4 Discussion Questions Do you currently have state-of-good repair (SGR) targets? When you set your initial SGR targets, did you have information on the condition for all of your sub-recipients facilities? Have you looked at FTA s Facility Condition Assessment Guide and will you consider using it? How will you or did you involve plan participants in initial target setting? Given what was likely limited condition information available to you to set these initial targets, how much do you anticipate your SGR targets will change when you do this again in 2018 In addition to the TAM Rule, last July, FTA released the final NTD inventory requirements, expanding the NTD asset inventory requirements for Section 5311 and 5310 agencies. Have you started to discuss these new NTD inventory requirements for your sub-recipients?

Please describe how your state s MPOs working together with urban transit agencies on target setting; TAM plans and project prioritization. Section 5311 sub-recipients are not likely in an MPO region. Are (will) you or your rural sub-recipients working with rural, regional planning agencies in the TAM Plan development process, Project prioritization process and/or Initial target setting? Is your transit office interacting with the staff in your state DOT who are responsible for STIP development regarding the rules?

9 Transit Asset Management Background State TAM Program (RCW 36.57A191), July 2003 As a condition to receive public funds, transit agencies must develop and implement TAM Plan. The plan must inventory all transportation system assets within the direction and control of the authority, and provide a preservation plan based on lowest life-cycle cost methodologies. FTA TAM Final Rule (49 CFR 625), October 2016 This provision is required for all recipients or subrecipients of federal financial assistance under 49 U.S.C. Chapter 53 that own, operate or manage capital assets for public-transportation purposes. 9
10 Elements to be Included in TAM Tier I & II 1. Inventory of Capital Assets: All capital assets that a transit provider owns, operates or manages including those acquired without FTA funds. 2. Condition Assessment: Rating of inventoried assets, collected at individual or asset class level. 3. Decision Support Tools: Analytical processes used to make investment prioritization. 4. Investment Prioritization: Ranked list of proposed projects and programs by year of planned implementation. 10
11 Element to be included in TAM Tier I 5. Transit Asset Management and State of Good Repair Policy: Transit providers vision, defining objectives, roles and responsibilities. 6. Implementation Strategy: Operational level process for implementing TAM plan. 7. List of Key Annual Activities: Actions needed to implement TAM plan for each year of the plan s four year horizon. 8. Identification of Resources: Staff time, funding, technology requirements, etc. 9. Evaluation Plan: How TAM activities will be monitored, evaluated, and updated to ensure continuous improvement. 11

13 State of Good Repair Definition and Goal Setting Definition: The condition in which a capital asset is able to operate at a full level of performance. This means the capital asset is: Able to perform its original designed function. Current condition does not pose a known unacceptable safety risk. Life-cycle investment needs have been met or recovered. SGR Goal Setting: The objective is to set the percentages of: Equipment and rolling stock met or exceeded useful life benchmark. Track segments with performance restrictions by class. Assets with condition rating below 3.0 on FTA Transit Economic Requirement Model (TERM Lite) scale. 13
14 Agency Sets Useful Life Benchmark Useful Life Benchmark (ULB) rolling stock minimum useful life cycle Age and/or mileage. Decision support tools (Performance Measure Criteria) Maintain a percentage of revenue vehicles within the asset class of their ULB. Reporting Collect and report annual transit-asset-inventory data. Analyze asset-inventory data and develop fleet-performance-measurement report. Develop a prioritized capital-replacement ranked list. Investment Prioritization Prioritize capital-asset investments using the capital-replacement ranked list. 14

50 Facility Condition Assessment Requirements Assess condition of major facility components (and subcomponents) and then aggregate the component level data to obtain an overall condition rating Substructure Shell Interiors Conveyance (Elevators and Escalators) Plumbing HVAC MAJOR FACILITY COMPONENTS Fire Protection Electrical Equipment (Administrative and Maintenance Facilities only) Fare Collection (Passenger Facilities only) Site Component-level conditions are aggregated to obtain an overall condition for the facility Guide recommends you document procedures for performing condition assessments, including procedures for performing inspections, and assuring/controlling data quality These procedures may be subject to a review by FTA
51 Condition Assessment Measure Rating Condition Description 5 Excellent No visible defects, new or near new condition, may still be under warranty if applicable 4 Good Good condition, but no longer new, may have slightly defective or deteriorated components, but is overall functional 3 Adequate Moderately deteriorated or defective components, but has not exceeded useful life 2 Marginal Defective or deteriorated components in need of replacement; exceeded useful life 1 Poor Critically damaged component(s) or in need of immediate repair; well past useful life Good Repair
52 Assessment (Inspection) and Aggregation Assessment/Inspection COMPONENT Structure SUBCOMPONENT Foundations: Inspect walls, columns, pilings, other structural components for sign of decay Basement: Inspect non-foundation and structural components, such as facing materials, insulation, slab, floor unpinnings, crawl space.. Aggregation (Weighting) of Component Conditions into Overall Conditions Recommended approach is Alternative 1 however an agency may use any of the approaches described below. Alternative 1. Weighted Average Condition Overall rating is calculated by weighting each component by the component replacement cost Alternative 2. Median Value Determine the median value for each component and the median value between the different components Alternative 3. Alternative Weighting An alternative approach that is consistent, repeatable, and it yields a single rating value for each facility using the five-point TERM condition scale. For example, use of a factor that serves as a proxy for asset value and/or criticality, Calculation approach and rationale must be documented. Component ratings must be retained in the event an agency changes its aggregation approach and needs to recalculate previouslyreported conditions
53 Condition Rating Descriptions by Component Component A. Substructure Foundation Basement 5 Excellent New construction, no visible defects. 4 Good Minor improvement or superficial repairs needed, can be addressed through routine maintenance. No significant visible damage such as cracking, spalling, sagging, rust, or shifting. 3 Adequate Needs some repair. There may be surface cracking, rust, shifting, and spalling on components. Insulation or drainage may need maintenance. Substructure is cosmetically fair, and functioning as designed; within useful life. 2 Marginal Components need extensive repair at a minimum. They show signs of significant cracking, sagging, rust, shifting, and spalling / decay. Significant insulation or drainage issues may be present. There are no apparent safety issues, however. Components are functional but have exceeded their useful lives. 1 Poor Components show critical defects affecting function, health, or safety. They are visibly in poor condition. They cannot be repaired; must be replaced. They have exceeded their useful life and warrant structural review.
