Magalies Water invites proposals to provide the following Engineering Professional Services: Engineering Professional Services for the detail design, contract documentation for the upgrade of chlorine dosing plant at Vaalkop water treatment plant. 2. A firm will be first evaluated on Technical Quality and Price Consideration (Quotation) as described in this RFP. Page 3 of 12

For clarity and familiarization with requirements, a compulsory meeting is scheduled in order to provide an accurate proposal and quotation. Magalies Water adheres to all relevant Acts including the Black Economic Empowerment Act No. 53 of 2003, Preferential Procurement Policy Framework Act No. 5 of 2000, Employment Equity Act No.55 of Yours sincerely, MW Representative Project Management Unit INTRODUCTION 1.1 The purpose of this Request for Proposal is to request a suitable ENGINEERING PROFESSIONAL SERVICE PROVIDER to submit a proposal and a quotation with regard to the detail design, contract documentation and site supervision for the extension of Magalies Water Vaalkop WTP Chlorine Dosing Plant. Prior to pricing the quotation, interested bidders are required to first familiarise with the requirements at hand on site and give a proposal as part of the submission. BACKGROUND 1.2 Magalies Water is a state owned business enterprise that operates within the South African legislation parameters of the Water Service Act 108 of 1997, Public Finance Management Act 1 of 1999 and Public Audit Act 25 of The primary function of Magalies Water is to supply treated water in bulk to its municipal, industrial and mining customers. 5 1.3 Magalies Water is a Schedule 3B national public entity in terms of the Public Finance Management Act (PFMA), and is one of several water boards that report to the Minister of Water and Sanitation. It was established in terms of the Water Services Act 108 of 1997 (the Act), which stipulates the mandate of water boards. These are summarised as follows: a) To provide bulk water services as primary activity in terms of Section 29 of the Water Services Act 108 of 1997; b) And other activities in terms of Section 30 Water Services Act 108 of 1997; Magalies Water supplies bulk water to many industrial and domestic users in various local authorities situated in eastern North-West Province, northern Gauteng and some parts of southern Limpopo. The Vaalkop Water Treatment Plant is one of the existing four MW treatment works and supplies potable water to parts of Limpopo Province and North West. The 270 Ml/day plant serves, amongst others, the following major consumers: Thabazimbi, Moses Kotane and Rustenburg Local Municipalities, Royal Bafokeng Administration, Royal Bafokeng Platinum Mines, Xstrata (SA Chrome), Amandabult (Anglo Platinum), Swartklip Mine, Pretoria Portland Cement, Northam Platinum and Impala Platinum. The bulk distribution mains from the Vaalkop WTW, supply larger towns, villages, and mines with off-takes along the routes. Vaalkop Water Treatment Plant was recently upgraded from 210ML/d to 270ML/d. Currently the WTW consists of 4 plants namely: Plant 1 : 30 Ml/d Plant 2 : 90 Ml/d Plant 3 : 120 Ml/d; and Plant 4 : 30 Ml/d An extension of the existing chlorination facility will be required to service Vaalkop plants, with the view of also incorporating Vaalkop 5 in the future. 6 REQUIRED SERVICES FROM OUTSOURCED ENGINEERING PROFESSIONAL SERVICE PROVIDER 3.1 OBJECTIVES AND RESPONSIBILITIES The objectives of the extension of chlorine dosing plant at Vaalkop Water Treatment Plant include addressing the following design issues (challenges): (i) Storage To extend the chlorine gas feed and storage room to provide enough storage for full, partially full or empty chlorine gas cylinders and ensure high pressure and low pressure sections are adequate for current design and future Plant No 5. (ii) Access To address access by including a driveway for safe delivery and loading of chlorine cylinders (iii) Lifting equipment Upgrade the current lifting equipment of capacity one tonne to 2 tonne. (iv) She requirements To improve safe work working conditions in and around the chlorine gas facility in terms of acceptable safety regulations. (v) Operations Address operator and personnel safety in and around chlorine gas facility to meet SHE requirements. 3.2 SCOPE OF WORK The scope of work is as follows: 1. Review the existing chlorine dosing facility before preparation of detailed design for the extension of the building. The Chlorine dosing requirements should also cater for the upgrade of plant 5 which will be built in future. The extension design of the chlorine dosing building should be done in view of creating suitable spaces for empty and full or partially full cylinders thereby addressing the current safety conditions where empty, full or partially full cylinders are stacked on top of each other or stored in another room not suitable for the purpose which might lead to serious life threatening incident or fatality. 2. The chlorine dosing building should be extended so that full, partial or empty chlorine gas cylinders have sufficient space and appropriate layout to allow safe manipulation of the cylinders. 