For winning the CILT Award Passenger Transport Excellence organised by the Chartered Institute of Logistics and Transport in Hong Kong The 12th International Conference of the Hong Kong Society for Transportation Studies Transportation Systems: Engineering and Management With the theme of Transportation Systems: Engineering and Management, the Twelfth International Conference of the Hong Kong Society for Transportation Studies (HKSTS) was successfully held on 8th to 10th December, This year s conference was jointly organised by the HKSTS and the Department of Systems Engineering and Engineering Management of the Chinese University of Hong Kong, with generous financial sponsorship from Autotoll Limited, Oasis Hong Kong Airlines Limited and Western Harbour Tunnel Company Limited. was one of the non-financial sponsors of the conference. Hong Kong is a major transportation and logistics hub of the Asia-Pacific region. With the increasing integration of the economies of the Pearl River Delta and South-east Asia, and increasing global market competition, advanced methods in operations research, management science, economics and statistics are needed for optimal planning and operation of complex large-scale multi-modal transportation systems. Customer demands ever greater efficiency and performance of our logistics and transportation systems, and concerns for the environment and quality of living impose constraints on operations and development. 2 effectiveness of transportation and logistics systems whilst maintaining environmental sustainability is a major concern for both researchers and practitioners. This year s conference attracted the participation of over 130 transportation and logistics researchers, and practitioners from 26 countries and regions all over the world. Ir Mak Chai-kwong, JP, Permanent Secretary for Development (Works) of the Hong Kong SAR Government, delivered a most thought-provoking and information-packed Keynote Address on Transportation Systems and Sustainable Urban Form. In addition, there were six plenary speeches from: Prof. William Lam presenting a souvenir to our Keynote speaker, Ir Mak Chai-kwong, Permanent Secretary for Development (Works). Professor Pravin Varaiya of the University of California - Berkeley: Freeway congestion, ramp metering and tolls, Professor Dr. Harry Timmermans of Eindhoven University of Technology: Modelling dynamics of activity-travel behaviour, First plenary session, chaired by Prof. S.C. Wong with talks by Profs. Varaiya, Timmermans and Maher. Professor Mike Maher of Leeds University: Monte Carlo traffic simulation models: Can we use them for optimisation? Professor Stein Wallace of Molde College University of Norway: The importance of stochastics in logistics modelling, Professor Dr. Stefan Voss of the University of Hamburg: Container terminal operations and operations research- Recent challenges, and Professor Pitu Mirchandani of the University of Arizona: Next generation real-time traffic adaptive management systems. The other seventy-plus presentations at the conference were equally broad-based, covering the full spectrum of topics on transportation and logistics policy and planning and their societal impacts. The judges for this year s HKSTS Outstanding Student Paper Award had a particularly tough task, and eventually declared a tie for the first place! The winning papers were A shock-fitting algorithm for the Lighthill-Whitham-Richards traffic flow model on inhomogeneous highways by Wenjun Sun of the University of Hong Kong and A model system to determine traffic-induced air pollution in highly compact urban forms by U Wa Tang of the University of Macau. In the past 12 years, the HKSTS annual conference has gone from strength to strength and grown in size and scope, to become one of the leading regional conferences in transportation and logistics. Next year, the 13th International Conference of the Hong Kong Society for Transportation Studies will be held on 13th to 15th December, 2008, and will be jointly organised by HKSTS and the Management Sciences Department of the City University of Hong Kong. 3 Heralding a new era in the railway development of Hong Kong On 2nd December 2007 Hong Kong ushered in a new era in railway transport that promises not only growth in network but also better services and efficiencies. It was the day of establishment of a more wide-reaching service that integrates the rail operations of the MTR and KCR, which used to be two separate systems mainly serving Hong Kong s urban and sub-urban population respectively, and now managed under one single entity the MTR Corporation. Officiating guests launch the new route map of the integrated railway network The Honourable Henry Tang, the Chief Secretary for Administration of the Hong Kong Special Administrative Region, accompanied by the MTR Corporation s Chairman, Dr. Raymond K F Ch ien and Chief Executive Officer, Mr. C K Chow, unveiled a plaque at Nam Cheong Station to commemorate this major milestone. They were then joined by other officiating guests to launch the new route map of the integrated network. The merged rail network has a total route length of 211 kilometres and comprises nine heavy rail commuter lines with 82 stations serving Hong Kong Island, Kowloon, the New Territories, and reaching across the boundary into the Mainland of China. The Light Rail network continues to serve Tuen Mun and Yuen Long districts in the Northwest New Territories while a fleet of buses provides convenient feeder services. At the same time, the Airport Express continues to provide fast and convenient connections to Hong Kong International Airport. The merger places the MTR Corporation in the best position to extend its active promotion of sustainable development for both the economy and society. An integrated railway network allows for improved planning, design and construction of new extensions, providing the best possible connections and cost-efficiencies. Work is progressing well on the Kowloon Southern Link and a new station on the Tseung Kwan O Line, while further planning and detailed design is underway for the West Island Line. The Corporation also