National Soil Pollution Survey Program ( ,50M Euro) Jing Xin State Environmental Protection Administration (SEPA), PRC 10 September, 2007, Stockholm
General Goals (1)Understand overall status of national soil environmental quality (2)Identify sources, causes and effects of soil contamination in key areas (3)check out spatial and temporal changes in soil background environmental quality (4)Put forward strategy and technology for soil pollution prevention and remediation (5)Establish soil environmental quality standard system and constitute laws and regulations for soil pollution prevention and remediation 2
Five Subprograms (1)National soil environmental quality survey and assessment (2) Temporal changes in soil background environmental quality (3)Risk assessment and classification of soil safety in key areas (4)Development of soil remediation technologies (5)Establishment of soil environmental monitoring, surveillance and management systems 3
Subprograms 1 National soil environmental quality survey and assessment Targets 1 Sample agricultural, forest and pasture soils nationwide 2 Analyze heavy metals, pesticides and POPs and some basic properties in soil 3 Create soil database and sample archive 4 Map soil environmental quality 5 Assess soil environmental quality under different land uses and soil types 4
Subprogram 2 National-wide temporal changes in soil environmental quality Targets 1 Sample 4095 profiles of different soil types nationwide 2 Analyze heavy metals, rare earth elements, pesticides, POPs and properties in soil 3 Create soil database and sample archive 4 Assess the change in soil background environmental quality compared to that 20 years ago 5
Subprogram 3 RA and safety classification of soil pollution in key areas Targets 1 Select ten key areas and ten scenarios 2 Collect site information 3 Analyze soil pollution status, causes, trends and impacts on groundwater and agro-product quality 4 Create soil pollutant inventory, database and information systems 5 Conduct site risk assessment and classification of land use safety and suitability 6
