3 RECRUITMENT RULES OF THE MISSOURI STATE UNIVERSITY PANHELLENIC ASSOCIATION Code of Ethics We, the members of women s sororities at Missouri State University, agree to promote honesty, respect, sisterhood and cooperation within the College Panhellenic and our respective chapters and in our daily lives. This code of ethics is designed to inspire our members, reinforce exemplary conduct and valuesbased leadership, and perpetuate lifelong membership to enrich the sorority and Panhellenic experience. We, as Panhellenic women of Missouri State University, agree on and commit to: Uphold and demonstrate the Panhellenic spirit in thought, word and action through our chapters as well as individual members. Demonstrate ethical behavior and conduct ourselves in a manner consistent with the mission and values of the Panhellenic Association, each inter/national organization and our institution. Respectfully adhere to the Unanimous Agreements and all policies established by the National Panhellenic Conference. Avoid disparaging remarks about any sorority or collegiate woman and refrain from discussing Panhellenic matters with nonmembers, in accordance with the dignity and good manners of sorority women. Recognize friendly relations with all collegiate women, both sorority members and nonmembers, realizing the importance of creating and building friendships. Plan recruitment events that provide opportunities for the greatest possible number of women to become sorority members while protecting the rights and privileges of individuals and the chapters. Provide a safe, positive and enriching recruitment experience; understanding that membership is a social experience arrived at by mutual selection. Strive to be truthful, honorable, open and friendly to all potential new members during all recruitment events. Be respectful of the rights of every potential new member to make her own choices, including the right not to join the women s sorority community. Refrain from limiting a potential new member s chances of becoming a member of the Panhellenic community by encouraging her to make a single intentional preference or to limit her choices. We, as Panhellenic women of Missouri State University, also agree on and commit to: Respectfully adhere to the bylaws and recruitment rules of the Missouri State University Panhellenic Association. Abide by all local and federal laws and NPC inter/national member organization bylaws. Hold one another accountable to these standards, remembering at all times that we represent not only our individual chapters but also the Panhellenic community as a whole. Promote a Go FSL attitude at all times. Follow Missouri State University, FIPG, state, etc., policies during recruitment. Follow specific time periods per event throughout recruitment. In the event that a chapter violates this time increment, an infraction will result in a specific fine related to the time a potential new member spends inside a chapter house after the event is over. Ensure that all conversation by active members, Panhellenic affiliates, or alumnae with regard to sorority recruitment or sorority membership will be: Non-competitive in nature Based on personal experience Not based on rumor or innuendo Not referring to bids or a PNM s status in the recruitment process Ratified 05/03/2017 3

4 Ensure each chapter executive board set up a chain of command as to who they should call if a situation arises. One chapter member (preferably the President, Standards, or Recruitment Chair) should be delegated to contact the VP of Recruitment with questions or concerns regarding this Code of Ethics. This is intended to keep consistent communication between chapters and the Panhellenic Council. As Panhellenic women of Missouri State University, these are the tenets by which we strive to live. 5 I. Statement of Positive Panhellenic Contact Recruitment Rules We, the women of Missouri State University, will promote Panhellenic-spirited contact with all potential new members throughout the year. Strict silence will begin at the time of MRABA signing and last until bid distribution on Bid Day. No sorority member, including alumnae and new members, may communicate or live with potential new members during this period. Strict silence is defined as verbal, nonverbal, written, printed, text message and electronic communication or communicating through a third party. If potential new members live in a residence hall with sorority members, only casual greetings and contact are permitted. II. Statement of Adherence to NPC Unanimous Agreements and Policies Regarding Recruitment All NPC member organizations represented at Missouri State University believe in strictly adhering to NPC Unanimous Agreements and policies. All organizations will follow these valued and non-negotiable policies during the recruitment process. III. Statement of Values-Based Recruitment All NPC member organizations represented at Missouri State University will promote the following practices during membership recruitment: 1. Engage in values-based conversations. 