7 3. Extension and existing building should provide adequate space to house sufficient duty 1 tonne chlorine cylinders and additional 10, 1 tonne chlorine gas cylinders. The room must also cater for the storage of at least 10 empty or full cylinders and a driveway for the chlorine delivery truck to be able to pass through the building in order to safely deliver the cylinders. 4. Design and size the existing mono rail crane and lifting beam and modify to accommodate the extended building. The capacity of the crane and supporting structure must be adequate to carry the anticipated loads. The rated capacity of the assembly (including slings and rigging) shall be clearly indicated on the equipment. 5. Provide tender documents and drawings. 6. The consulting engineer must submit a cost estimate for the detail design for this project. Schedule 1 must be completed. 7. A short CV of each member of the Project team has to be submitted. Experience in the design of chlorine gas rooms by senior member(s) of the team must be highlighted. 8. Preparation and submission of all plans, reports, schedule of quantities and tender documents required for design and construction. 3.3 DELIVERABLES The deliverables to be provided prior to provision of any commencement of any design work shall be a brief report covering all aspects of the investigation and project requirements and shall contain firm recommendations for the guidance of the Engineer when designing the works. REQUIREMENTS FROM BIDDERS 4.1 Submission of proposals Proposals to provide the required services should include, but need not be limited to, the following: Suitability of bidder to provide the required services, such as: (a) Similar previous experience including current and previous experience with contact details of references. (b) Available in-house skills including a list of the persons whom the bidder proposes to use in providing the service indicating their race, gender and disability representative, with summary resumes covering qualifications and experience in this or related fields. (c) Innovative methodologies, etc. Page 7 of 12

8 A proposed plan of action to achieve the objectives and responsibilities of the ENGINEERING SSP function outlined in section 3 above. As comprehensively as possible, the proposed plan must include a budget, showing the services and activities proposed over the duration, and a breakdown of the hourly tariffs inclusive of VAT that will be applicable for services rendered by the different levels of staff that the bidder envisages will be involved. Costs should also cover travel and other incidental costs. Any assumptions made should be detailed An indication of methodologies or approaches to be applied Provide the following additional information as part of the Proposal in separate Appendices: Company Profile Relevant Experiences and References and Professional Registration Certificates Company Registration Document Valid Certified Tax Clearance Certificate/SARS Pin number Valid Professional Indemnity Insurance Valid Certified B-BBEE Level Certificate or Certified Sworn Affidavit Initial outline of the proposed programme and the number of teams to be used Bidders submitting quotations/proposals shall, at their own expense and responsibility, obtain all information that may be necessary for preparing the proposal. Currency of the proposal shall be in RSA rand. It is requested a complete quotation on the consultant s letter head is submitted by (pdf) or envelop no later than the closing date mentioned above. Demonstrate knowledge, capacity experience on the use and application of the following: ENGINEERING investigations Detailed and relevant designs Relevant experience to the scope of works (Provide CVs and Certificates of the Team) Explain implementation of Quality control and Quality assurance systems throughout the life cycle of the services. 10 TOTAL = 100 NB: The minimum threshold on functionality will be 60%. Bidders who do not obtain the minimum requirement will not have their cost quotation considered COST PROPOSAL The bidder must submit a comprehensive and detailed line-item budget. (To cover the estimated timeline for the ENGINEERING SSP proposal.) The Bill of Quantities that is included in this section (below) shall be priced and signed by a person duly authorised by the Bidder to sign the document. The bidder may add additional Items to the proposal that is relevant to the submitted tender but this should be done in a separate BOQ in Excel format. Final compensation for complying with all conditions, obligations and liabilities described in this document shall be deemed to be included in the prices and sums stated in the Bill of Quantities. RETURNABLES The Service Provider should specify the relevant details applicable to the proposal: o o o Progress reports: Provide on a completion of each stage as well as monthly basis. Provide Details of Quality control and assurance. Programme: Provide initial programme two weeks after formal appointment and then on a monthly basis thereafter. Compatible with Excel and MS Project software.