stands poised to embark on other planned railway projects for Hong Kong as it continues to develop its business growth strategy of building and operating railways on the Mainland and overseas. the council Update on CILT International Council Meeting 2008 (ICM 2008), 27th May - 1st Jun CILT International Conference, 30th-31st May 2008 The theme of the CILT International Conference Globalisation of Logistics and Transport - East Meeting West, will be centred around the logistics and transport development worldwide and specifically in China. The event will be held at Hong Kong Convention & Exhibition Centre, and public registration will be announced shortly. Distinguished speakers, local and overseas, are being invited to deliver speeches and share their experiences with the audience. The 2-day programme will include keynote speech, panel discussion divided into logistics and transport streams, and two business networking sessions. Gala Dinner, 29th May 2008 For celebrating the Institute s 40th Anniversary and hosting the esteemed CILT International Council Meeting cum International Conference in Hong Kong, the forthcoming Gala Dinner to be held on 29th May 2008 is a major event in the Institute s 2008 calendar. On this occasion, we are very honoured that Ms Eva Cheng, JP, Secretary for Transport and Housing, has kindly agreed to be our Guest of Honour. For reservation and further enquiries, please contact the Gala Dinner 2008 Secretariat or Miss Tif Tam at professional activities committee Site Visit to Yantian International Container Terminals (YICT), Shenzhen, China - 6th October members joined the event and were received by Mr. Ray Huang, Assistance Officer in Commercial Department of YICT and Mr. Wayne Au, Commercial Executive of Hutchison Ports South China. Members were introduced of the background of Yantian and the latest development of the port: - what are the multi-modal transportation service offer to their customers - why customers choose Yantian - what service they can provide and were arranged to travel around the port on board mini-bus afterwards. Site Visit to Green Lane for Cross Boundary Trucking - 26th October 2007 To ensure the Port of Hong Kong remains competitive with our regional neighbors, Modern Terminals together with several stakeholder partners have spent the past few years in pushing forward the Green Lane model. Since 30th May 2006, the Shenzhen Customs has opened a Green Lane in Shenzhen South-China International Logistics Co, Ltd (SILC) for containers moving across the boundary between Hong Kong and the mainland. Green Lane can help to improve trucking economics through more efficient cross boundary trucking processes including simplified customs procedures. Besides, it assists in the realization of Laden-in-Laden-out and two-trips-per-day concepts. The Institute is very much indebted to Modern Terminals Limited for inviting 42 members to take the trip to Baoan, Shenzhen and introducing the SILC s functions and development to the members. 5 Two-day Course : Current Development in International Arbitration This year, the two-day course was again organised jointly with the City University of Hong Kong on 24th and 25th November 2007 and attended by 140 persons. The Institute would like to express our appreciation to Prof. Philip Yang, Ms. Teresa Cheng and Mr. Albert Leung in sparing their valuable time to conduct eight lectures: - Arbitration laws - Arbitration Agreement, the Appointment and Duties of the Arbitrator - Pleading and Discovery - Interlocutory Applications (interim measures, injunctions, attachments etc) - Evidence - Arbitration Awards - Costs and Interests - Recourse against the Award, Recognition and Enforcement of Awards (from left to right) Mr. KY Leung, Dr. Stephen Ho, Mr. Albert Leung, Dr. Lo Hing-po, Mr. Timothy Li, Mr. Vincent Fong and Prof. Philip Yang This year s course was an extension of the last year s course in Advanced Arbitration that Prof. Philip Yang audience were brought to the international arena on current development of arbitration law and practice. Cases and examples were quoted to help the audience better understand how arbitration works, and their benefits. YMC Mentorship Programme is to provide students with an opportunity to meet mentors who are knowledgeable about the work environment. This year, YMC would like to thank sincerely 11 Chartered Fellows and Members for contributing their valuable time to joining our Mentorship Programme. YMC has accepted 29 undergraduate students as mentees. They have come from the Hong Kong University of Science and Technology, Hong Kong Polytechnic University, HKPU Community College, HKPU SPEED, Hong Kong Lingnan University and HKU SPACE. A new arrangement has been introduced so that the benefits gained by mentees can be maximized. Ir Paul TSUI and his mentees The opening ceremony of YMC Mentorship Programme had been successfully held on 14 December During the event, the Chairman of YMC gave a speech to all participants and had a good kick-off of the programme. An introduction session was given to both mentors and mentees afterwards. After the release of matching result, mentors and mentees met each other in the tea party. 7 CILT Student Day 2008 The 6th Student Essay Competition 2008 The annual CILT Student Day will be organised jointly with IVE (Tsing Yi) on 8th March There will be a total of 11 teams from the local tertiary institutes and a new participating team from Macau University of Science and Technology. The 6th Student Essay Competition 2008 on the topic of My Ideas of Environmentally Friendly Transport Systems ( 我對環保運輸系統的構想 )has been kicked off in secondary schools. The competition is divided into Junior and Senior Groups in each of the Chinese stream and English stream. 8 membership committee Lunch Gathering for Organisation Members on 12 November 2007 To foster friendship among members and to provide an opportunity for members to better understand the Institute, the first social gathering in form of a -hosted lunch between members of the Council & Membership Committee and 6 Organisation Members has been successfully organised at Luk Kwok Hotel on 12 November The gathering was attended by 19 nominees and representatives of Autotoll Limited, Citybus Limited/New World First Bus Services Limited, Serco Group (HK) Limited, Shun Tak - China Travel Ship Management Limited, The Cross Harbour (Holdings) Limited, and Western Harbour Tunnel Company Limited. 