2. Choose recruitment activities and behaviors that reflect the core values of our organizations. 3. Make informed choices, based on shared values, about potential new members. 4. Educate potential new members about the values, benefits and obligations of sorority membership. In accordance with NPC policy, Missouri State University recruitment events do not include skits, elaborate decorations, and costumes. IV. Statement of Membership Recruitment Acceptance Binding Agreement (MRABA) The Missouri State University Panhellenic Association will uphold and use the membership recruitment acceptance binding agreement (MRABA) for each potential new member interested in joining a sorority, whether during formal or informal recruitment. We agree to all policies and steps pertaining to the MRABA. V. Statement of Automatic Reset of Total Total is the allowable chapter size as determined by the College Panhellenic. To allow chapters to achieve parity as quickly as possible, total will be automatically adjusted every regular academic term. This is to be done no later than 72 hours following bid distribution in the academic term that primary recruitment is held and within one week (no more than seven days) from the start of the academic term(s) in which primary recruitment is not held. Total will be determined by average chapter size (MCS). VI. Statement of Nondiscrimination Ratified 05/03/2017 5

6 As in the policy of Missouri State University, the Panhellenic Association and its member chapter do not discriminate on the basis of race, color, religion, national origin, ancestry, disability, age, sexual orientation, political affiliation, or veteran status in employment or in any program or activity offered or sponsored by the University. 7 Continuous Open Bidding Policies 1. For NPC organizations, Continuous Open Bidding begins immediately after bids are extended following formal membership recruitment and continues through the spring semester. 2. For associate members of the Panhellenic Association, Continuous Open Bidding begins at the beginning of the fall semester and continues through the spring semester. 3. There will be a no-bid period during the time between the first day of classes of the Spring Semester to reset of total. There are to be no bids extended or recruitment events. 4. During this time, all chapters should maintain a Go FSL attitude. Any sort of promotion for an individual chapter s recruitment during this time is prohibited. This includes: a. Tabling on campus b. Setting up in person meetings with PNM s for the purpose of discussing recruitment c. Any act showing preferential treatment to PNM s and/or bid promising 5. The Panhellenic Association will host a Spring Recruitment period for all chapters eligible to accept members during the spring semester. Panhellenic Spring Recruitment will begin on/after the scheduled PHA information night. 6. No restrictions are placed on times, locations, or types of recruitment events during continuous open bidding; however, all applicable membership recruitment guidelines will be enforced. 7. Continuous open bidding activities must follow the Recruitment Rules and Code of Ethics. 8. Eligibility and Expectations of Prospective Members. a. Any woman enrolled at Missouri State University and in good standing with the university is eligible for continuous open bidding as long as she has not signed a Membership Recruitment Acceptance Binding Agreement or a Continuous Open Bidding Acceptance Binding Agreement during or following the last primary recruitment period. b. A signed Continuous Open Bidding Membership Acceptance Binding Agreement card must be filed with the Panhellenic Advisor one business day after a prospective member accepts an invitation for membership. 9. Extension. In the event that the Panhellenic Association has completed the NPC Extension process and the colonization of a new NPC organization is occurring following the formal membership recruitment period, the Panhellenic Association will place a moratorium on continuous open bidding for a period of no longer than three weeks until the new group has finished recruiting. 8 Formal Recruitment Policies 1. Recruitment Outfits a. Chapters must submit recruitment outfit guidelines and recruitment theme (if applicable) to the Panhellenic Association between April 9th, 2018 to April 11th, 2018 for approval. b. Chapters may not mass order garments to be worn during recruitment, with the exception of a shirt with the chapter name/letters on it. c. With the exception of a chapter shirt, chapters cannot make it mandatory for members to purchase a specific garment or accessory. The chapter may define color schemes, but such articles should reflect members individual style. 