As Criminal Justice Performance Analyst you will develop and maintain a whole system performance framework which enables the agencies within the Local Criminal Justice System to measure performance, identify problems and develop solutions, in order to deliver an improved and reformed local Criminal Justice System which delivers justice more efficiently and secures better outcomes for victims and people who offend. In this role you will work with staff in agencies including the Police, Youth Offending Services, HM Courts and Tribunal Service, Crown Prosecution Service, Community Rehabilitation Company, National Probation Service, and Prisons. You will also gather and analyse data from a range of sources and use it to help the PCVC to hold the constabulary and others to account for the delivery of projects which support the objectives in his Police, Crime and Victims Plan. OFFICE OF THE DURHAM POLICE CRIME AND VICTIMS COMMISSIONER JOB TITLE: GRADE: Scale 6. JOB DESCRIPTION Criminal Justice Performance Analyst RESPONSIBLE TO: Criminal Justice Programme Lead for Durham and Cleveland OPCCs The Police and Crime Commissioners for Durham and Cleveland have agreed a vision for an end-to-end local criminal justice system which operates as a whole to deliver positive outcomes for victims and prevent reoffending, alongside effective and efficient delivery of justice. This vision is shared by all local criminal justice partners. Partnership arrangements across the criminal justice agencies in Durham and Cleveland have been reviewed, in order to ensure that the right local structures and systems are in place to enable partners to work together to improve the local criminal justice system, to deliver the best possible outcomes for victims and witnesses and cost-effective rehabilitative services to reduce reoffending. Nationally, the Ministry of Justice and the Home Office are considering future expansion of the role of the Police and Crime Commissioners; in Durham and Cleveland we are looking to demonstrate the potential that the role can play in improving the system, working with partners. This is a crucial role, working across both Offices and with partners to deliver reforms to the local criminal justice system, and to support the two Police and Crime Commissioners in the delivery of their respective Police and Crime Plans. It has the potential to deliver lasting change to the system within an environment where the conditions are right to enable reforms to be delivered. NB The LCJB (Local Criminal Justice Board) is chaired by the two Police and Crime Commissioners and includes representatives from the Police, Youth Offending Services, HM Courts and Tribunal Service, Crown Prosecution Service, Community Rehabilitation Company, National Probation Service, and Prisons. 4 In this role you will work with staff in agencies including the Police, Youth Offending Services, HM Courts and Tribunal Service, Crown Prosecution Service, Community Rehabilitation Company, National Probation Service, and Prisons. MAIN DUTIES AND RESPONSIBILITIES 1. To develop and maintain a performance management framework that enables the Local Criminal Justice Board to hold agencies within the CJS to account for individual and collective performance and enable the identification and prioritisation of problems 2. To analyse performance at each stage of the Criminal Justice System, to better understand the impact of individual agency activities and decisions (end to end performance analysis and monitoring) and identify issues for resolution 3. To provide analytical support to local Boards as required, in order to support delivery of the high level objectives of the Local Criminal Justice Board, assess future risk, inform priority setting, and report on critical activities, based on evidence 4. To ensure a coordinated approach to the monitoring of the victims code and witness charter 5. To write clear, concise and comprehensive reports for consideration at Board level, which explain performance through the presentation of qualitative and quantitative information 6. To work with local agencies to improve information sharing to enable effective scrutiny of the system 7. To develop own knowledge of the Criminal Justice System to enable effective delivery of responsibilities 8. To deliver cross cutting projects across the CJS that are identified as key to improving efficiency and effectiveness The duties and responsibilities outlined above cannot encompass or define all tasks which may be required of the post holder. The outline of duties and responsibilities given above therefore may vary from time to time without materially changing either the character or level of responsibility and these factors are reflected in the grade applied to the post.

