3 Introduction This report presents the results of the Western Electricity Coordinating Council s (WECC) efforts to endorse HHWP (NCR05182) as a TOP certified by the North American Electric Reliability Corporation (NERC). TOPs have a primary responsibility for maintaining the real-time reliability of the local transmission system and operate, or direct the operations of, the transmission facilities. Acceptable reliability levels can be maintained only if the TOPs (and other entities that make up the Interconnection) function in accordance with good operating practices and reliability criteria, including the planning and operating standards as defined by the NERC Reliability Standards. Good operating practices include, but are not limited to, full compliance with the NERC Reliability Standards without regard to economic consideration or burdening neighboring systems. Certification Team Following notification of HHWP s registration as a TOP, a Certification Team (CT) was formed and a review date was selected to perform an on-site visit to them. The team rosters for members of both the CT and the HHWP teams are listed in Attachment 1. Objective and Scope The objective of this review was to assess HHWP processes, procedures, and tools that allow them to perform the function of a TOP. The scope of the review included: (1) Interviewing HHWP management and reviewing pertinent documentation for verification of basic requirements for TOP operation; (2) reviewing procedures, and other documentation developed by HHWP to meet the applicable standards/ requirements; (3) interviewing HHWP system operations personnel; (4) reviewing HHWP primary and back-up control center (BUCC) facilities capabilities where the TOP functions are controlled, Energy Management System (EMS), communication facilities, operator displays, etc. and (5) performing other validation reviews as considered necessary. The on-site section of the review was held at the control center on September 27-28, Overall Conclusion The certification process was completed in accordance with the NERC Rules of Procedure to determine if HHWP has the necessary tools, processes, and procedures to perform the function as a NERC-certified TOP. HHWP presented to the CT the necessary HHWP s evidence for its review as it relates to the applicable standards/requirements. Because of this review, the CT has reasonable assurance that HHWP has the tools, processes, and procedures in place to reliably perform the TOP function. Therefore, the TOP Certification Team recommends to WECC that they approve certification of HHWP as a NERC-certified TOP. Additionally, although not required as part of the certification process and without a review of the SFPUC s internal compliance program (which HHWP would be required to follow), the CT found that, in practice; HHWP has a strong internal culture of compliance. HHWP demonstrated Rev 0 TOP Certification of Hetch Hetchy Water Power September 27-28,
4 dedication to achieve compliance to the NERC Reliability Standards and to provide reliability to the bulk power system. HHWP was officially registered as a TOP on July 15, 2011 and that registration was approved by WECC and NERC with an effective date of July 15, The CT found the HHWP s operators to be equipped with the necessary operating tools and prepared to take on the TOP operations. All HHWP s operators that perform TOP functions are NERC-certified. Certification Team Findings Needed for Operation The CT found no open issues to prevent or delay recommendation for the certification of HHWP as a TOP. Positive Observations The CT observed the following to be noted as positives in recommending certification of HHWP as a TOP: The entity placed importance on preparation for the certification and demonstrated a culture of compliance. Specifically, the entity identified the evidence for compliance by including hyperlinks in the master matrix linking the evidence to each requirement HHWP Procedures reference the NERC Standard that applies HHWP s acknowledgement of the need and current project to upgrade the EMS for improved operator interface The HHWP staff, at all levels, were involved in the certification activities and demonstrated that they were knowledgeable regarding the system and their priorities The HHWP staff demonstrated organizational communication and alignment through levels of the organization The entity has implemented an electronic tagging system and continues to run a manual system in parallel with the electronic system Operators are aware of how to operate according to the applicable policies and procedures as well as where to retrieve electronic versions the applicable policies and procedures. In the event of any question, the operators are aware of who to contact in the organization for assistance. The operators have opportunity for involvement in procedure accuracy Operators are aware of and embrace their role as a TOP Operators are engaged in training and management is supportive of obtaining training for the operators Company History - Background CORPORATE HHWP is a division within the San Francisco Public Utilities Commission (SFPUC) which is a department of the City and County of San Francisco. The SFPUC is headed by the General Manager who is appointed by the Mayor. 