2. Formal Recruitment Marketing a. Chapters should promote Fall Recruitment rather than their own chapter through all social media outlets from the date registration opens through the completion of bid day. b. Social Media promotion should show that ALL chapters letters are displayed equally or should have a Go FSL message. c. The overall message of social media promotion and banners (profile and cover photos, etc.) must be GO FSL! Go FSL must be bigger than Greek letters. d. The point of marketing during this time is to encourage women to participate in Fall Recruitment rather than to market individual chapters. e. Outside of the Formal Recruitment period, no promotional/recruitment videos may be released without prior approval from the Panhellenic Association. f. Chapters may release promotional videos before the end of the Spring 2018 semester, but these videos cannot be shared/retweeted/reposted by official chapter accounts from May 21 st, 2018 to Bid Day. 3. Recruitment Videos a. Recruitment Video Timeline i. A full outline for the recruitment video must be submitted to the Panhellenic Vice President of Recruitment and Panhellenic Advisor before filming begins. Outlines should be submitted no later than Friday, June 1, ii. Each chapter s finished recruitment video should be submitted to the Panhellenic Vice President of Recruitment and Panhellenic Advisor by Friday, July 13, iii. The Panhellenic Association will review recruitment videos and return a list of iv. necessary changes to the chapter Recruitment Chair by Friday, July 27, Final recruitment videos should be submitted to Panhellenic by Friday, August 10, b. The purpose of the recruitment video is to showcase the chapters sisterhood and provide an authentic depiction of the chapter. This should be kept in mind as the videos are being produced c. Chapter recruitment videos cannot exceed 10 minutes. d. At least 50% of the recruitment video must feature dialogue/testimonials from members about their experience in the chapter. e. Defamatory language, alcohol consumption, and drug use are strictly prohibited. This includes perceived use, such as open containers or cups (i.e. solo cups) that could portray alcohol consumption. f. Men are not permitted to be in any scene of the recruitment video, other than a preapproved philanthropy. g. Fraternity letters should not be present during any part of the recruitment video. h. Recruitment videos should not mention or depict any other chapters. i. Recruitment videos should not portray damage to property of the University or property of a member of the University community or other personal or public property. This includes entering the fountain, soaping/coloring, etc. Ratified 05/03/2017 8

9 j. There cannot be anything filmed that is a violation of local, state, or federal law, or a Missouri State University policy. This includes more women in a car than seatbelts, or not wearing a seatbelt while the car is in motion. k. Only active chapter members at the time of filming are permitted to appear in a recruitment video. l. All filming for the recruitment video should take place in the chapter facility or on the chapter s property, on the Missouri State University campus, or at registered Fraternity and Sorority Life events. Events for videos outside of Missouri State s campus must be registered. m. Core values of the organization must be included in the recruitment video. Examples include academics/scholarship, service, philanthropy, leadership, sisterhood, etc. n. Pi Chi's and Panhellenic officers should not be present in any part of the video. 4. Spirit Week a. Spirit Week will begin the Monday, August 13, 2018 prior to the first week of classes and conclude on Saturday, August 18, Chapter are permitted to begin their Spirit Week on Sunday, August 12, 2018 if they intend to hold sisterhood-focused activities that day. b. Chapters may only practice chanting, door jams, or play amplified music out of the house between the hours of 11:00 am and 8:00 pm during Spirit Week unless they have received prior approval from the Panhellenic Association. c. Mock Recruitment. All chapters will participate in mock recruitment during Spirit Week unless they have received prior approval from the Panhellenic Association. The Panhellenic Vice President of Recruitment is responsible for creating and distributing the mock recruitment schedule prior to Spirit Week. d. House Checks. Chapter houses will be checked during Spirit Week by the Panhellenic President, Vice President of Recruitment, and Advisor. Anything deemed inappropriate will be flagged for removal. Inappropriate items include: alcohol/drug paraphernalia, pictures of disaffiliated women, anything displaying profanity or inappropriate behavior, and fraternity letters. e. Chapters are not permitted to have mandatory recruitment practice starting the first day of school through the beginning of recruitment. f. Chapters may not utilize a men s fraternity