7 Ref. 283/16 THE OFFICE OF THE DURHAM POLICE, CRIME AND VICTIMS COMMISSONER (ODPCVC) 1. SALARY CONDITIONS OF APPOINTMENT CRIMINAL JUSTICE PERFORMANCE ANALYST Annual salary will be based on Durham Scale 6 of the Police Staff Council:- 24,813 25,656 26,535 27, PENSION New employees are required to choose a pension arrangement to which they will contribute on taking up appointment with the Office of the Police, Crime and Victims Commissioner. The Local Government Pension Scheme. The State Earnings Related Pension Scheme. A Personal Pension arrangement. New employees will be automatically enrolled into the Local Government Pension Scheme. The successful applicant will have the right to opt out of the Pension Scheme once they have commenced employment 3. SICKNESS DECLARATION & MEDICAL SCREENING/ EXAMINATION This appointment will be subject to satisfactory pre-employment medical screening. During these pre-employment checks the Constabulary requests sickness details from your previous employer(s). Following screening the successful candidate may be required to attend for a medical appointment. 4. ANNUAL LEAVE Annual leave will be calculated on a pro-rata basis according to the number of hours worked per week. Annual leave for a full time employee (37 hours per
8 week) will be a minimum of 26 days rising to a maximum of 31 days after 5 years continuous service. The annual leave year runs from 1 st January to 31 st December and those who commence employment during the year will be entitled to a proportion of the annual leave entitlement. 5. PERIOD OF NOTICE The appointment will be terminable by 4 weeks notice in writing on either side, subject to the provisions of the Employment Rights Act, PROBATIONARY PERIOD Substantive appointment is subject to a Probationary Period of 6 months. At the end of the Probationary Period, subject to satisfactory report, you will be transferred to the established staff. 7. TRAINING The Office of the Police Crime and Victims Commissioner has a positive policy towards identifying and meeting the training needs of all of its staff and it is a condition of employment that staff are prepared to participate in any training courses which are felt to be appropriate to their needs. Most training needs will be met within the organisation, but he/she may be required to attend job related short courses. 8. ACCOMMODATION / LOCATION OF POST Your principal places of work will be the Durham OPCVC based at Durham Constabulary HQ, Aykley Heads, Durham and Cleveland OPCC, Ladgate Lane, Middlesbrough, you will be expected to spend a substantial 40%-50% proportion of your time at each location. The nature of the role will also require you to spend time co-located with other agencies. You will be provided with all necessary equipment for remote and flexible working, to enable you to achieve your potential to build partnerships across both Offices and the wider system. However, the Office of the Durham Police, Crime and Victims Commissioner reserves the right to require you, on a temporary basis, to carry out any other duties or move to any other post appropriate to your grade, at any location within County Durham, Darlington & Cleveland as business requirements indicate. If you are required to move on a permanent basis, you will be required to do so only after a reasonable period of consultation and notice, which will take into account your reasonable personal requirements. Any additional reasonable travelling expenses which may incur as a result of any change of your place of work will be met. 9. EQUAL OPPORTUNITIES POLICY

TATTOOS Any tattoo anywhere on the body that is obscene, or advocates sexual, racial, ethnic, or religious discrimination, by written word or design is prohibited and the presence of such a tattoo would preclude an applicant from passing the recruitment process for employment with the Constabulary. 15. SMOKING POLICY The ODPCVC operates a No Smoking policy. 16. ADDITIONAL BUSINESS OR EMPLOYMENT Employees must devote their whole-time service to the work of the Commissioners and must not engage in any other business or take up any other employment without the written consent of the Chief Of Staff to the ODPCVC. 17. CLOSING DATE The closing date for receipt of applications for this post is 5 pm on Friday 17 th February SELECTION PROCESS Specific dates for assessment/testing/interview for this post have been identified and details are given below (please not these are approximate and may be subject to change)

APPOINTMENT OFFER/ANTICIPATED DATE FOR FILLING THIS POST It is anticipated that a conditional offer of an appointment to this post will be made approximately one month after the closing date. The appointment offer will be subject to satisfactory references, medical and security clearances. Should any clearances prove to be unsatisfactory the Police and Crime Commissioner reserves the right to withdraw any offer of employment made. A starting date will be agreed following receipt of satisfactory clearances, taking into account notice periods required. This post will be filled as soon as practicable.
