner with the Governor s Council of Active and Healthy Lifestyles to enhance wellness efforts statewide. 3. Governor s Health and Wellness Awards: Incentivize cultivation of a culture of health among small businesses and communities through statewide recognition. For Colorado is a grant-funded initiative by the Colorado Health Foundation. It partners with various stakeholders to elevate wellness efforts currently being executed including Health Links, Small Business Development Centers, Colorado Department of Public Health and Environment, LiveWell Colorado, and Governor s Council of Active and Healthy Lifestyles. OEDIT HEALTH AND WELLNESS DEFINITION: OEDIT defines health and wellness as comprehensive and inclusive circle of well-being including: mental, spiritual, emotional, social, environmental, financial and physical aspects. OEDIT recognizes for a business to survive and thrive it is essential to nourish and cultivate human energy and support the wellness of their employees in all dimensions. It is inclusive of various aspects including but not limited to: Stress Management Mental Health Support Occupational Health & Safety Tobacco Control Nutritional Support Physical Activity Promotion Health Promotion Chronis Disease Prevention & Management Health Care Benefits Risk Management Flexible schedule Work for home options Maternal/paternity leave PTO/Vacation days/sick leave Social programming for employers Professional development opportunities Cultivating friendship at work Community benefit programs Volunteer days Physical energizing workspace design Align work with personal values Addressing diverse employees needs Page 2 of 9
3 Businesses supporting employee s comprehensive health and wellness experience impactful benefits contributing to their bottom line such as enhanced employee productivity, reduced absenteeism, and increased employee retention and attraction. II. GOVERNOR S HEALTHY SMALL BUSINESS AWARD: The Governor s Healthy Small Business Award will honor a small business excelling in supporting the health and wellness of their employees while simultaneously impacting business vitality. The award will lead to increased visibility of the winner s efforts leading to it being noted as a top place to work and attracting talent in a competitive market statewide. OEDIT is partnering with Small Business Development Centers (SBDC) to provide free consultation to small businesses in health and wellness. Furthermore, it is partnering with Health Links to elevate its mission of healthy business to foster a healthy, safe work environment to have healthier, happier employees and healthier bottom lines. These assistance resources are available for businesses interested in enhancing their health and wellness efforts. Benefits of the Award: 1. Governor s proclamation of being healthiest small business in the state 2. Press release from the Governor s office sent out to media outlets statewide 3. Feature story on OEDIT s website (choosecolorado.com) and social media channels. 4. Receive free health and wellness consultation specific to continuous improvement from OEDIT Health and Wellness Strategist. III. ELIGIBILITY 5. The Governor s Healthy Small Business award is available to all small businesses with fewer than 500 employees (Small Business Administration). Sole business proprietors are eligible to apply as well. 6. An elevated score will be given to businesses who have gone through Small Business Development Center (SBDC) health and wellness consultation process. If interested in undergoing the process online please visit coloradosbdc.org to request assistance specific to health and wellness. a. The Colorado Small Business Development Center (SBDC) Network is dedicated to helping existing and new businesses grow and prosper in Colorado by providing free and confidential consulting and no-or low-cost training programs. The SBDC strives to be the premier, trusted choice of Colorado businesses for consulting, training and resources. The SBDC Network combines the resources of federal, state and local organizations with those of the educational system and private sector to meet the specialized and complex needs of the small business community. 7. An elevated score will be given to businesses who have gone through Health Links certification, but it is not a requirement for consideration. If a small business has not already gone through the Health Links process, but fully commits to going through it in the coming 6 months they will also receive an elevated score. Please visit healthlinkscertified.com to begin the online assessment. a. Health Links is a signature program of the Center for Health, Work & Environment at the Colorado School of Public Health. Health Links collaborates with employers across the
4 state to build a culture of health and safety in the workplace. We assess organizations policies and programs, offer evidence-based recommendations in one-on-one advising sessions, connect employers with local resources, and certify qualifying employers as Healthy Businesses. IV. APPLICATION CRITERIA & REVIEW: The Governor s Healthy Small Business award will evaluate various components to sustaining and managing a healthy business including: program implementation, leadership support, employee involvement and an interview process. The following criteria and weighted scores are used by reviewers to evaluate and rank proposals on a 0-10 point scale. (See APPLICATION DOCUMENT for additional information): Narrative Questions (80%): Please use anecdotal examples to back-up explanation. o Business Health and Wellness a. Goals b. Program Summary & Organization Support c. Community Involvement & Collaboration d. Evaluation e. Outcomes & Planning 2. Interview Evaluation (20%) a. The top rated applications will go through an interview process conducted by OEDITs Health and Wellness Strategist with both leadership and employee perspective to verify application information and build anecdotal knowledge. b. Award applicants should be open to be in recorded as a resource of best practices and lessons learned related to health and wellness with small businesses. The review process incorporates a variety of professional representatives across disciplinary including: worksite wellness, public health, business consultants and economic development who will review, score and rank the application and support materials. Applicants will be notified via mid-january of the result of the Governor s Healthy Small Business award. V. ONLINE APPLICATION SUBMISSION The application portal is available online via The Healthy Business application can be found underneath the Health and Wellness tab. New users will need to register for an account on the Healthy Business Award Portal, and all users are required to login to the portal, update Account Profile and complete the online application. All narrative questions will be inputted into the online portal, and support materials will be uploaded into the online system. For additional help on using the online grant system, use the Resources section of the Healthy Business Award Portal which can be found at VI. SUBMISSION DEADLINE & TIMELINE Only online applications will be accepted. You must hit the submit button by 5:00pm MST on Friday, December 15, No Extensions will be granted. The Application will be open on September 19 th until December 15, Below is timeline of entire application process. Page 4 of 9

