Background PPCR-SC (at 1 st meeting, Nov. 2008) requested operational guidance to be prepared for the PPCR A powerpoint presentation at the subsequent PPCR-SC meeting in Jan Programming Guidance and Results FW to be developed in parallel based on close relation of the two paper Present paper developed in cooperation with MDB committee (incl. cooperation by UNDP); drafting group met for three days
4 Purpose and Objectives: 2. PPCR Objectives i. Pilot and demonstrate approaches for integration of climate risk and resilience into development policies and planning; ii. Strengthen capacities at the national levels to integrate climate resilience into development planning; iii. Scale-up and leverage climate resilient investment, building on other ongoing initiatives; iv. Enable learning-by-doing and sharing of lessons at country, regional and global levels. In addition, regional programs will aim to strengthen cooperation and capacity at the regional level to integrate climate resilience into national and appropriate regional development planning processes.
5 PPCR Principles Country-led, country-driven and country-specific there are no blue prints; Build on NAPAs and other relevant country studies, pilots, and strategies; Complement the existing adaptation funding and be supportive of the emerging operations of the Adaptation Fund; and Support actions that are both an outcome of a comprehensive planning process and consistent with the countries development and poverty reduction goals.
6 Beyond business as usual a change in approach Upstream climate resilience in development planning, core development policies and strategies Programmatic approach(es) with a focus on long-term needs (not project by project decisions) Cross-sectoral dialogue, common strategic vision and agreed approach for integration of climate resilience Leadership - relevant ministry with mandate for cross-sectoral planning and budgeting Be inclusive through provision of mechanisms to ensure that voices and needs of a wide range of stakeholders are taken into account. Alignment of development partners behind this strategic vision and approach

Overall structure of PPCR Two phases (each pilot program): Phase 1: Development of Strategic Program for Climate Resilience - Joint mission(s) led by government - Carry out range of initial tasks - Some of these may be financed/carried out by development partners through their programs (such as UN agencies, bilaterals, NGOs, IFIs..) Formulation of Strategic Program for Climate Resilience Phase 2: Implementation of Strategic Program for Climate Resilience Approval of funds for each program/project by PPCR-SC at preappraisal stage Implementation of program/projects of the Strategic Program Continuous activities: Knowledge exchanges and capturing & disseminating of lessons learned
8 Summary of PPCR Financing (1) Grants: (i) (ii) Phase 1 (initial tasks, including preparation of Strategic Program for Climate Resilience) Phase 2: Financing for detailed preparation of projects and program components of the Strategic Program (iii) Phase 2: Financing for implementation of programs and projects
9 Concessional loans Summary of PPCR Financing (2) Phase 2: Financing for implementation of the programs & projects: Grant element of the loan should be sufficient to cover the additional costs of climate resilience. Participating countries may choose to ONLY access grant funds
10 Summary of PPCR Financing (3) Two options are proposed for determining funding: Option 1: Approval based on country driven Strategic Program for Climate Resilience (with floor and ceiling amounts to assure balanced access) Option 2: Ex Ante Allocation (ceilings) for PPCR Resources based on expert process/vulnerabilities Decision by PPCR-SC needed
11 Cooperation with Development Partners PPCR as a model for increased collaboration between MDBs and across Development Partners Cooperation with partners starts prior to joint missions - aim is to build constructive synergies across development partners. Partners to be invited to contribute to: shaping the long-term strategic approach and investment program; carry out analytical work in Phase 1; identification of gaps and needs; identification of opportunities for synergies and co-finance for Phase 1 and Phase 2 implementation While PPCR funds are implemented by MDBs, it is possible under MDB procedures to designate other development partners (such as UN agencies and/or NGOs) to execute certain interventions
12 PPCR - Knowledge Management & Learning PPCR designed to generate & capture lessons learned from its implementation ( see Results FW), and Disseminate lessons to other ongoing and merging mechanisms for adaptation, such as the Adaptation Fund and the GEF-administered UNFCCC funds Need for designated resources on Global and Country/Regional Program level Global Support Program to provide the glue to bring together all of the individual pilot programs; to promote learning among them, as well as offer technical expertise & tools and knowledge resources; and disseminate lessons across a range of stakeholders. KM & Learning w/in each Pilot Program designated efforts & resources Learning starts now
