1 COLLEGE OF RESPIRATORY THERAPISTS OF ONTARIO ORDRE DES THÉRAPEUTES RESPIRATOIRES DE L ONTARIO Request for Proposals: Behaviour-Based Interview (BBI) Competency Assessment Tool Summary of RFP The CRTO is issuing an RFP in support of an initiative to develop an interview tool and report to be used in the assessment of an individual s ability to perform the entry-to-practice competencies for Respiratory Therapy in Ontario. About the College of Respiratory Therapists of Ontario (CRTO) The College of Respiratory Therapists of Ontario (CRTO) regulates the profession of Respiratory Therapy in Ontario. The CRTO is one of 26 self-governing health Colleges established by law. It is not a teaching institution. The CRTO is dedicated to supporting Respiratory Therapists in their delivery of high quality, safe and ethical care to the public of Ontario. One of the ways of ensuring these high standards of care is by establishing standards and guidelines for Respiratory Therapy. The CRTO aims to ensure that anyone using the title "Registered Respiratory Therapist" (RRT) has the knowledge, skills and abilities or competencies to meet those standards. Rationale for the RFP The CRTO receives nearly 150 applications for registration annually with roughly 20 of these from internationally-educated healthcare professionals. As the regulatory body for Respiratory Therapy in Ontario, the CRTO is responsible for appraising the previous education and experience of all applicants as a means for determining the individual s ability to perform the entry-to-practice competencies required for registration with the College. For those individuals who did not train at a recognized Canadian educational institution, this is done through a series of steps: Establishing language proficiency in French or English, assessing academic credentials, assessing any profession-specific credentials, and
2 finally by assessing an individual s competencies. This final stage is currently performed using a structured interview using standardized questions and is conducted by a trained assessor. The content directly reflects the competencies detailed in the CRTO s Standards of Practice and in the Canadian National Competency Profile for Respiratory Therapy, developed by the National Alliance of Respiratory Therapy Regulatory Bodies (NARTRB). Upon completion of this assessment, a recommendation is provided to the Registration Committee which reviews the matter and decides: (1) to grant registration, or (2) to refuse registration on the grounds that additional training is required. This remediation can range from a small bridging program or the completion of a single online course, to the completion of a full academic program in Respiratory Therapy, depending on the nature of any identified gaps. As a high stakes assessment, the quality and accuracy of the tools and processes used are of great importance. The benefits of adopting a behaviourally-based interview as the basis for our competency assessment include the applicant s ability to draw on their practical experience for assessment purposes, a diminished degree of subjective analysis of an applicant s responses, and the associated psychometric rigor of the process. Project Goals Using behaviour-based interviews/behaviourally-anchored rating scales (BBI/BARS) as a foundational methodology: Develop an interview tool that will appraise an individual s ability to perform the entry-topractice competencies as described in the National Competency Profile for Respiratory Therapy and the CRTO Standards of Practice; Develop a report that details the results of the interview, identifying which competencies were met and outlining any identified gaps; and Develop a validation and evaluation roadmap to facilitate ongoing revisions by the CRTO. Functional Requirements / Ownership All products from this initiative will become the intellectual property of the CRTO, with all rights and privileges associated with that ownership. The products must be optimized for subsequent translation to a digital/online solution (e.g., for alignment with an imis database, for use on a content management system, for integration with existing or future CRTO IT and software solutions). The final interview tool and report must clearly map the competencies being assessed against the specific competencies in the National Competency Profile.
3 The College of Respiratory Therapist of Ontario has a requirement to uphold the principles of transparency, objectivity, impartiality and fairness in our practices. We also bear a duty of confidentiality with respect to information that is not intended for public disclosure. These responsibilities extend to any third parties and these responsibilities will be outlined in the contractual agreement for this initiative. Reporting Relationship with the CRTO This project will report directly to the Registrar and CEO of the CRTO. Most discussions relating to content will be directed to the Manager, Registration. Discussions of a technical nature (i.e., IT, database, etc.) will typically involve the Communications Co-ordinator. Project Deliverables The CRTO is seeking proposals from vendors who will be able to: 1. Develop an interview tool and report based on BBI methodology to be used to assess an individual s ability to perform the entry-to-practice competencies outlined in the National Competency Profile for Respiratory Therapy in Canada and in the CRTO Standards of Practice. 2. Detail and prepare the validation and evaluation processes to be used following implementation of the interview tool and report. 3. Train existing CRTO staff as assessors in the use of the tool and report. 4. Present the final products to the members of the Registration Committee. Timeline for Project Interview Tool and Report Completion Completion Date: March 01, 2013 Validation and Evaluation Plan Completion Date: March 01, 2013 Assessor Training/RC Final Presentation Completion Date: April 01, 2013 Proposed Budget The budget envelope for the entire project (4 deliverables) is $25,000.
4 Vendor Selection The successful vendor will be selected on the following criteria: Demonstrated content expertise in the methodologies of BBI/BARS Experience in developing interview tools using a BBI/BARS methodology Experience in health care and in working with regulatory bodies for health professions (specifically in the areas of registration, quality assurance and investigations/ complaints/reports) Psychometric expertise Experience in developing IT and software-based solutions for paper-based processes Experience in working with not-for-profit organizations Familiarity with the processes and challenges faced by IEHPs when applying for registration in Canada Creativity, attractiveness and simplicity of use of the final products Ability to deliver on the proposed timeline and budget Information to include in a proposal: Vendor company information o Company background/history o Quick overview of services and capabilities o Management or key personnel bios o Contact information Vendor s proposed solution Basic summary of the solution o Solution methodology/process o Development plan o List of tasks o Timeline Details on proposed solution o Original ideas strategy, creative, etc. o Features and functionality o Options and add-ons o Scalability o Technical requirements Proposed budget o Cost of services o Required 3rd party costs
