1 War Child Job Description & Person Specification Summary Job title: Education in Emergencies Project Manager, Kabul, (Afghanistan) Contract Type: 12 months fixed term contract ( ends August 2018) International Position Reports to: Programme Manager, Afghanistan Working with Country Director, Finance & Operations Support Manager, Security Officer and other managers in Afghanistan Location Project and finance staff in Afghanistan, including technical advisors UK-based colleagues including Regional Programme Manager, Regional Programme Officer, and Technical Advisors Field Programmes and Project Coordinators in other countries, where relevant Local stakeholders and partners, including UNICEF, Education in Emergencies Working Group, (I)NGOs, local partner, donors, Ministry of Education and other War Child colleagues Kabul (Afghanistan) with frequent field visits. Overview: War Child UK works with children who, as a result of conflict, live with a combination of poverty, exclusion and insecurity. These children might include street children, child headed households, children conscripted into armed groups, and children who have been put in prison. Our mission is to support and improve the Afghanistan and protection of children and young people who live with a combination of insecurity, poverty and exclusion in some of the worse conflict-affected places. We look forward to a world in which the lives of children are no longer torn apart by war. This is a vision that can only be realised through the collective actions of children themselves, communities and their leaders, organisations like War Child, governments and key decision makers. Purpose of Post: War Child UK is recruiting a Project Manager for Education in Emergencies project who will coordinate programmes with local partner organisations, ensure these partners have the tools required to complete tasks and report effectively.

2 The Project Manager will provide critical support in new programme development and extending War Child s work nationally. The Project Manager will be line managed by the Afghanistan Programme Manager. The Programme Manager will provide direction on all issues related to programming, reporting, and monitoring and evaluation support with support from th Country Director. A) JOB SPECIFICATION: TASK AND RESPONSIBILITES: Project Coordination Prepare, update and implement project work plans on a monthly basis with input from partner and all members of team. Maintain coordination links by attending and contributing to the national Education in Emergencies Working (EiEWG) Group 2-weekly meetings Contribute information on WCUK activities and plans to the EiEWG Prepare regular reports, including humanitarian response indicators on budgets and expenditures to track spending and take corrective action if necessary. Ensure timely grant reporting that clearly relates to the stated indicators, goals and objectives of the grant and relate expenditures to activities. Security situation permitting, facilitate visits to the project site by donor representatives and auditors Lead in technical inputs for the development of proposals with similar objectives Hold regular meetings with donor on any identified issues for project amendments Work closely with the district Education Offices and other stakeholders in the implementation of the project Capacity Building and Training of local partner organisations Identify needs and design capacity building programme for partner in key areas including child protection, programme management, donor compliance, monitoring and evaluation and potentially, financial and HR management and other identified needs Deliver training and where appropriate enlist external expertise Provide ongoing training and support to partner organisation in child protection issues Comply fully and ensure partner compliance with War Child s Child Protection Policy Monitoring and Evaluation Perform project monitoring and evaluation in line with donor reporting requirements and logframe Maintain database with beneficiary numbers Facilitate internal and external evaluations of the project, using these as opportunities to elicit and document achievements, challenges, learning and opportunities Use lessons and learning from project to support proposal development for similar projects Compliance

3 Comply fully with War Child s finance, procurement, security and child safeguarding policies and procedures. Ensure that receipts and supporting documents are provided in line with War Child s requirements. Liaise with the Country Director, Programme Manager, Finance and Operations Support Manager and London based colleagues to resolve any budgeting issues Ensure partner compliance with all of the above. Assist Programme Manager in identifying and approaching in-country donors for funding of new projects Programme Development Participate in field assessments and donor liaison as appropriate B) PERSON SPECIFICATION ESSENTIAL CRITERIA: War Child s office is a lively and fast-paced environment made up of a team of extremely dedicated staff & volunteers. We re looking for someone who can fit in well and bring their personality, creativity and professionalism to our communications and the wider charity. Experience and mandatory criteria: Eligible to work in Afghanistan and travel to the countries in which War Child operates Significant years of experience in: Child protection work in emergency and transitional settings Previous international experience implementing education in emergencies projects at national level Previous experience working with UNICEF funded projects and reporting requirements in education in emergencies Knowledge of Inter-Agency Network for Education in Emergencies Minimum standards In the delivery and supervision of projects in conflict and post conflict environments o Which combine direct service delivery, capacity building, and advocacy o Through direct implementation and in partnership with local NGOs Project management People management Sound knowledge of participatory approaches Developing new projects Working in locations with strict security management Setting up and implementing monitoring and evaluation systems Grant management and reporting experience of working on institutional grant funded projects would be an advantage Rigorous budget and expenditure management

4 Technical Skills/Expertise: Master s Degree or equivalent experience Excellent (written and verbal) English Competencies (Soft Skills): Good interpersonal and communications skills Team player Excellent analytical skills A commitment to participatory approaches Ability to be administratively self-sufficient Flexible and willing to support others at times when particular organisational priorities take precedence Patient and appreciative of the circumstances faced by Field staff Willingness and ability to travel to War Child country programmes Commitment to War Child s aims, values and mission Desirable Criteria: Experience in the delivery and supervision of IDP/returnee assisted education projects in conflict and post conflict environments Best practice knowledge of child protection, gender sensitivity, school management committees, the protective environment framework and child rights programming C) CONTRACT TERMS Working Hours: Full-time Probation: 6 months Start date: September 2017 Salary: 29,909-35,832 ( depending on experience) per annum with other benefits Plus, 30 USD Per Diem/Daily living allowance when in country of post.
