4 Purpose of Evaluation Function Evaluation at UNICEF promotes organizational learning, accountability and transparency, with a view to strengthening performance and delivering better outcomes for children. 4
5 Evaluation Function -- Theory of Change (Simplified Version) Inputs Outputs Outcome Impact - Evaluation Policy - Planning - Resources - Guidance and Tools - Quality Assurance - Partnerships High quality evaluation + Effective knowledge management + Oversight of function + Enhanced evaluation capacity Evaluation evidence is harnessed to drive organizational learning, decision making and accountability Realising the rights of every child, especially the most disadvantaged 5
6 Governance of Evaluation Function The Executive Board approves the evaluation policy and endorses the multiyear work programme for the EO and budget. The policy provides the guiding principles for the evaluation function. The Executive Director ensures compliance with the evaluation policy across the organization, and safeguards the integrity of the evaluation function and its independence. The Evaluation Committee reviews and can endorse recommendations contained in the evaluation reports, Evaluation Office Peer Reviews and the GEP 6
7 Governance of Evaluation Function The Evaluation Office coordinates the evaluation function within UNICEF and conducts independent global evaluations. At Regional level, evaluation serves the Regional Management Teams for the purposes of accountability and learning by assessing national goals and the strategic aims of the programme of cooperation. Country Offices are responsible for ensuring resources, communication with government officials and other partners to facilitate the evaluation process Costed Evaluation Plans Integrated Monitoring and Evaluation Plans 7
8 Evaluation coherence within the UN system UNICEF support includes: Support to national governments to develop evaluation policies and frameworks - as encouraged through the UNGA Resolution on evaluation (2014). United Nations Evaluation Group (UNEG) Support to establishment of UNEG Humanitarian Evaluation Interest Group. Joint and Inter Agency evaluations 8
9 UNICEF support for global level collaboration UNICEF participation in global evaluation networks: EvalPartners: ALNAP: Launched International Year of Evaluation 2015: a year of evaluation activities around the globe culminating in a global EvalPartners Forum in Nepal that approved a Global Evaluation Agenda Supported the launch of new evaluation networks including EvalSDGs, EvalGender+, and EvalYouth Supported the launch of an evaluation e-learning course in Arabic Global implementation of a joint e-learning programme on evaluation of humanitarian action, matched by a dedicated effort within UNICEF on the same theme 9

11 External reviews of evaluation function and Management Responses The Global Evaluation Reports Oversight System (GEROS) Assesses Evaluation Report Rating System: Highly Satisfactory; Satisfactory; Fair, Unsatisfactory The Management Response System (MR) Supports planning, decision-taking, accountability and transparency. Improvements are needed in capturing all actions, supporting learning goals, and offering evidence of actions taken. 11