9 Member Profile Richard J Hunt, CBE, FCILT International President - CILT International Richard Hunt became President of CILT-International in May He has been actively involved in the Institute for over 17 years. Following regional roles in the early 90s he was the last National Chairman of The Institute of Logistics. However starting in 1998 he was instrumental in the creation of the present Chartered Institute of Logistics and Transport leading negotiations on integration and organisation. Richard was the first Chairman of CILT (UK) in 2000 during the major period of change and then UK President from He continues as a Vice President of CILT (UK). He has also been influential in the changes at International level following the key Council Meeting in Darwin in He has been an International Vice President and Chairman of the Communications and Promotions Committee. Until recently Richard was Chief Executive of OmPrompt Ltd a new business in the supply chain technology sector. He is also involved in executive coaching and mentoring, acts as an independent expert witness on supply chain strategy and is a non- Executive Director of Business Direct Plc. He is also a member of the Advisory Board of the supply chain centre at Cranfield University School of Management. Previously Richard was Chief Executive of the Aviation Division of Go Ahead Plc providing ground handling logistics services at 17 UK airports including all main London airports. Earlier he also worked in Aviation with the oil industry both in the UK, running Aviation Fuel Services at Heathrow at a time of major industrial unrest, and then internationally based in Paris. At the start of his career he also qualified as a British Airways pilot and won the Principal s Prize for his intake before deciding to give up flying for management. For the past twenty years he has specialised in logistics in both own account operations and the service provider sector. He was Chief Executive of Exel Logistics Europe before its recent mergers (now DHL) and other Director level roles have been with Grand Met Brewing and Courage. In the public sector he served for 5 years as a non-executive on the UK Highways Agency Advisory Board, holds a commission as Colonel in the Engineer and Logistics Staff Corps RE(V) and is currently Chairman of its Logistics Liaison Group. Richard has chaired and spoken at conferences both in the UK and Internationally. He has an MBA from City University, London. In the 2004 New Year Honours list, Richard Hunt was appointed CBE for services to logistics and transport. Ir Dr. David CS HO, FCILT VTC Honorary Fellow Award Presented by Vocational Training Council The Institute would like to extend its heartfelt congratulations to Ir Dr. David HO Chi-shing, DBA, FCILT, FCIM, FHKIoD, MHKIE, MPIA, MIHT, MCIArb, who received VTC Honorary Fellow Award in recognition of his great contribution not only to the Vocational Training Council but also to the transport and logistic industry. The award has reflected his outstanding achievements in the profession. The Honour Award Presentation Ceremony in conjunction with VTC Graduation Ceremony 2007 was held at Hong Kong Coliseum on 29 November Ir Dr. Ho is currently the Chairman of the Transport Logistics Training Board and Discipline Advisory Board (Business Administration) and member of the Committee on Management and Supervisory Training at the VTC. He had served as a member of the Maritime Services Training Board. He supports the VTC by collaborating with the Hong Kong Centre for Transport and Logistics of IVE (Tsing Yi) to introduce a hi-tech innovative satellite cruise service to passengers, and inviting IVE design students to contribute creative ideas in the development of the North Point Ferry Terminal. Ir Dr. Ho s company has provided scholarships, training and employment opportunities to VTC students. He always provides constructive input and strategic directions to the Business Administration Discipline. 12 transport policy committee Council for Sustainable Development Invitation and Response Document on Clean Air - Clear Choices In its June 2007 Invitation and Response document, the Council for Sustainable Development (CSD) asked for views on road pricing as a means to improve air quality in congested urban areas, namely Central, Wanchai, Causeway Bay, Mong Kok and Tsim Sha Tsui (the congested urban areas). The Transport Policy Committee of the Institute has submitted our suggestions on measures to improve air quality in congested urban on 15th October Please find below a summary of the submission. Summary The Chartered Institute of Logistics and Transport (CILT) is strongly supportive of CSD s aim to improve air quality in congested urban areas. Road pricing may be one measure to achieve air quality improvements in congested urban areas. However, pedestrian schemes may be equally or more effective at reducing traffic and could further develop attractive and vibrant street environments. Pedestrianisation should be tried before resorting to road pricing, which will be contentious, time consuming and difficult to implement. Building on the CSD aim to improve air quality, CILT recommends far reaching pedestrianisation schemes in the congested urban areas through developing sustainable street environments revitalized pedestrianisation programmes pedestrian-centred planning pedestrian priority zones Government should strengthen and fast track other generic schemes to improve vehicle air emissions by regulation, retrofitting programmes and promotion of environmentally friendly vehicles. In the meantime, electronic toll payment should become mandatory at existing charging points, ie the toll tunnels and Lantau Fixed Crossing, to promote smooth, safe flow of traffic and reduce emissions at these points; and to provide the technological base for any future large scale road pricing scheme.
