2 Regulations for the import of food in to Food and food related cargo is generally declared in terms of the sections 1, 2, 3 and 4 of the customs tariff Section 1 - Live animals; animal products Section 2 - Vegetable Products Section 3 - Animal or Vegetable fats and oils and their cleavage products, prepared edible fats, animal or vegetable waxes Section 4 - Prepared foodstuffs, beverages, spirits, and vinegar, tobacco and manufactured tobacco substitutes
3 Regulations for the import of food in to has an agriculture sector accounting for the local as well as the international consumption. Therefore the government implemented regulations for the import of cargo that would have an effect on this sector. The main bodies regulating agricultural importations are the National Regulator for Compulsory Specifications (NRCS, formally known as the SABS) as well as the Department of Trade and Industry and the Marine & Coastal Management
4 Regulations for the import of food in to The National Regulator for Compulsory Specifications (NRCS) is mainly involved with quality control over fish and fish products, and canned & processed meat products in conjunction with the Department of Agriculture, Forestry and Fisheries (DAFF) as well as Department of Health (DOH)
5 Regulations for the import of food in to The n legislation governing foodstuffs is administered and enforced through the following acts: Foodstuffs, Disinfectants and Cosmetics Act (FDCA) 54 of 1972 => controls the sale, manufacture and importation of foodstuffs from a food safety point of view Animal Disease Act, 1984 => regulates the control of animal diseases
6 Regulations for the import of food in to Liquor Products Act (Act 60 of 1989) => controls the sale and production of liquor and certain liquor products National Regulator for Compulsory Specifications Act, 2008 (Act No. 5 of 2008) => enforces and sets standard specifications for domestic and imported seafood and canned fish products
7 Regulations for the import of food in to Meat Safety Act, 2000 (Act no. 40 of 2000) => regulates food safety for meats and animal products Agricultural Products Standards Act, 1990 (Act 119 of 1990) => controls the sale of certain exported and imported agricultural products
8 Regulations for the import of food in to The import of foodstuff in to usually requires a permit issued by the DOH (department of health), which would in most cases need certifications from a recognized department or institution of health of the country of export.
9 Other aspects for the import of food in to It is of obvious importance that the required permits would have to be secured with the respective governing bodies prior to the arrival of the cargo at the n harbour or airport, best even before the dispatch in order to avoid scenarios whereby the consignment would be spoiled or miss a particular occasion.
10 Other aspects for the import of food in to Furthermore the Port Health, an extended arm of the DOH (department of health) reserves the right to stop a consignment in order to inspect the same. Apart from that there are instances of cargo being extremely sensitive. In such cases the importer of records could submit to the respective body motivations for release under embargo (meaning that the cargo would be kept untouched in a demarcated area of the works of the importer until the final release will be granted after the inspection of the cargo).
11 Other aspects for the import of food in to The final approval for the import of any product is subject to the rules and regulations of the country of destination as interpreted by border officials at the time the respective consignment arrivals at the relevant entry point.
12 Other aspects for the import of food in to The import of cargo in to any country can be a complex exercise. has clear regulations and a reliable customs system. The key factor is a proper preparation of the import in coordination with the buyer in South Africa and the involvement of an experienced forwarder ( clearing agent ).
