6 NRC s Historical Evolution Nigerian Railway system pioneered the rapid opening up of the geographical area called Nigeria to development and it represents the oldest modern transport mode in Nigeria; Railway development in Nigeria was initiated by private companies later taken over by the British colonial government as Government Railway for the monolithic purpose of cheap incursion into the hinterlands for the exploration of agrarian produce from the hinterlands to the seaports for onward movement to Europe and vice versa; The construction of the first rail in Nigeria happened in 1898 with the construction of 193Km Lagos Ibadan rail line which was operated and managed as government concern after completion in 1901; Subsequently, rail construction extended thus: 295Km Ibadan to Jebba ( ), 255Km Jebba to Minna ( ), 562Km Kano to Baro ( ), 243Km Port Harcourt to Enugu ( ), 220Km Enugu to Makurdi ( ), 179Km Kaduna to Kafanchan (1927), 101Km Kafanchan to Jos (1927), 238kM Kafanchan to Bauchi (1961); Nigerian Railway became an autonomous public corporation on October 1, 1955 courtesy statutory Act of Parliament of 1955 endorsing NRC for carriage of passengers and goods in a manner that offers full value for meet cost of operations, improve market share and quality of service, ensure safety of operations, meet social responsibility in a manner that will meet rail users requirements, trade, commerce, and general public.

8 Nigerian Railway: Falling to pieces Nigerian Railway that was vibrant from inception and declaring profits in the 1960s up to late 70s began to relapse into dysfunctional, moribund state owing to cumulative effect of prolonged neglect especially from Army government; Highly deficient in movable assets particularly locomotives and rolling stock; Tracks, other civil engineering assets not maintained; Harvest of staff retrenchment and steady loss of staff to retirement with grave impact on the manpower base of the Corporation; Salaries owed for four to ten months hence making railway unattractive to employable Nigerians; Almost total operational eclipse of the Nigerian Railway here; Hence remedial steps required to save Nigerian Railway
9 Past Repositioning Attempts on NRC The Rail India Technical and Economic Services, (RITES) was contracted by the Federal Government as technical management partner ( ); The Romanian Projects ( ) was to upgrade three major Railway workshops; China Civil Engineering Construction Corporation (CCECC) came in 1995 with contract mandate of rehabilitating the entire track network of the Corporation and to supply rolling stock; Rescoping of OBJ s 2006 blueprint on NRC and commencement of the on-going asset rehabilitation of NRC by Late Yar Adua which, so far, has yielded some milestones under GEJ Administration.

16 Coastal Rail Line as Proposed by the FMoT Presently, a framework agreement has been signed on May 5, 2014 between the FMoT and CCECC for the construction of Coastal Railway line linking 10 States with the following alignment: Lagos-Sagamu-Ijebu Ode-Ore-Benin City-Sapele-warri-Yenagoa-PH-Aba-Uyo- Calabar with another section from Benin City-Abudu-Agbor-Ogwashi Uku- Onitsha including Onitsha railway bridge.
17 Modernization of Rolling Stock for Narrow Gauge Track All as enumerated below to be completed 1 st quarter of 2015: Modernization of 60Nos Flat Bed Wagons for movement of bonded containers from the seaports; Modernization of 20Nos PXG (Pan Xtra Goods) Covered Wagons ideal for movement of bagged cement; Modernization of 4No CHW (Cover Hopper Wagons) ideal for movement of wheat, other grains; Modernization of 6Nos Power Cars (where electricity is being supplied from on-train generators for powering air-conditioners and lightings in passenger coaches).
18 Current Trains Operations 1. Intra-city Mass Transit: Lagos MTTs: 16 trains per week-day moving about 16,000 passengers daily between Agbado/Ijoko and Iddo/Apapa; 6 trains on Saurdays moving about 6,000 passengers between Agbado/Ijoko and Iddo/Apapa; Kaduna intra-city MTTs: 10 trains, moving about 10,000 passengers daily; Train service to be flagged off this week on PH Enugu line; 2. Inter-city Passenger Service: Lagos-Kano-Lagos, once per week moving about 2,500 passengers per week; Lagos Ilorin-Lagos trains, 3 times per week, moving about 6,000 passengers weekly; Offa-Kano-Offa train, once a week moving about 2,000 passengers weekly; Minna Kaduna-Minna train, 3 times a week, moving about 3,500 passengers weekly; Kano-Nguru train, 2 times per week, moving about 1,000 passengers and 200tons of luggage and parcels;
19 Current Trains Operations Conts 3. Freight Trains: Lafarge Cement Traffic, Lagos to Kano, carrying about 3,000tons monthly; Flour Mills (Wheat) Traffic, Lagos to Kano, carrying about 500tons per month; Track materials for contractors, about 3,000tons monthly; Sand traffic from Oturkpo-Makurdi, about 4,000tons monthly; Movement of NRC s petroleum product from Lagos to Kano; Other traffic, about 1000tons monthly; 4. Excursion Train Service: Highly patronized by schools, tourists, fun-seekers during festive periods.
20 Summary of Key Expectations at Post Phase 3 (System Stabilization) Period and beyond On the strength of the foregoing and with successful completion of the last phase of the ongoing rehabilitation (i.e. System stabilization), Nigeria and its commuting populace wait to have a renewed rail transport industry with well-developed infrastructure erasing the present letter H rail track and eventually becoming horizo-vertical in spread; That attracts increasing market share of passenger and freight traffic; That entrenches environmental sustainability via reduction in emission of carbon monoxide which comes with reduction in traffic offer to road mode; That serves as nerve-centre of inter-modal transport system; That achieves stronger national integration and contributes to livability of Nigerians; That inspires growth in estate business and small scale business;
21 Key expectation conts That serves as instructive tool in population distribution; That generates safe, cheap, and efficient rail transport services; That inspires the development of Inland Container Deports along the track corridor to support decongestion of seaports; That is attractive to sincere, workable, public-spirited private sector participation to deepen infrastructural development and service efficiency; That operates under an enabling legal framework that emphasizes safety and corporate social responsibility for the masses; Above all, Nigerians wait to see a railway system that strikes a departure from present state where NRC lacks the necessary welfare and salary package that is never motivating and capable of keeping employable Nigerian graduates on the job for a pensionable period.
