6 Responsibilities The operator has the over all responsibilities and see-to responsibilities for the operations: Emergency preparedness Environmental Impact Analysis Emergency Preparedness Analysis Dimensioning of preparedness resources NOFO (Norwegian Clean Seas Association of Operating Companies) Administer and maintain the oil spill preparedness resources on behalf of the operators 6
7 Challenges and objectives Close to coast short drifting time to shore Environmental sensitive areas Distances and limited infrastructure Long response time for resources from the Norwegian Sea and the North Sea Limited access to personnel resources Light conditions and icing during winter season Conditions given in the Plan for Development and Operation by the Parliament Eni Norge s objective: Resilient Effective Well adapted to local conditions 7
8 Measures to improve oil spill preparedness Improved open sea emergency preparedness (Barriers 1 and 2) Detection and monitoring Standby vessel Additional available resources Improved coastal and shore zone preparedness (Barriers 3 and 4) fishing vessels in permanent preparedness New task force/ operational groups in the coastal and beach zone Infrastructure, logistics and remote sensing (all barriers) Use of new monitoring technology Dedicated material to coastal and shore zone operations Support vessel to coastal and shore zone operations Detailed mapping of the coastal zone Equipment in new depots Detailed contingency plans for selected areas Holistic logistic plan 8
9 Offshore preparedness during production drilling Esvagt Eurora- new standby vessel NOFO 2009 standard (1800 m 3 ) Two supply vessels - minimum NOFO 2005 standard All vessels will be equipped with IR (Securus) oil spill detection radar Two vessels with dispersant capacity, NOFO 2009 standard Real-time transfer of situation plot In total 6 NOFO-systems 9
10 Remote sensing and detection Considerable development since 2003 Eni Norge will use a set of integrated platforms to detect and monitor immediate discharges from Goliat Satellite Plane and helicopter (SAR,SLAR, IR) Installation (radar, IR) Standby vessel (radar, IR) ROV on the standby vessel Sensors on the subsea templates Land based installations ti (HF radar) Transmittal of information common picture of situation to relevant users s 10
11 Improved preparedness in the coastal zone new operational concept Innsatsgruppe Kyst (IGK) What is IGK? Operational unit specially adapted for oil spill recovery operations in the coastal zone Organised and trained at a tactical level Equipped for combating oil spill in the coastal zone IGK consists of: Vessels with emergency preparedness contract with NOFO (oil spill certificate) Light and mid-weight boom systems, skimmers and storage units Support vessel with oil spill monitoring equipment and tactical command The concept is based on experience from the oil spill contingency in Prince William Sound, Alaska 11
12 Improved preparedness in the shore zone - new operational concept Innsatsgruppe Strand Akutt (IGSA) Why: Experience from oil spill recovery operations has identified the need for a operational distinction between the acute phase and the beach cleaning phase in barrier 4 The goal is to maximise the recovery of oil in the acute phase in order to reduce the environmental consequences of oil spreading and beaching How: Establish a mobile task force with short response time Holistic organised and equipped to fast and effective combat mobile oil in the shore zone Focus on recover oil spill while it is mobile Residual oil will be recovered in the beach cleaning phase 12
13 Equipment in new depots Equipment for the near coast operations is procured The equipment will be stored in two new depots: Hasvik municipality Måsøy municipality Dialogue with the municipalities regarding construction and management The depots will not be completed upon first oil Polarbase in Hammerfest will be used for temporary storage 13
14 Beach cleaning phase Initiated after mobile oil is stabilised/ combated Represents a change of modus operandi Overview Predictability Planning Inter municipal i Committees Against Acute Pollution (IUA)/ municipalities has key functions supported by NOFO-task force: Lead beach cleaning work according to mission/ plan Employ and administrate personnel/hms Local logistics and material supply Assistance and support from other contracting parties (NCA pollution response personnel, WWF, Norlense beredskap, Artic Protection, Maritim miljøberedskap, and others) 5 beach cleaning groups à 40 persons NOFO Task-force is expanded with 10 persons from Finnmark (Hasvik og Måsøy) Plan for rotating pollution response personnel 14
15 Other measures infrastructure and competence Mapping of infrastructure within the defined area of influence is concluded Detailed plans for selected areas is established Logistic plan soon to be finalised Competence requirements to personnel is defined Contracts and agreements with regional parties for courses and competence development is established Contract regarding reception of special waste is established Exercises will be conducted prior to start-up production drilling 15
16 Improved oil spill preparedness in Finnmark The oil spill preparedness in the region will be improved through implementation of increased measures such: Remote sensing and detection Offshore helicopters Standby vessel and supply vessels 30 fishing vessels with oil spill equipment Specialised operational units for the coastal and shore zone The concepts are suitable for implementation in other areas outside of Finnmark 16
