2 DEVELOP GUIDELINES FOR MIXED INCOME HOUSING DEVELOPMENTS / PROJECTS IN THE CONTEXT OF SUSTAINABLE HUMAN SETTLEMENTS AND INITIATIVES BETWEEN THE PRIVATE SECTOR AND GOVERNMENT 1. INTRODUCTION & BACKGROUND The Housing Development Agency (HDA) is a national public development agency established by an Act of Parliament (Act 23 of 2008).The HDA promotes sustainable communities by making well-located land and buildings available for the development of housing and human settlements. The Housing Development Agency (HDA) Act 2008, in terms of the Functions of the Agency under Section 7.1, The Agency must (j) Assist organs of state in dealing with housing developments that have not been completed within the anticipated project period; (h) Undertake such project management services as may be necessary including assistance relating to approvals required for housing developments (e) Enhance the capacity of organs of state including skills transfer to enable them to meet the demand for housing delivery (f) Ensure that there is collaboration and intergovernmental and integrated alignment for housing development services As part of best practice and continuous improvement towards the delivery of mixed and integrated human settlements development, it emerged that there is a need to develop guidelines that will support and guide the delivery of mixed income housing developments / projects. 2. OBJECTIVES OF THE PROJECT The objective of this exercise is to: Develop guidelines for mixed income housing developments / projects in the context of the creation of sustainable human settlements and encouraging initiatives between the private sector and the spheres of government as well as scoping a role for the HDA 3. PROJECT SCOPE OF WORK The successful service provider/consortium will be responsible for the following: Identification of such projects by name and location (area of jurisdiction) in various provinces, metros and larger municipalities covering various types of mixed income housing projects and benchmarking on them as case studies. To mention but a few of such projects that the service provider may want to consider to use as case studies for the purposes of this exercise may be (but not limited to) the following:
3 o Cosmo City (Johannesburg, Gauteng) o Amalinda (East London, Eastern Cape) o Pennyville (Johannesburg, Gauteng) o Hull Street (Kimberly, Northern Cape) o Sakhasonke (Port Elizabeth, Eastern Cape) o Fleurhof (Johannesburg, Gauteng) o Olivienhoutbosch (Johannesburg, Gauteng) Identification of the various issues and challenges encountered by such developments in their entirety leading to difficulties in the implementation thereof through the various stages of the project (inception, planning and implementation) Reporting on the possible processes and recommendations undertaken towards resolving the issues and challenges in the implementation of the said projects as a guide to government role players and the HDA who will be structuring such projects Looking into the legal, financial implications and development outcomes associates with mixed income housing development and justifying the value-add from the various role players/partners in the project and process Assessing the mix in unit types, sizes, tenure and safety options to be considered when planning towards or the implementation of such developments as well as contributing to the creation of sustainable human settlements and national government priorities Assessment of the appetite towards the implementation of such projects through Public Private Partnerships (PPP) or other arrangements touching on the various models of approach towards the realization of these developments and proposals thereon for government and the HDA Highlight the various positive contributions and off-spins that these mixed income development have towards sustainable human settlements. Highlight the impact that is realised through mixed income housing developments in terms of social, economy and environmental aspects, etc. Develop and compile key support tools and a set of guidelines for provincial and municipal officials as well as for the HDA based on the lessons learnt and experiences in planning, packaging, facilitating and implementing these projects. Providing the support tools and services that were utilised in the case study projects as examples for further development and use Develop a process flow (key actions and milestones) that would capture the whole development cycle from the project initiation through to ongoing management (post occupation of development). Look at the role that the HDA can play in such projects going forward and in context of its legislation as well as national government priorities The HDA would prefer companies and/or organisations with the following skills and expertise to be involved in this work: Human settlement research and experience as well as case study research experience Understanding of government housing delivery context, policies and requirements Understanding of private sector housing development and project packaging either mixed income developments or mixed use developments with a residential component Financial modelling insight and legal structuring and approaching of such projects Project implementation and planning experience Experience in the development/drafting of guidelines as well as supporting templates and tools
4 The project will be managed by a project team within the HDA and the consultant team will report to this project team. 4. DELIVERABLES & OUTPUTS The following deliverables are expected: An inception report for the project A Mixed income housing guideline report is provided for publication and use by provincial and municipal human settlement officials with supporting templates, documents and tools based on case studies covered A report capturing and profiling each of the case studies covered with supporting pictures, documents and information for publication by the HDA and use by provincial and municipal human settlement officials. A sector workshop to be done with the HDA and a partner organization/s where the case studies are to be presented as well as the draft proposed guidelines An internal guideline and framework report specifically for the Housing Development Agency and in context of the HDA legislation on approaching, packaging, supporting and/or developing such projects with supporting documents, templates and tools (based on the case studies) as a basis to frame this as a HDA service offering. This can include recommendations, options and suggestions for HDA s entry into this area of work based on and in context of existing legislated functions and work and national priorities emerging. Various presentations of the draft reports and information internally to the HDA project team for this assignment. All data and information collected as well as contact persons for information is to be compiled in a register in electronic and hard copy for the HDA. Reports are to be in line with existing guidelines and case study publications and need to be provided in Word document format with inter alia preface, table of contents, acronyms, list of tables and diagrams, how to use the guidelines, quick user guide on guidelines, etc. Note that the language of the report will need to be in such a manner that is accessible to provincial and municipal officials and other stakeholders working in the area. DURATION The final report and any related supporting annexures should be submitted to the HDA within a period of three (3) months from the project commencement date (to be stipulated in the appointment letter). 6. EVALUATION 6.1 The HDA needs to be satisfied, in all respects, that the organisation selected has the necessary resources, qualifications and abilities for this project, and that all submissions are regarded in a fair manner in terms of evaluation criteria and process 6.2 The general methodology of selection will be that proposals will first be evaluated on their technical ability to perform the task. Any proposals scoring below 70% of the points noted in the table below will be disqualified for the second evaluation. The second evaluation of technically competent proposals will be evaluated against Price and B-BBEE using a 80/20 Price/B-BBEE formula. Related work of the lead company and specifically work experience in the Province Work programme, plan and allocation of resources and tasks.