or groups of fraternity members for conversation practice or mock recruitment any time during Spirit Week or the first week of school. g. Chapter will hold values-based conversation workshops three out of the five days during Spirit Week. The educational speaker can count as a values-based conversation workshop. This will be documented in the Spirit Week Schedule to the Vice President of Recruitment. Spirit Week Schedules will be due June 29 th, Residence Hall Policy a. Chapter members living in the residence halls will not decorate their rooms with their chapter affiliation until after Bid Day. b. Resident Assistants do not need to move out of the residence halls during recruitment but should remain unaffiliated from their chapter until Bid Day. They will still participate in recruitment events with the chapter. c. Chapter members living in the residence halls can interact with potential new members, however they should not recruit for their own chapter. Ratified 05/03/2017 9

10 6. Each chapter should update their roster with the Office of Student Engagement prior to the first day of formal recruitment. 7. Fraternity members and potential new members should not exchange gifts (promotional materials, party favors, letters, meals, coffee, etc.) at any time. This rule prohibits both the giving and reading of letters to PNMs, taking anything outside of an event, or purchasing anything for a PNM or a PNM purchasing anything for a fraternity member. This excludes cups and/or napkins that a PNM inadvertently takes outside of an event. 8. From the end of Spirit Week until the day following Bid Day, a sorority member cannot wear shirts with other chapters letters on it. No sorority/sorority function shirts, sorority/fraternity function/pairing shirts, or fraternity function shirts. This excludes all FSL shirts that are mandatory for all chapters. 9. From the beginning of Formal Recruitment activities through the accepting of Formal Recruitment bids, no chapter shall directly or indirectly contact a potential member outside of structured recruitment activities about the recruitment process. 10. Recruitment Decorations a. Ideally, each home should be decorated as it would be for any other public viewing event, keeping in mind a values-based recruitment. b. Elaborate decorations are not allowed. It is at the discretion of the Vice President of Recruitment and her advisor if it is considered an elaborate decoration. If there is an elaborate decoration that is not explicitly written, you will be given a warning to take it down. If any of the decorations listed are present during recruitment, it will be an immediate infraction. Examples of elaborate decorations include: i. Balloons ii. Streamers iii. iv. More than 1 bouquet of flowers per table Clothing hung outside of closets i. T-Shirts/Sweatshirts are allowed. v. Personal room decorations are allowed. vi. Door Beads vii. Costumes viii. More than one large (queen size sheet) banner displaying chapter letters, crest, and/or chapter saying inside the house. ix. *Avoid galleries composed of canvases and clothes in the common area. x. Chapters may have one large banner displaying chapter letters, crest, and/or chapter saying inside of the house. xi. No decorations are permitted outside or visible from outside of the chapter houses. 11. Recruitment Events c. Membership recruitment events should be held in the women s fraternity houses or in an on-campus facility approved by the Panhellenic Association. d. Chapters can open their doors 5 minutes prior to the start time of a recruitment event. e. Potential new members can enter the chapter house one minute prior to the start time of an event. The recruitment event begins when the first potential new members crosses the threshold of the facility. The event ends when the last potential new member crosses the threshold of the facility. The time between the entrance of the first potential new member and the exit of the last potential new members should not exceed the time allotted for each recruitment event in the Formal Recruitment schedule f. Only national fraternity representatives, house directors, alumnae, advisors, and active members of the fraternity should assist the chapter during formal recruitment. Ratified 05/03/

