The job requirements listed in this document are representative of the knowledge, skill, and/or ability required. Incumbent serves as Superintendent for the Steuben County Parks Department, responsible for overseeing department operations, supervising assigned staff, and maintaining safety of grounds and equipment of County parks and facilities. DUTIES: Oversees department operations, including maintaining daily goals and objectives, working with County Commissioners to plan for a new and improved parks and recreation facilities, working with architects to design plans, managing projects under construction, and preparing department payroll and budget. Supervises assigned staff, including hiring and training, planning, delegating, controlling and monitoring work assignments, evaluating job performances, and maintaining discipline and recommending corrective action as warranted. Performs and/or oversees cleaning and clearing of all park facilities, including cleaning and sanitizing restrooms, replenishing supplies, removing litter, emptying trash cans, mowing and trimming grounds, removing weeds, trimming and/or removing trees and clearing walkways of snow/ice. Performs and/or oversees preventive maintenance and repair of park facilities and equipment, such as repairing picnic tables, painting interior/exterior of buildings and furnishings, maintaining fluid levels of vehicles and equipment, sharpening mower blades, changing light bulbs/switches, repairing plumbing leaks and removing obstructions from toilets. Receives, records, receipts and submits to Auditor various fees, such as camping, dock and building rent. Responds to questions or complaints from the public, including providing information, explaining policies and fees and resolving problems. Assist local civic and business groups in preparation of special events held in park facilities, such as fishing tournaments, and building reservations.
2 Maintains regular communication with County Commissioners, including presenting reports, discussing programs/activities and resolving problems. Recommends and/or purchases materials, supplies and new equipment as needed. Transports workers, supplies, materials and equipment to and from work sites as needed. Prepares, submits and administers annual Department budget, including maintaining fund accounts, projecting and approving expenditures, reviewing income and operations. Develops/reviews annual departmental goals and objectives, including planning and estimating capital improvement and maintenance costs. Lives on-site and serves on 24-hour call for emergencies. Performs related duties as assigned. I. JOB REQUIREMENTS: Baccalaureate degree in Parks and Recreation Managements or related field, or combination of experience and education, with three (3) years previous experience in park management and/or business management. Must be at least 21 years of age. Thorough knowledge of and ability to make practical application of Department policies and procedures and applicable local, state and federal rules and regulations, such as Department of Natural Resources (DNR), Indiana State Department of Health, OSHA and Environmental Protection Agency (EPA). Thorough knowledge of principles, techniques and accepted practices of park management, including building, grounds and equipment maintenance and proper application of various fertilizers, insecticides and cleaning chemicals. Working knowledge of and ability to safely operate and maintain Department power and hand tools and equipment, including, but not limited to, mowers/tractors, chain and circular saws, drills, snow blowers, hammers and pipe wrenches. Working knowledge of budget practices and principles and ability to prepare and administer annual Department budget and prepare detailed records and reports as required. Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed reports as required.

Ability to supervise assigned staff, including hiring and training, planning, delegating, controlling and monitoring work assignments, evaluating job performances, and maintaining discipline and recommending corrective action as warranted. Ability to effectively communicate orally and in writing with co-workers, other County departments, County Commissioners, DNR and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities. Ability to provide public access to or maintain confidentiality of department information and records according to State requirements. Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace and personal conduct. Ability to work alone with minimum supervision and with others in a team environment. Ability to work on several tasks at the same time and work rapidly for long periods, often under time pressure. Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form. Ability to regularly work extended, evening and/or weekend hours, and occasionally travel out of town for parts, supplies, and/or training, but not overnight. Ability to live on site and serve on 24-hour call to respond swiftly, rationally and decisively to emergency situations. Possession of a valid Indiana driver s license and a demonstrated safe driving record. II. DIFFICULTY OF WORK: Incumbent coordinates and oversees maintenance of park facilities according to wellestablished policies and procedures, exercising independent judgement in applying guidelines to specific situations and circumstances.

RESPONSIBILITY: Incumbent lives on-site and performs a variety of park administration and maintenance functions, ensuring compliance with various local and state rules and regulations and standard Department policies and procedures. Incumbent refers to supervisor unusual or unprecedented situations, such as persistent non-compliance with Department rules and vandalism to buildings. Work is primarily reviewed for adherence to instructions/guidelines and soundness of judgment. IV. PERSONAL WORK RELATIONSHIPS: Incumbent maintains frequent contact with co-workers, other County departments, County Commissioners, DNR and the public for purposes of exchanging and explaining information, coordinating operations and resolving problems. Incumbent reports directly to County Commissioners. V. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs duties in an office environment, in various park buildings and/or outdoors, involving sitting/walking at will, keyboarding, lifting/carrying objects weighing pounds, sitting/standing/walking for long periods, pushing/pulling objects, crouching/kneeling, bending, reaching, close/far vision, color/depth perception, speaking clearly, hearing sounds/communication, and handling/grasping/fingering objects. Incumbent's duties involve exposure normal hazards associated with driving, adverse weather conditions, power machinery/equipment, cleaning chemicals and insecticides, for which safety precautions must be followed at all times to avoid injury to self and/or others. Incumbent regularly works extended, evening and/or weekend hours, occasionally travel out of town for parts, supplies, and/or training, but not overnight, and regularly serves on 24- hour call for emergencies. VI. POLITICAL APPOINTMENT The Parks Superintendent position is a political appointive position of the County Commissioners. Specific job duties and job requirements are established at the discretion of the County Commissioners. A person appointed to the Parks Superintendent serves at the pleasure of the County Commissioners, works exclusively for the County Commissioners and may be terminated by the County Commissioners at any time.
