1 IPRF FIRE SERVICE GAP ANALYSIS OUTLINE 1. MANAGEMENT LEADERSHIP/ACCOUNTABILITY YES NO a. Is there a Fire Department Mission Statement? b. Is quantity sufficient and are spare or replacement parts available> Are members individually fitted for appropriate sizes? d.
