2 Introduction Our service is designed to control and manage parking on Citystyle s private car parks. Tackling both unauthorised parking abuse from outsiders, but also internal fair usage issues between residents and tenants. We realise that not all residential estates are the same, that s why CPM design and implement each parking service according to your exact site requirement. Services Our services can be used to; protect allocated parking spaces for residents, ensure fair usage of communal spaces, apply time restrictions on visitor bays, prevent commercial vehicles, eradicate obstructive parking on access roads, and much much more. Quality All of our services have been formed specifically to assist Residential & Block Management, providing a sensitive and ethical approach to parking management. CPM encourages and promotes good parking behaviour through visual signage, warning leaflets and PR, there is limited emphasis placed on issuing parking charges or penalties. Single point of Contact We understand that each Housing Manager s time is valuable. We provide you with a single point of contact, an Account Manager, who will answer all of your queries, setup of new sites, make changes to existing sites, at any time of the day. By installing clear informative signage and by providing residents with Introduction Letters (and parking permits if necessary), CPM are able to systematically monitor unauthorised vehicles and internal issues.

3 Service Specifications CPM will provide a parking enforcement and litter picking service at Shoebury Garrisons, SS3 9WL. Service is provided free of charge, operating on a self-financing basis Parking areas are visited at regular intervals (24hrs/7 days a week) and following any specific requests from you the client, Citystyle, or resident, in order to maintain an effective deterrent against unauthorised parking. Parking restrictions: ACCESS AREAS & ROADWAYS: NO PARKING ON ROADWAYS OR OUTSIDE OF A DESIGNATED PARKING BAY. CPM will write to all residents, introducing the scheme and supply Parking Permits (if necessary) for the relevant parking bay. Additional/Duplicate permits may also be order at any time from CPM s dedicated permit team. Electronic Permits can be added by Citystyle staff at anytime via the online client portal CPM install bespoke Parking Signs covering the car park areas. All signage related to the scheme is maintained in a clean state and kept up to date having regard to any changes in arrangements, legislation or other occurrence. CPM wardens will issue a Warning Notice or PCN to any vehicle not adhering to the aforementioned restriction(s), a minimum of six photos will be taken showing location and contravention. A 5-10 minute grace period is granted to all vehicles to obtain a parking permit when parked within a designate bay. Vehicles actively loading/unloading will also be allowed the grace period.

4 Example Implementation An implementation schedule is essential when introducing any parking enforcement scheme, It reduces and eliminates potential misunderstanding, miscommunication, and misrepresentation PERMITS & LETTERS Residents will receive permits and introductory letters 14 days prior to commencement. Permit issue date is: (week 1) SIGNAGE All signage will be installed 7 days prior to commencement. Signage installation date is: (week 2) START DATE Scheduled start date (week 3)

5 Introductory Letters information for residents... CPM can issue Introductory Letters to all residents two weeks prior to any enforcement action. The letter states: Reasons for parking restrictions Restriction to be enforced Exemptions Advice for visitors Contact details As most residential estates suffer from internal parking issues, the Introductory Letter provides an effective prior warning to those who may be responsible.

6 Permits & Management full permit management with UK-CPM... PERMIT DATABASE: CPM will develop and maintain a full permit database. Replacement/Duplicate permits can be ordered by the residents directly from CPM at a charge of 5 per permit, using our revolutionary online Permit Store The database will be regularly copied and forwarded to the client. RESIDENT PARKING PERMITS: All permits are issued with a full Introductory Letter. Permits can be used in adhesive format or as a transferable. Permits will be despatched via recorded next day delivery. Permits come accompanied by a full Introductory Letter stating the parking restrictions enforced. Adhesive allows the user to stick the permit on the inside of the windscreen. Transferable allows the user to move the permit from one vehicle to another.

7 Signage PRIVATE PROPERTY Unauthorised parking may result in your vehicle being issued with a parking charge notice. The following restrictions apply PERMIT HOLDERS ONLY PERMITS MUST BE DISPLAYED IN WINDSCREEN AT ALL TIMES Bespoke aluminium signage: elegant look, in keeping with the estate image. permanent appearance, rather than temporary plastic. 600 x 450 mm informative, not intrusive. excellent as wall or post mounted. NO PARKING ON ROADWAYS / ACCESS AREAS OR OUTSIDE OF A DESIGNATED PARKING SPACE TERMS OF PARKING WITHOUT PERMISSION You do so at your own risk to property and personal injury and you are contractually agreeing to pay a parking charge fee. THE FOLLOWING FEES APPLY PARKING CHARGE NOTICE You will incur additional charges resulting from further action being taken against you if the fee remains unpaid

8 Warning Flyers. Friendly warning flyers: excellent for 1 st time offenders. can be used for minor offences. clear and informative emphasis on changing parking behaviour Samples of Warning Flyers These can be placed on offending vehicles for the first time. CPM will issue warning flyers to all offending vehicles for an initial period of 2 weeks after the commencement date. The flyer offers a prior warning to offending vehicles, allowing them time to adhere to the restrictions and change their parking behaviour. Produced and tailored to your car park requirements.