11 g. Only active chapter members should engage in conversation with potential new members. Alumnae and house directors may address potential new members as a group but should not engage in one on one conversation with potential new members during formal recruitment events. h. Aside from the President and VP of Recruitment there will be no banging on the walls of chapter house, stomping, or jumping at any time during any recruitment event. Chapters may only use one speaker. Singing or chanting outside the house is not permitted i. When talking to PNMs, conversations must not include any questions or comments regarding another sorority or a member. Any negative discussion of affairs of one sorority or sorority woman by another conflict with the NPC Unanimous Agreements and Code of Ethics. j. Bid-promising. Any statement by an individual, which indicates that a sorority wishes or intends to keep a PNM, is considered bid-promising. Examples include, but are not limited to: i. I want you for my little sister, ii. We have a place for you, iii. You will be on our bid list, iv. You ll have your choice of sororities, v. You ll make a great (sorority name), vi. See you tomorrow/later. vii. I can t wait to see you again. viii. I hope you find your home here. ix. I couldn t see you anywhere else. These statements or variations of these statements are not allowed. k. Chapters must provide Panhellenic Officers and Panhellenic Counselors with at least a comfortable room and water during all events of Formal Recruitment. 12. Bid Day a. Themes, t-shirts, and activities should be inclusive, non-offensive to any individual/group of individuals, and should in no way violate the Panhellenic Code of Ethics. b. Chapter Bid Day t-shirts should be the same for active members and new members. Chapters are not permitted to provide different colored t-shirts or shirts with different designs for active and new members. c. Themes, t-shirt proofs, and Bid Day activity plans may be changed at any time up until August 1 and if changes do not conflict with the plans of another chapter. d. Official Bid Day themes, t-shirt proofs, and Bid Day activities are due to the Vice President of Membership Development on August 1, e. Approval of Bid Day themes, t-shirt proofs, and Bid Day activities will be left up to the discretion of the Director of New Member Education and Panhellenic Advisor. f. The alteration of themes, t-shirt proofs, and Bid Day activity plans without notification/approval of the Director of New Member of Education is prohibited. g. Bid Day shirts for the New Members will be distributed upon arrival at their respective chapter houses. h. The only individuals that should be present at Bid Day are active chapter members, alumnae, new members, chapter advisors, and individuals required for execution of the approved Bid Day activities. 12 Guidelines for Potential New Members 1. Potential New Member s Bill of Rights a. The right to be treated as an individual b. The right to be fully informed about the recruitment process c. The right to ask questions and receive true and objective answers from recruitment counselors and members d. The right to be treated with respect e. The right to be treated as a capable and mature person without being patronized f. The right to ask how and why and receive straight answers g. The right to have and express opinions to recruitment counselors h. The right to have inviolable confidentiality when sharing information with recruitment counselors i. The right to make informed choices without undue pressure from others j. The right to be fully informed about the NPC Unanimous Agreements implicit in the membership recruitment acceptance binding agreement (MRABA) signing process k. The right to make one s own choice and decision and accept full responsibility for the results of that decision l. The right to have a positive, safe and enriching recruitment and new member experience 2. A potential new member is eligible to participate in recruitment if she is a regularly matriculated student at Missouri State University. 3. A potential new member shall not be, or have ever been, an initiated member of an NPC group. 4. Potential new members interested in formal recruitment shall register by Sunday, August 19, 2018 at 11:59 PM and pay the $50 recruitment fee. Failure to complete either will result in her ineligibility to participate in formal recruitment for that year. 5. Potential new members must provide their own transportation to and from all formal recruitment events. 6. A potential new member shall consult her Panhellenic Counselor (Pi Chi) before withdrawing from the formal recruitment process. 7. Classes, mandatory university athletic/band practices, and personal or family emergencies will be the only excused absences from recruitment. All conflicts with the recruitment schedule must be indicated through the recruitment conflict form. Ratified 05/03/