6 APPENDIX A APPLICATION CHECKLIST STEP 1: Read the Guidelines and Application Instructions thoroughly. Review the Guidelines and make special note of program requirements, required attachments and application deadline (December 15 th, 2017) Draft questions in application document for grammar and character count assurance. STEP 2: Complete required actions and updates. Each question text box allows a maximum of 3,000 characters (including spaces and punctuation) Uploads/Attachments o Provide in the order listed and save using the following naming convention as a template BUSINESS NAME_descriptive title (for example: ABCBusiness_ProgramSample) o Excess pages, items not listed in the guidelines or alternative formats are not acceptable STEP 4: Submit the application Review your completed application thoroughly and print a pdf copy for your files Call OEDIT staff with any questions at least a day or two before the deadline Hit the submit button with plenty of time before the 5:00 p.m. deadline Thank you for your time and effort in completing this application. 7 APPENDIX B APPLICATION CONSIDERATIONS: A guideline of criteria to consider when applying for the Governor s Health Business award. Comprehensive Health and Wellness Lens o Ensure when answering questions to be inclusive of OEDITs comprehensive definition of health and wellness: o Health and wellness is an inclusive circle of well-being including: mental, spiritual, emotional, social, environmental, financial and physical aspects. It is ideal for a workplace to foster work, life integration supporting every aspect of an employee s wellbeing. OEDIT recognizes for a business to survive and thrive it is essential to nourish and cultivate human energy and support the wellness of their employees in all dimensions. It is inclusive of various aspects including but not limited to: Stress Management Maternal/paternity leave Mental Health Support PTO/Vacation days/sick leave Occupational Health & Safety Social programming for employers Tobacco Control Professional development Nutritional Support Cultivating friendships at work Physical Activity Promotion Community benefit programs Health Promotion Volunteer days Chronis Disease Prevention & Physical energizing workspace Management design Health Care Benefits Align work with personal values Risk Management Addressing diverse employees Flexible schedule needs Work for home options Leadership Support o Major stakeholders (senior leadership) are mobilized and committed to integrate healthy workplaces into the enterprise s business goals and values o Key evidence of commitment is provided by developing and adopting a comprehensive policy backed by Employee involvement o Employees are actively involved in process of planning to evaluation considering their opinions, ideas and priorities o Broad participation among workers, employee goal-setting and collaboration with leadership Sustainability and integration: o Health workplace initiatives are integrated in the business s overall strategic business plan o Cross functional teams are used to reduce isolation of work groups o Wellness committee has been established and continuously improving programs o External influences such as lack of primary health care resources in the community are considered Page 7 of 9
8 Community Benefit o Collaboration with different community partners to benefit the community in innovative or philanthropic ways o Supportive of various family structures such as lactation rooms, childcare support, parental leave, flexible scheduling, etc. Replicable o Efforts within the workplace are able to be replicated among other businesses and are open to sharing resource Evaluation assessment o Able to contribute a positive change in the workplace due to employee wellness program (i.e. employee productivity, decreased absenteeism, lower medical premiums, improved employee morale) o Able to contribute a positive change to employees well-being due to wellness program (i.e. work/life integration, lower stress levels, physical activity, nutrition levels) Page 8 of 9

Goals are inclusive of employees needs and wants, while reflecting businesses values and expected outcomes. Health and Wellness program summary clearly describes and includes detail (e.g. population, numbers served, expected results). Strong leadership support and participation in programs. Employee involvement is drives decisions. Engagement committee or health and wellness champions are active. Medium Recommend with some Reservations 7-6 Health and wellness programming fulfills majority of health and wellness dimensions. Program is accessible due to location, appropriate costs, and/or ability to needs of employee. Goals reflect some SMART attributes. Goals reflect business values and some of employee s needs and wants; with expected outcomes. Health and wellness program summary has some detail and good description of expected outcomes. Leadership supports programs. Employees ideas are fostered in implementation. Low Do Not Recommend 5 Little or no evidence programs and services fulfill community needs and/or interest. Program is not accessible due to location, appropriate costs, and/or ability to needs of employees. Goals are ambiguous and/or not measurable. Goals do not reflect business values or employees needs/wants. Health and wellness program summary does not align with business values or employee s needs. Program is difficult to understand. Low leadership support, and participation in programs. Employees ideas are not fostered in program.

Planning is collaborative and inclusive of leaderships and employees. Medium Recommend with some Reservations 7-6 Business moderate involvement in their community supporting benefits for residents. Programs and volunteers Collaborations are varied, nature of collaboration is alluded to, and demonstrate some mutual benefit. Evaluative efforts are able to contribute change due to wellness program. Planning and goals are adequate and based on evaluation techniques; Planning takes into consideration leadership and employees perspectives. Low Do Not Recommend 5 Business demonstrates little or no involvement with their community. Collaborations are limited, superficial and demonstrate little benefit for one or more parties.
