1 Symposium Towards Regulatory Best Practice in Transport and Logistics Services Hong Kong, China 1516 July 2014 DRAFT PROGRAM Objectives: To build capacity of policy officials and regulators to understand how policies and regulations which limit open services markets have a negative effect on economic growth and productivity. To develop good practice principles for the transport and logistics sector to assist development of a more open regulatory environment for trade in services. To offer targeted assistance to economies to reform their servicesrelated policies and regulations. To explore barriers to gender mainstreaming of transport and logistics servicesrelated policies and regulations. DAY 1: Tuesday 15 July 2014 Venue: Salon 13, Level 3, The JW Marriott, Hong Kong 9.00am 9.15am One 9.15am 10.50am Welcome Heath McMichael, Department of Foreign Affairs and Trade, Australia Introduction and Overview of Program Ed Sulikowski, Program Facilitator The Role of Services in Global Trade Patrick Low, Fung Global Institute This session will briefly review global services and discuss how services are tradeable, both directly and embedded in final export. The session will also discuss how efficient services industries, supported by good domestic regulatory systems, are an integral part of robust economic growth. It will highlight APEC economies comparative advantage in services trade in areas such as port and shipping services, which are integral to efficient freight logistics and supply chain connectivity. Global and Regional Supply Chains: The Services Dimensions Massimo GelossoGrosso, Trade and Agriculture Directorate, OECD This session will highlight how logistical services are a critical determinant of APEC members connectivity to global markets and their overall competitiveness. It will review the scope of logistics and transport services and how these services are defined for the purposes of this Symposium. The session will also describe how the logistics services industries have evolved over the recent past, and explain shift from
2 2 inhouse logistic service provision to outsourcing these services. It will underline the trade dimension of logistics and emphasise the benefits of APEC identifying best regulatory practice in logistics and transport services am 11.40am Two 11.40am 12.55am Group Photo and Morning Tea Update of the transport and logistics sector in the STAR database Margot Kilgour, The Australian APEC Study Centre (AASC) This session will outline improvements to the Services Trade Access Requirements (STAR) database. The transport and logistics sector in the baseline study Hermione Parsons, Institute for Supply Chain and Logistics This session will introduce the baseline study. Restrictions on foreign investment and other market entry conditions Mark Goh, National University of Singapore 20 mins The focus of this session is on governmentimposed restrictions through regulation of market access and operation of the logistic sector in APEC member economies. It will introduce concepts of discriminatory and nondiscriminatory governmentimposed regulation against foreign suppliers. Through examples, the session will explore how commercial presence is affected by government measures that limit foreign investment, regulate the form of establishment, impose nontransparent and duplicative licensing requirements, or limit the movement or hiring of key personnel. The session will also discuss how an appropriate competitive environment can ensure logistic service providers have access to critical transport infrastructure in a transparent and nondiscriminatory basis.

The session will share lessons on how to achieve best practice regulatory reform, recognising that ultimately these reforms are the responsibly of domestic governments. 1.