13 Guidelines for Disaffiliation of Panhellenic Officers and Panhellenic Counselors (Pi Chis) 1. Panhellenic Counselors and Panhellenic Officers will disaffiliate when required. 2. Partial Disaffiliation. Recruitment Counselors and Panhellenic Officers are expected to begin partial disaffiliation on Friday, June 8th, a. Panhellenic Counselors and Panhellenic Officers should maintain a mindset of disaffiliation when talking to potential new members at Student Orientation, Advisement, and Registration (SOAR) sessions and to promote Panhellenic recruitment rather than their own chapters. b. Panhellenic Counselors and Panhellenic Officers should remove any indication of their affiliation from their social media accounts (Facebook, Twitter, Instagram, Pinterest, Tinder, VSCO, etc.) or privatize their accounts until the completion of formal recruitment. c. Panhellenic Counselors and Panhellenic Officers are permitted to wear letters, use/carry items with their affiliation on them, attend chapter meetings and events, and represent their organization during on-campus events. d. Panhellenic Counselors and Panhellenic Officers are not expected to unfriend, block, etc. any potential new members on social media that they had relationships with prior to their selection as a Panhellenic Counselor or election as a Panhellenic Officer. 3. Complete Disaffiliation. Recruitment Counselors and Panhellenic Officers are expected to begin complete disaffiliation on Tuesday, July 31st, a. No symbols of affiliation (sorority letters, jewelry, tattoos, car stickers, etc.) may be worn or visible at any time until the Panhellenic Counselor affiliation reveal on Bid Day. b. Casual contact between members and Panhellenic Counselors or Panhellenic Officers is allowed prior to the beginning of formal membership recruitment, but conversations should be Panhellenic-spirited. Panhellenic Counselors and Panhellenic Officers living with chapter members must be careful to limit conversation in their homes to normal, non-recruitment discussion. c. Panhellenic Counselors should never discuss potential new members with anyone in their chapter. There should be no contact with chapter members or advisors during formal membership recruitment. Any contact during formal membership recruitment should be limited to casual greetings. d. Panhellenic Counselors and Panhellenic Officers may not attend chapter meetings, chapter executive board meetings, council meetings, recruitment practices, educational programs, spirit week events, or other chapter affiliated events until the conclusion of Bid Day. e. Disaffiliated women should not enter their chapter facilities from the first day of Spirit Week through Bid Day, unless instructed to do so for recruitment purposes. f. Disaffiliated women living in chapter facilities should move into an alternate residence from the time of the PNM Recruitment Orientation through Bid Day. Ratified 05/03/

14 Recruitment Budget Budget Timeline 1. A tentative budget should be submitted to the Panhellenic Association on Sunday, August 12, 2018 in the format requested by the Panhellenic Association. This draft budget should list expected purchases and the expected amount to be spent on these purchases, as well as expected donations. 2. Finalized budgets of all funds spent on recruitment should be submitted to the Panhellenic Association on Monday, September 10, Finalized budgets should include an itemized list of purchases/donations in each category, the quantity of each item, the cost of each item, and copies of receipts or invoices for each purchase. Budget Guidelines 1. Recruitment budgets should not exceed $5,000 for each chapter. No sorority may exceed this cost for any reason without extraordinary reason and prior knowledge and approval from the Panhellenic Association. 2. All donations, including those from alumnae, collegians, and parents for spirit week must count towards the $5,000 budget. 3. No more than $500 should be spent on the recruitment video. If an active chapter member creates and produces the recruitment video, the cost of the member serving as videographer does not need to be included in the budget. 4. Budget categories include the recruitment video, decorations, refreshments, supplies, and miscellaneous. 5. Food purchased for active chapter members to consume during Spirit Week does not need to be included in the budget. Ratified 05/03/

19 Recruitment Infraction Fines Late Lists in Computer Matching System: 1. Each chapter will be fined for failure to submit their invitation list in Computer Matching System by the deadline specified in the recruitment schedule according to the following: Time after Deadline Fine($) 1 minute - 15 minutes $ minutes - 30 minutes $ minutes - 45 minutes $1, minutes - 60 minutes $1, minutes - 75 minutes $1, minutes - 90 minutes $1, minutes minutes $2, minutes minutes $2,250 After 120 minutes, the fine will continue to increase at a rate of $250 for every 15 minutes until the list has been submitted correctly in Computer Matching System. Recruitment Event Time Violations 1. Each chapter will not be fined for the first event time violation. 2. For two or more event time violations, each chapter will be fined according to the following: Time (seconds) After the Event Ends Fine($) 0-9 seconds $0 10 seconds $50 11 seconds $55 12 seconds $60 13 seconds $65 14 seconds $70 15 seconds $75 After 15 seconds, the fine will continue to increase at a rate of $5 for every second the event continues until the last PNM crosses the threshold of the chapter facility.