9 Security Patrols Security... All of our Parking Patrols are conducted by SIA licensed and trained security staff, thus providing free general security for the entire estate. The patrols provide residents with security and peace of mind, knowing their vehicles and property are being monitored 24 hours a day, 7 days a week All CPM Wardens are licensed through the Security Industry Authority (SIA). The spot checks provided by our CPM Wardens help to prevent criminal activity and tackle antisocial behaviour, problems that commonly occur in residential areas. All CPM Wardens work closely with the support of local police, should an incident take place CPM have a clear escalation procedure. All Wardens have completed a BTEC in Conflict Management and are fully trained in all Health and Safety procedures that may affect them in day to day operations.

10 Litter Picking Litter Picking... CPM have incorporated a Litter Picking service to work alongside their daily patrols. The task is designed to assist presence and prolong the period of time a uniformed patrol wardens remains on the estate. This achieves greater visual impact on motorist and can often deter parking abuse before it occurs. CPM Wardens are fully equipped with litter picking sticks and waste refuse collection sacks. During their patrols CPM Wardens will also pick up and clear any dropped litter within the parking area. This service ensures the car park and estate reflect a clean & tidy appearance.

11 Bay Markings Bay Markings... If required, CPM can provide full professional car park Line marking services. These are provided to clients at cost price as an added value service. 12 24hr - Report a Vehicle That little bit extra... CPM provides you with a revolutionary online Report a Vehicle facility to assists residents and staff. The page is designed to help residents anonymously report vehicles which are parking incorrectly. Of course our Patrol Wardens will always carry out their random spot checks, the 'report a vehicle' facility just gives residents that little bit extra to help improve parking further. Option 1: Allows the resident to quickly send through details using post code and GPS technology a SMS is sent to the nearest Patrol Warden. Option 2 Allows the resident to report a parking offence with photographic evidence using DVLA data CPM can (depending on the quality of evidence) issue a parking charge notice via the postal service to the vehicle owner.

13 Mobile App CPM s Mobile App... CPM are always looking to innovate new idea. We have just recently launched our new iphone and Android mobile app. This provide various Citystyle staff with a quick and easy reporting facility and the ability to enforce.. Using the App staff are able to control and manage their car parking spaces, ensuring they are only used by genuine residents, staff and visitors. 14 Operational Procedure Photographic Evidence All vehicles to receive a Warning Notice or PCN have a minimum of six photos taken covering permit status/registration details, date and time and location of vehicle. CPM will provide you with photographic evidence of any parking ticket should you require. Regular Random Patrols CPM will initially show a high presence, but as parking abuse decreases-patrols reduce. At any time these patrols can be increased. Patrols We will ensure all vehicles not adhering to parking restrictions will either be given the opportunity to move, be given a warning notice or as a last resort be issued a PCN. All relevant documentation is attached to the windscreen of the vehicle. Outstanding payments If any parking ticket remains unpaid after the initial 28day period, the DVLA will provide CPM with the registered keeper s details, allowing CPM to pursue the outstanding charge.

15 Appeals Independent Appeals Service... Should a motorist incorrectly receive a parking charge, CPM will immediately cancel the outstanding ticket once an appeal has been received. The reverse of each PCN outlines in detail the appeals procedure which must be followed if a challenge is to be made. Every appeal is assessed on an individual basis by a dedicated department to ensure a quick response, within 14 to 28 days Furthermore, if the customer is not satisfied with the response issued by CPM, they then have the opportunity to appeal to the Independent Appeals Service (POPLA) operated by London Councils. CPM indemnify all clients should any legal action arise due to the enforcement of any vehicle.

16 Payment Plan An easy, affordable way to pay your charge. A valuable alternative We understand that no two residents will have the same household income, and although our enforcement must be fair and equal, a Payment Plan gives an alternative easier method of payment to those with less, whilst ensuring we treat all residents equally for breaching the same parking conditions. How to set up a payment plan To anyone on the receiving end of a PCN, it s as simple as giving one of our friendly customer service assistants a call on to discuss payment options.

17 Client Portal See how your car parks are performing... This online system contains everything CPM need to know about every site that is managed. The Client Portal not only gives you pictures and plans of every site, it also records warden visits and all tickets that have been issued. Clients are provided with a unique Username and Password This system provides the client with useful information. By logging on to the Client Portal, clients can access a full list of reports and analysis from each car park scheme, including vehicle photographs. All sorts of information is available such as how many tickets have been issued and what offence is most common.

18 Abandoned Vehicles History The protection of freedom act 2012 saw the end of wheel clamping and also the removal of any vehicle from private land following a parking offence. Since this legislation was introduced three years ago, requests and enquires from landlords (Managing Agents / Housing Associations) who are concerned about abandoned vehicles on their estates have increased significantly. Some local authorities have procedures/services in place to assist on private land, however not all offer the service. Furthermore it can be a long tiresome process, costing in excess of 50 per vehicle and often without guaranteed success. The alternative If a vehicle is abandoned and all efforts to get the owner to collect it fail, there is a procedure under the Torts (Interference with Goods) Act 1977 to dispose of the vehicle. The Torts (Interference with Goods) Act 1977 allows landlords to sell or dispose of goods, if reasonable efforts to trace the owner fail. CPM's Online Facility... CPM has created the following online facility to help you administer a 28 day Tort Notice, and then if required, after 28 days, arrange for the vehicles removal and disposal.