5 to and undertakes general oversight of the SFPUC. The SFPUC provides three distinct utility services: water, wastewater, and power. HHWP is managed by a divisional manager that interfaces with corporate and is responsible for both water and power. TRANSMISSION SYSTEM HHWP provides water for approximately 2.5 million San Francisco Bay Area residents (approximately 85% of San Francisco s water) and operates approximately 400 MW of nameplate capacity hydroelectric generation in the Sierra Nevada foothills (Tuolumne County, California) with transmission lines running west along HHWP's water transmission right of way. Approximately 3/4 of HHWP s generating capacity is connected to HHWP s 230 kv system via HHWP s Intake switchyard and 230 kv lines to HHWP s Warnerville Substation. At Warnerville, HHWP s transmission system connects to PG&E (via 230 kv bus), and Modesto Irrigation District (via transformer banks, 115 kv bus and two 115 kv lines). The remaining 1/4 of HHWP capacity is normally connected to another 115 kv sub system at the Moccasin Switchyard. The Moccasin Switchyard is connected to PG&E s Newark Substation via two 115 kv lines. Taps off these lines connect to Turlock Irrigation District at their Oakdale Substation. Moccasin Powerhouse step up transformers have dual high side voltages, 115 and 230 kv. The Moccasin Powerhouse can be connected to either system, although the 115 and 230-kV systems cannot be tied together. During the spring runoff period, the HHWP typically generates a maximum of 360 MW. HHWP delivers this energy to its Municipal Load in San Francisco via PG&E s transmission and distribution system as a first priority, and the remainder to the Modesto and Turlock Irrigation Districts. During the rest of the year, generation is subject to water availability. HHWP has a small amount of load connected to its system, averaging less than 2.5 MW, with a 6 MW peak during water pumping operations to support its municipal water deliveries. Approximately 110 miles of 115 kv double circuit transmission line and 50 miles of 230 kv double circuit transmission line, plus four substations, are owned and operated by HHWP. Company Details Operating Facility CONTROL CENTER / SCADA SYSTEM DESCRIPTION Control Center: The main control center is located in Moccasin at the Moccasin Powerhouse which is staffed 24/7 with three power generation technicians. All generation can be dispatched from the Moccasin Control Room using the WonderWare Human Machine Interface (HMI). The WonderWare HMI is linked through various remote servers via fiber-optic line, microwave, and leased telephone line to RTU's at the other two generation facilities, Kirkwood Powerhouse and Holm Powerhouse. Communications are also linked to various switchyards, substations, and water quality & control facilities throughout the HHWP Project. Kirkwood and Holm Powerhouses are only staffed during normal business hours and weekends. Kirkwood Powerhouse serves as the back-up control center with redundant control center capabilities including full function of the WonderWare HMI located at the Moccasin Control Room and the Rev 0 TOP Certification of Hetch Hetchy Water Power September 27-28,
6 intranet based electronic log. Communications between facilities are performed via radio, telephone, transmission line carrier, cell phone and/or satellite phone. SCADA System: HHWP s SCADA system utilizes a distributed control for the SCADA network. The control system is Ethernet based, however the network also contains legacy system hardware that is polled through a protocol converter. Historical data is logged on the historical server with local server backup. Documentation List Copies of all of the supporting HHWP documents were collected as evidence of HHWP s preparedness, and will be kept as a record of evidence to support the CT s recommendations. These documents will be retained at the WECC office in Salt Lake City, UT for a period of six years. None of the documents listed below are included with the distribution of this final report. 8 Attachment 2 Certification Process Steps Documentation Review The CT also reviewed the appropriate documentation that provided reasonable assurance that HHWP has the tools, processes, procedures, and training to operate as a NERC certified TOP. The CT used a spreadsheet to catalog the documentation evidence provided by HHWP, namely HHWP Master TOP Matrix. The spreadsheet contains all the applicable NERC standards and associated requirements for an entity to be evaluated as a NERC-certified TOP, along with HHWP document references where evidence that fulfilled the applicable standards and requirements was provided by HHWP. Applications Review The site visit focused on documentation review, interview of HHWP s operators, and evaluation of the TOP applications and operator toolset that HHWP has available for their operators. 9 Attachment 3 Suggestions The CT team made the following suggestions to HHWP for future improvements. These are suggestions only; recommendation for certification is not dependent upon the registrant completely these suggestions. The recommendations are for HHWP to: identify emergency and normal calibration cardinal points with basis as it relates to the meter calibrations (TOP-006 R6); continue with updates to its EMS, including operator involvement regarding human factors/fidelity, and to include neighboring system situational awareness; revise documents to replace WECC Vancouver with WECC RC for clarity; document accountability to the requirements where another entity is performing delegated task consider entering into a Coordinated Functional Registration (CFR) per ROP 508; create an evacuation bag complete with communication capabilities and procedures; document the basis for requirements marked N/A (such as EOP-001 R2); participate in the weekly RC satellite phone test; and consider a schedule for continuing training hours for operators Rev 0 TOP Certification of Hetch Hetchy Water Power September 27-28,
